The Southold- Town Board met at the office..of Supervisor Lester M.
Albertson_: 16 .South Street, Greenport, N.Y. on July 7, 1964. The meeting
was called to order at 3:.00 P.M. with the following present: Supervisor
Albertson; Councilmen. Demarest -and Valentine; Justices Tuthill and
Clark; Town Attorney Tasker; Supt. . of Highways. and Town Clerk Richmond.

- RESOLVED: That the minutes of June 16, 1964 be and they hereby are
approved. Vote of Town Board: Ayes-Supervisor Albertson; Councilmen
Demarest and Valentine;,Yustices Tuthill and Clark.

RESOLVED: That the regular meeting -of the. Town Board will be held at
the office of the Sufpervisor, Lester M. Albertson, on Tuesday, July

RESOLVED: That Frank S. Dawson of New Suffolk, N.Y. be and he hereby
is appointed, subject to the written approval of the District Superin-
tendent. of Schools, Attendance Officer to all schools throughout the
Town except such schools as-' are otherwise. provided.Sor by Section 3213
of-the - Education Law, and be it further
.RESOLVED: That. such attendance officer shall be ,removable,.at the :pleas-
ure mf. the District Supt. of Schools, and be it further
RESOLVED: That. the compensation of such attendance officer be fixed
at #1200.00 per year payable in regular monthly installment•,, he to
pay his own expenses, and be it further

Frank S. Dawson and the District Supt. of Schools_ of the;-appointment.

NOW, THEREFORE, BE IT RESOLVED: That the Town Clerk of the Town, of
Southold be and he hereby is directed to transmit this application
to the, Planning Board in accordance with. Section 901, Subdivision C.
of Article IX of the Building. Zone Ordinance of the Town of_ Southold.

" Article. IX. of the Building Zone Ordinance of the Town .of, Southold.

District on certain property in Greenport, New York,
NOW, THEREFORE, BE IT RESOLVED: That a public hearing will be held by the
Southold Town Board at the Supervisor ' s Office, 16 South- Street, Greenport,
New York, on July 28, 1964, at% 7: 30 P.M. on the above mentioned petition
and that the Town Clerk- be and he hereby is authorized and directed to
cause a notice of said .hearing to be published in the Long- I-slAnd Traveler-
Mattituck Watchman pursuant to the requirements of law.

WHEREAS, , Dahl Oil Co. was the lowest bidder . for fuel 'diesel oil for the
Fishers Island Ferry District,. and
WHEREAS, THE Southold Town Board-approved the action of the Fishers
Island Ferry District in accepting the lowest bidder, Dahl Oil Co. ,
(ll-�per gali)to furnish diesel oil to the- Fishers Island Ferry District,
NOW, THEREFORE, BE IT RESOLVED: That Supervisor Lester M. Albertson be
and 'he hereby is authorized and =directed to execute said contract on
behalf of the Town Board.

WHEREAS, E. S. Wilcox-was the lowest bidder for G.E.Generator for: the
Fishers Island -Ferry District, and
WHEREAS, the Southold Town Board approved the action of the ;Fishers`-
Island Ferry District in accepting the lowest bidder E.S.- Wilcox ($300.00)
to furnish a G. E.- Generator to -the Fishers island Ferry District,
NOW, Thenetore, BE IT RESOLVED: That Supervisor Lester- M".=Albertson be
and he hereby is authorized and directed to execute -said contract on
behalf of the Town Board.

WHEREAS, there is proposed the incorporation of a water works corpor-
ation to be known as Fishers. Island Water- 'Works Corporation, to acquire
the assets presently owned by the Fishers Island Estates, Inc.; at
Fishers Island, N.Y. , and
WHEREAS, Section 41 of- the Transportation Corporation Law -requires the
consent of this Board and of the Supt. of Highways of the Town of
Southold to the formation of� said corporation, and
WHEREAS, Section 41 of the Transportation -Corporations Law provides
that the consent of this Board-shall not' be granted until ten days'
prior notice in writing of the application for such consent is 'given
to the County.Water Authority, and until such Authority has reported
to the Town of Southold its recommendations as to whether- or not con-
sent should be granted, and
WHEREAS, the Suffolk County-Water'Authority has -reported to the Town
of Southold -its recommendations, and
WHEREAS, this Board deems_ it -in the public interest that a consent to
the formation of Fishers Island Water Works Corporation be granted;
NOW, THEREFORE, BE IT RESOLVED: That consent to the formation of Fishers
Island Water Works Corporation be and the same hereby ,is granted and
that a majority of the members of this Board sign and ackncwledge� its

WHEREAS, Elliott Winter has applied to the -Town Board fora single trailer
renewal permit dated June 16, 1964, _
HOW, -THEREFORE; BE IT RESOLVED: That the application of Elliott 'winter
to locate a single trailer on the property. of Adam V. .Doroski, Bay: Av. ,
cutchogue, N.Y. -be and. hereby -is extended for a 60 day period.beginning
July 9, 1964.

RESOLVED: That Arnold Larsen be and he hereby is appointed Secreatrj to
work with the Commerce and Industry Commission for the. Town of Southold,
New York, and
RESOLVED: That the compensation be fixed at $2500.00 per year, and be it
FURTHER RESOLVED: That the appointment take effect on July ll, 1964.

