MEETING OF FEBRUARY 18, 1964
The SouthOl;d:;Town Board met at the office of Supervisor Lester M.
Albertson at Greenport, N.Y. on Tuesday, February' 18, 1964. The meeting
was called to order at.. 3:00 P.M. with the following present: Supervisor
Albertson; Councilman' Demarest and Valentine; Justices Tuthill and
Clark; Town Attorney Tasker; Supt. of Highways Price and Town Clerk
Richmond.
Moved by Councilman Demarest; seconded by Justice Clark;
RESOLVED: That the minutes of February 4, 1964, be and they hereby- are
approved. Vote of Town Board: Ayes-Supervisor -Albertson; ouncilmen
Demarest and Valentine; Justices Tuthill and Clark. `
Moved by Councilman Valentine; seconded by Justice Tuthill:
RESOLVED: That the next monthly meeting of this Board will -be held 'at
the office of Supervisor Lester M. Albertson, 1,6 South Street, Green-
port, N.Y. on Tuesday, March 10, 1964 at 3:00 P.M.
Vote of Town Board: Ayes-Supervisor Albertson; ;Councilmen Demarest
and Valentine; Justices Tuthill and Clark.
At 3:00 P:M. . the Public Hearing was opened by the - Supervisor -on the
proposal Of, Local Law #1 of the Town of Southold. The minutes 'of this
hearing were recorded by Judith Boken.
Moved by Justice Clark; seconded by Councilman Demarest;
RESOLVED: That Supervisor Lester M. Albertson be- and he hereby -is auth-
orized to advertise the Supervisor's Report in the Suffolk -Times as well
as the Southold Traveler-Mattituck Watchman.
Vote of Town Board: Ayes-Supervisor Albertson; Councilmen Demarest and
Valentine; Justices Tuthill and Clark.
Moved by-Councilman Valentine; seconded by Justice Clark ;
RESOLVED: 'That the Southold Town Board agree4rapthat 'it is 1n the best
interest of the people of the Town' to participate in a "Section 701
Plan" jointly with the Village of Greenport and hereby expresses it's
policy and interest to join and cooperate in said venture and to raise
and appropriate the necessary funds therefor.
Vote of Town Board: Ayes-Supervisor Albertson; councilmen Demarest
and Valentine; Justices Tuthill and Clark.
Moved by Councilman Demarest; seconded by Justice Tuthill:
RESOLVED: That Supervisor Lester M. Albertson be and he hereby is auth-
orized to complete and sign the Civil Servicereferral slip relative
to the Building Inspector .of the Town of Southold.
Vote of Town. Board: Ayes-oupervisor Albertson; Councilmen Demarest and
Valentine; Justices Tuthill and Clark.
Moved by Councilman Demarest; seconded by Councilman Valentine;
WHEREAS, THE Town Board did on the 28th day of January, 1964 authorize
the Supt. of Highways to advertise for bids and to purchase from the
lowest responsible bidder one 1963 Chevrolet Carry-All or equal, and
WHEREAS, at the time the bids were opened there were no bids for the
purchase of a 1963 Carry-All,
NOW, THEREFORE, BE IT RESOLVED: That the Supt, of Highways of the .
Town of Southold be authorized to advertise for bids and to purchase
from the lowest responsible bidderaa 1962 Chevrolet Carry-All or equal
Carry-All must have twelve volt system and not have been driven more
than twenty-five thousand miles.
Vote of Town Board: Ayes-Supervisor Albertson; Councilmen Demarest
and Valentine; Justices Tuthill and Clark.
Moved by Justice' Clark; seconded by Councilman Valentine;
WHEREAS, the contingent Fund in the Annual Budget for the current year
is $10, 000, and
WHEREAS, of such sum Appropriated, $10,000 remains unexpended to date,
NOW, THEREFORE, BE IT RESOLVED: That $7978.34 of said unexpended balance
be and the same is transferred to Parks and Beaches and that the amount
heretofore appropriated for said purpose be and the same hereby is
increased in the amount mentioned. Vote of Town Board: Ayes-Supervisor
Albertson; Councilmen Demarest and Valentine; Justice Tuthill and Clark.

