Albertson at Greenport, N.Y. on Thursday, January 2, 1964. The meeting was called to order at 3: 00 P.M. with the following present: Supervisor Albertson; Councilmen Demarest and Valentine; Justices Tuthill and Clark; Supt. of Highways Price; Town Attorney Tasker and Town Clerk Richmond. Moved- by Councilman Demarest; seconded by Justice Clark; RESOLVED: That the minutes of the meeting of December 24, 1963 be and -they hereby are duly approved. Vote . of Town Board: Ayes-Supervisor Albertson; councilmen Demarest and Valentine; Justices Tuthill and Clark. Moved by Justice Clark; seconded by Justice Tuthill: RESOLVED:o:, That the regular monthly meeting of the Town Board will be held at the Supervisor ' s Office, 16 South Street, Greenport, N.Y. on January/4, 1964 at 3: 00 P.M. Social Wel- fare Law that the Town Board shall appoint a Public Officer or author- ize the Supervisor od the Town to act as such official, now therefore, be it 273 RESOLVED: That Lester M. Albertson, Supervisor, be and he hereby is authorized to act as Public Welfare Officer at the pleasure of the Town Board, and be it further RESOLVED: That Lester M. Albertson serve in such ,capacity without compensation, and be it further i RESOLVED: That the Town Clerk be instructed •to file such certificate with the proper parties as is required by Section 30, Subdivison 3 of the Town Law. Moved by Justice Clark; seconded by Justice Tuthill: WHEREAS, it is required by Section 27, Subdivision 1 of the Town Law 14 that the Town Board fix the- salaries of all Town appointed officers or employees, now, therefore, be it RESOLVED: That the salaries of the members of the Board of Appeals, Town of Southold, be and they hereby are fixed at $950.00 per year, with the exception of the Chairman of the Board of Appeals, whose salary shall be and hereby is fixed at $1050.00 per year, and be it further RESOLVED: That the members of the Board of Appeals and the Chairman of the Board of Appeals be pAid these salaries for their respective. offices and that these salaries be paid in regular monthly payments, and be it further RESOLVED: That the Town Clerk be instructed to file such certificates with the proper parties as is required by Section 30, Subdivision 3 of the Town Law. Moved by Councilman Valentine; seconded by Justice Tuthill: WHEREAS, Section 22B . of the Town Law allows the Town Board of any Town having more than one assessor to establish the office of Chairman of Town 'Assessors, who in addition to his regular duties shall perform such services in connection with assessment and taxation of property for state, county and Town purposes as the Town Board shall direct, now, therefore, be it RESOLVED: That Albert Ma.rtocchia be and hereby is designated to hold the office of Chairman of the Town Board of Assessors until the first day of January next succeeding such .designation, all in accordance with Section 22B of the Town Law, and be it further RESOLVED: That compensation for such appointment be fixed at$2600.00 PER YEAR, PAYABLE IN. Noes-Councilman Demarest. moved.by Justice Clark; seconded by Justice Tuthill: WHEREAS, it is required by Section 27, Subdivision 1, of the Town Law that the Town Board fix salaries of all .town appointed officers or employees, now, therefore, be it RESOLVED: That the salaries of the members of the Planning Board, Town of Southold, be and they hereby are fixed at . $800.00 per year, with the exception of the Chairman of. the Planning Board, whose salary shall be and hereby is fixed at $900.00 per year, and be it further RESOLVED: That the members of the Planning Board and the Chairman of the Planning Board be paid these salaries for their respective offices and that these salaries be paid in regular monthly payments,. and be it further RESOLVED: That the Town Clerk be instructed to file such certificates with the properL':;parties as is required by Section 30, Subdivision 3 of the Town Law. Terry be and he hereby is appointed enforce- ment officer for both Multiple Residence and the said Building Zone Ordinance for a term of one year, commencing January 1, 1964 and expiring December 31, 1964, and be it further . Moved by Justice Clark; seconded by Councilman Valentine: WHEREAS, Section 64 of the Town Law requires the Town Board to desig- nate by resolution banks in this State in which the Supervisor or any other officer of the Town shall deposit all