RESOLVED: That the Town Clerk be, and he hereby is directed to request
the Long Island Lighting Company to ..remove 100 .cp light and replace it
with 400 MV street light on LILCO pole ..#411 on Main St. , Southold, L.I.
and place one 100. cp street light at the end of Indian Neck Lane, Peconic,NY
LILCO pole # 28•

WHEREAS, Frederick Marcell has :served the Town of Southold as Watchman
for a period-'of six months,
NOW, THEREFORE, BE IT RESOLVED: That .the salary of Frederick Marcell be
hereby is increased from $4700 to $5000 ;per year .effective as of
July 111 1964.

requested to write to the Southold Fire. Department thanking -them. -
for the quick action and-.efficient work inputting out .the fire at,
the Highway Barn, Peconic, N.Y.

WHEREAS, Michael Wiezorek by. petition verified on the 6th day;of
April, 1964, petitioned the Town Board for a change of zone of
certain property described in said petition from "A" Residential
and Agricultural District to "B". Business District, and -
WHEREAS, the said petition was referred to the Planning., Board. for
its official recommendation. and,:report,_ and
WHEREAS, the Planning Board has filed. its official report. with the , :
Town Board, and
WHEREAS, THE .Town Board, pursuant to due. notice thereof, held, a ,
hearing on said petition on June 5, . 1964 at which time .all interefted
persons were given an opportunity, to be, heard,
NOW, THEREFORE, BE IT RESOLVED: That the relief demanded in said
petition of. Michael Wiezorek .be and the same is- in all respects denied .

WHEREAS, the Town Board on its own motion proposed a change of the
Building Zone Ordinance of the Town of Southold, Suffolk County, ,NY
WHEREAS, the said petition was referred to .the Planning Board. for
its official recommendation and. report,, and -
WHEREAS, the Town Board pursuant to due notice thereof held a hearing
on June 30, 1964, at which-time all .interested persons were given
an opportunity to be heard,:= :.. _
NOW, _THEREFORE, BE IT RESOLVED: That the Building Zone OrdinAhce'-of
the Town of Southold, Suffolk County, New. York,_, be amended 3,as follows:
to wit:
1. Bay amending Article III, Section .300, of said Ordinance by add-
ing -a new subdivision, to be subdivision 4A, to read as follows:
4A. Stables and riding .academie.s, when authorized as
a special exception by the Board of Appeals as
hereinafter provided.
II.- By amending Article III, Section .300, subdivision 5 of said
Ordinance to read as follows:
5. Clubs, fraternity houses and golf courses, when
authorized as a special :exception by the Board. of
Appeals as hereinafter provided.
III. By amending Article IV, Section 400, subdivision 5 of. said
Ordinance to read as follows:-
5. Offices, banks, and financial institutions.
IV. Bay amending' Article IV.,. Section 400, Subdivision 10, of said
Ordinance to read as follows:
10. Storage houses., express carting or hauling offices
or stations, ice manufacturing, yards for storage
and sale of coal and building materials.
V. By amending Article X, of said Ordinance by adding thereto a
new section to be Section 1000B, .to read as follows_:
Section 1000B -No dwelling. shall hereafter. be..erected
or altered in any district unless provisions shall
be made therein for not:'less than eight hundred
and fifty (850) square feet ofk-3space within the
exterior of the foundation walls at ground level
exclusive of a.'garage, carport, aarpark, open
porch, or terraces, or . other. extensions outside._
the body of the house. Provided, however, that
fifty (50%) percent of the habitable--area of the
second floor may be. .used .and applied to.-the. area
requirements of the first floor.
3.4 .
Notwithstanding anything hereinabove to the contrary the area
of the second floor shall be included in computing the area
of -the- total habitable -area when the finished floor of the
second story has a clear headroom of not less than seven and
one-half (7' ) feet with knee walls of not less than five (5)
feet and when the second floor is serviced by a permantly
placed stairway.
The provisions of this- section shall not apply to dwellings located
within a: tourist camp as defined in the Southold Town Ordinance pro-
viding for the regulation- of tourist camps, house trailer camps. house
trailers or similar establishments when a permit for• such tourist
camp has been issued by the -Town Board pursuant -to the provisions
of said Ordinance.

RESOLVED: -That General Bills in the amount of $8, 837.07; -Lighting Dist-
rict Bills in the amount of $3, 076.39; Fishers Island Ferry District
Bills in the amount of $14, 212.18 and Highway Bills in the amount of
$28, 171.78 be and the same &-re -hereby ordered paid.

.A delegation of people from Captain Kidd Estates appeared before the
Board pretesting a concrete slab which has been placed at the end of
the public highway, Mr. Price, Supt, of Highways, informed them that
the `61ab would -be ,taken away as he had already informed the owners
to remove.-it.
A delegation of people from Goose Bay Estates and residents of Goose
Bay Area appeared before the Board to request the County to raise the
bridge and dredge Goose Creek -as the creek channel is filling -in and
the bridge is too low to operate large boats under it. A petition of
170 `signatures was presented.