RESOLVED: That the Supervisor.; .Lester:: M. Albertson, be and he hereby
Is authorized to enter into a contract and purchase all that tract or
parcel- of - land, situate, lying and being at Peconic, in the Town- of
Southold,. County of. Suffolk, and State of New York, known and desig-
nated as Lots numbered One (1) and Two (2) on a certain map entitled
"Map of Peconic Shores" located at Peconic, Long Island, Prpperty
of William B.. Codling, - surveyed September 1922 by-J. W. Wells C. E.
and filed in the Suffolk County Clerk's Office on August 5, 1924 .
under File No. 117, together with the beach, waters and lands under
water. in front of and abutting s&`id premises, owned presently by ..
Jalal_ Elaki, for a sum of $7, 978.34.

RESOLVED: That the Town Clerk be and he hereby is directed to request
the Long , Island Lighting Company to install bne (1) 400 MV light on
Pole #9111 (N.Y.T.CO.) in the Greenport Light District, near the new
Lutheran Church, Main Road, Greenport, N.Y. 4

RESOLVED: That Supervisor 'Lester M. Albertson be and he hereby is
authorized to advertise for proposals to purchase a. new Graphotype
(or equal) machine for the Torten of Southold.

and Valentine; Justices Tuthilland Clark.

RESOLVED: That the report of the Southold Town. .Police for the month.
of January 1964 be accepted by:.the Town Board .and placed on. file..

WHEREAS, the .proposed Local Law .No. l - Year 1964 was heretofore
introduced by Councilman .Demarest and pursuant to a resolution,
public hearing was held on the matter of the adoption of the
following local law on February 18, 1964, at 3:00 P.M. in the
Supervisor' s Office, 16 outh. Street, Greenport, New York, at which
time all interested persons wore given an opportunity to be heard, .and
WHEREAS, this Board deems it in the best interest that the .following
local law be enacted: NOW, THEREFORE, BE IT ENACTED that the following
local law be enacted iroWN OF SOUTHOLD
LOCAL LAW NO. 1 - YEAR 1964
A local law providing for public notices relating .to. adoption of local
laws.
Be it enacted by the Town Board of the Town of Southold as follows:
SECTION 1. No local law . shall .be adopted by the Town Board of the Town
of Southold until a public hearing has been held. thereon in its final
form before such Town Board not less .than. three nor more than thirty .
days after public notice has been given .of the time and place of the
holding of such public hearing, Such notice shall be given.by the
Town Clerk by causing the . same to be published once in the official
newspaper of the town
-Such notice shall contain the title of the proposed local law and a
brief explanatory statement thereof. '
2. The Town Clerk shall cause to be printed or otherwise reproduced
copies of such proposed local law and shall, not later than the day
such notice is published, post one such copy together with the notice
of hearing on the sign-board at his office and shall also make copies
of such proposed local law available at his office for inspection by
and distribution to any interested person during business hours.

4. Proof.:of publication:of the notice of public hearing required- by -.
section one hereof, and proof of .the posting'.required by-,,section three
hereof ,shall be . filed in the office of the town clerk. =
S . Each local, law.. shall be.. numbered consecutively.beginning=with
number one for. each calendar..year..,. When a local, law is finally' adopt-
ed, and certified copies .thereof are required by.section twenty-seven
of.::the, municipal home rule to be filed in -the offices of. the" Town
Clerk,, the: State Comptroller and the = Secretary of States. the .Town-
Clerk shall accordingly assign to.. such. localilaw its appropriate .
number.
6. This local law shall take effect immediately.

A number of people ,in the vicinity- of Broadwaters, . Eugene-`;Creek
and. Mudd.-Creek appeared before the .Town Bard requesting information
on the dredging of this area. They were'_.interested in,knowing-,when-
it could be done.

of the time, place and purpose- of the meeting! of the Town Board to
be held at Greenport, in .the Town . of Southold,. New. York, on Tuesday 4-
March 3 1964 and do hereby corant that..the same be held- on :said_;

A 'special meeting- of- the Southold Town Board was .held at the Super -
visor's Office, - 16 'South Street, Greenport,- N.Y. the members of the
Board having waived notice of the time, place and purpose of the:,meet-
ing, The meeting was called to order'-by the Supervisor- at 3:00 P.M.
with the following present: Supervisor Albertson; Councilmen Demarest
and Valentine; Justices Tuthill and Clark.
Moved by Councilman Demarest; '-seconded by Councilman Valentine; ;
- RESOLVED: - That the Supervisor, Lester M. Albertson, be and he hereby
is author-ized- to' sign the necessary .papers requesting-the passage of
an.'act.:establishing four year terms of- office for elective Town Officers.
