MEETING OF AUGUST 11, 1964.
The Southold Town Board met at the office of the Supervisor, Lester.
M. Albertson,.. on Tuesday, August 11, 1964. at Oreenport, New York. The
meeting-was called to order. at 3:00 P.M. `vith the- following present:
Supervisor. Albertson; Councilmen Demarest -and Valentine; Justices
Tuthill and Clark; Town Attorney -Tasker; Supt.' of Highways Price
and" Town.'Clerk' Richmond.`

RESOLVED: That the minutes of July 28, 1964 be and they hereby -are
duly approved.

RESOLVED: That the Town. Board make it' s official visit to- Fisher's
_Island on' Tuesday,, August 25,' . 1964.- The meeting wil-11 be called-to
:order at 430 P.M. ' The Supervisor is hereby .authorized to- provide-`
transportation and the.-boat will: leave 'Sterling Harbor, .Greenport,
New York at 9:00 A.M.

RESOLVED: That the report of Albert W. Richmond, Town Clerk, for the

Moved by Justice Tuthill; seconded by Councilman Demarest;
WHEREAS, Carl and Ethel Besch and others by petition verified the 9th
day of July, 1963, petitioned the Town Board for a change of zone
of certain real property described in said petition from "A" Resident-
ial and Agricultural District to "B" Business District, and
WHEREAS, the said petition was referred to the Planning Bard for its
official recommendation and report, and
WHEREAS, the Town Board pursuant to due notice thereof held a hearing .
thereon on the 28th day of January, 1964 at which time all interested
persons were given an opportunity to be heard,
NOW, THEREFORE, BE IT RESOLVED: That the Southold Town Building Zone
Ordinance, including the Building Zone Maps, be amended from "A"
Residential and AGricultural District to "B" Business District on the
following described property:

the Town of Southold,- Suffolk County, New York, and _more particularly.
bounded.-and: described .as follows:
,BEGINNING at a point on the northerly line of the Main Road (New
York, 25) at the intersection of.:said northerly line with the easterly
line- of. .a_-33 foot private road leading northerly to Laurel Lake;
said point of beginning being the southwesterly corner of land now
or formerly of Matson; from. said point of beginning running northerly
along said easterly line . of said private road 152 feet, more or less,
to land of the Long Island Railroad; thence easterly along said land .

RESOLVED: That the. Town Clerk be and he hereby is directed to request
the Long Island Lighting Company to remove light on LILCO pole ##37
and place a 250 cp street light on NYTCO pole #398 on the corner of
Village Manor Road and ,Main Road, -Mattituck, New York in the Mattituck
#1 Light District.

RESOLVED: That Suprvisor Lester M. Albertson be and he hereby is
authorized and directed, to advertise_ for bids for proposals to furnish
to the Town of Southold six. (6) new 1965 Police cars and to trade in
five (5_) used police cars.

Councilman Valentine introduced Local Law Intro. .No. 3 of the Year 1964
entitled "A Local Law in relation to the Term of Office of Superinten-
dent of Highways, Town Clerk and Receiver of Taxes."
Moved by Councilman Valentine; .seconded by Councilman Demarest;
BE IT ENACTED by the Town- Board.- of the Town of Southold, Suffolk
County, New York as follows:.
SECTION I. The term of office of the Superintendent of Highways,
the Town Clerk and the Receiver of .Taxe:ssshall be four years.
SECTION II. _Any of the town officers .mentioned in section one
hereof elected at a biennial town election held after this local law
. . takes effect shall hold office for a term of four years commencing
on the first day of January next succeeding such election, except
that the receiver of taxes shall hold office for a term of four years
commencing bn the first day of December next succeeding such election.
SECTION III. This local law shall supersede section twenty-four
of chapter six hundred thirty-four of the laws of nineteen hundred
thirty-:two: an act relating to towns, constituting chapter sixty-two
of the consolidated laws, as amended, and section sixteen of chapter
three hundred eleven of the- laws of ninteen h*ndred twenty, insofar
as it is inconsistent' wtii.th such sections. -- .
SECTION IV. A proposition for the approval. of this local
law shll be submitted to the electors of the town of Southold at the
general election to be held, -in November ,,nineteen -hundred- sixty=four,
and this local law shall become operative only if approved -by the. :
affirmative vote of a majority of- the qualified electors voting,.- upon -
such proposition.
SECTION V.-':This local law shall take effect immediately.
THEREFORE, pursuant to Statute; the Town Board of the Town of •Southold
will -hold a public -hearing on the of oresaid local law at the Supervisor' s
Office, 16 South ,Street, Greenport, New York, at "8: 00 o°clock P.M;
on the 24th day of August, 1964; at which time all persons interested
will be heard. : ..

RESOLVED: That by' - mutual agreement betMeen William Smith and the Town
of Southold the Supervisor be authorized to, terminate the agreement
between William Smith and- the- Town- of Southold dated February 28, 1964, and
BE IT FURTHER RESOLVED: That--the Suprvisor be authorized -to return'
the deposit check to -said-William B. Smith.

RESOLVED: That General Bills in the amount of $01,-9164,93; Lighting
District Bills in the amount of $3, 075:33; Fishers Island Ferry .
District Bills in the amount of $12, 145.02 and Highway Bills in the
amount of $20; 233 :10 be and the same are hereby -ordered- paid.

A delegation from the area between Gireenport -and Southold not presently
served by public water and not in the area that would be served .by
the anticipated extension of-water--facilities, appeared before the
Town Board to explain the lack of potable water in their area -and to
request information on how this area could be served. The Town Board
will discuss the situation with the Village Board.
A--letter was received from -the North Fork Lions Club-; requesting
the Supervisor to make the necessary agrangements so that cornea
transplants may be rapidly and efficiently delivered --to New York.
The Board' recognizes the great humanitarian work of the- L"ions, and
will cooperate in every way-to make such--services possible
'Aietter was also received from the Southold-Peconic="Civic Association
'inquiring as to the progress being made= in- the- removal of signs. --
The Town Board has requested the Federal Government to make funds
available for erosion control work, due to =the -increasing problem
of erosion on,th'e North" Shore.Senators Keating and Javits informed
the Board that funds have been appropriated for this purpose.
Dr. John� Sieferth, President of the Fleet s Neck Prop. Owners -Assoc.
requested that additional repairs be made at the end- of Pequash
Avenue . He -informed the Board- that the Fleet' s--Nedk- Property Owner s
Association is not opposed to-"the contemplated dredging of East Creek.