monies coming into their hands by virtue of their offices and WHEREAS, the Town Board may require any Bank so designated to deposit with such Board the Bonds or certificates of the United States, of the State of New York, or any County, Town, City, Village or School District of the State of New York as security for such funds so deposited but such bonds or certificates shall be subject to the approval of the Town Board and shall be deposited in such place and held under such condition as the .Town Board may determine, now, therefore, be it RESOLVED: That the following banks of the Town be and hereby are des- ignated as depositories for all monies of the Town, and be it further RESOLVED: That the amount of security herein set forth for each rew- pectivebank be and hereby is approved. A Moved by Justice Tuthill; seconded by Councilman Valentine: RESOLVED: That the L.I.Traveler-Matti.tuck Watchman, Southold, N.Y. be and hereby is designated as. the official newspaper of the Town of- Southold, effectibe as of February 1, 1964, to publish the notices . of the Receiver of Taxes that he is in receipt of such tax and as-sess- ment roll and warrants, and that the taxes and assessments therein may be paid to the Receiver of Taxes at the times and with penalty other than his principal office when and where he will attend for. thereceipt of taxes and assessments in accordance with Section -2:2 of the Suffolk County Tax Act and all other legal notices as may be necessary and required in :accordance with Section 64, Subdivision 11 of the Town Law. Justice Clark; WHEREAS, Section 62 of the Town Law requires that every .Town\Board shall meet on or before the 28th day of December, but..not later than the 31st day of December in each year, and WHEREAS, there is no other time specified by law when meeting of the Town Board of a Second Class Town shall be held, now, therefore, be it RESOLVED: That the Supervisor be and he hereby is empowered. to call all meetings Of the Town Board as may be required for the best inter- est of the Town, . and be it further RESOLVED: That the Supervisor designates Tuesday, as .the day. of the , week for calling such meetings, and be it further RESOLVED: That each member of. the Town Board be given at least two days notice in advance of such meeting, such notice to contain the time when and the place where such meeting .is to be held. Albertson be designated to represent the Town of Southold at the Annual meeting of the Association of Towns of the State cE New York to be held in New York City, N.Y. . on Feb. 10, 11 and 12., 1964 and to cast the vote of the aforesaid Town pursuant to Section 6 of Article III of the Constitution and by laws of said Assoc- iation, and be it further RESOLVED: That Ralph W. Tuthill be designated as Alternate to cast the vote of said Town at .the Annual meeting of the Association of Towns of the State of. New York in the absence of Supervisor Lester M. Albertson. RESOLVED: That any Town Officials elected or appointed, who is required to use his own automobile in the performance of his duties be compen- sated fr)r travel expense necessarily and actually incurred in carrying out the duties of his office at a rate not to exceed ten cents (100 per mile. Moved by Councilman Valentine; seconded by Justice Clark; RESOLVED: That Southold Town Officials who desire to attend the Annual meeting of the Association of Towns of the State of New York to be held in New York City, N:Y. on Feb. 10, 11, 12, 1964 be and they hereby are authorized to attend and be it further RESOLVED: That .the necessary registration fees not in excess of $10.00 and all actual and necessary expenses of travel, meals and lodging in- curred in connection with attendance of such meeting, shall be a legal charge against the Town. Moved by Justice Clark; seconded by Justice Tuthill: RESOLVED: That the Southold Town Superintendent of Highways be and he hereby is authorized to purchase for the use of the Town equipment, tools, snowplows and other. implements_ and devises without prior appro- val of the Town Board of the Town of '�outhold in the amount not to exceed Five Hundred Dollars ($500.00) "during .the period January 1, 1964 to December 31, 1964. Town, and WHEREAS, the Supervisor has appointed Florence Kramer to act.. as Town Historian, now, therefore, be it RESOLVED: That -Florence Kramer be compensated while acting in such capacity in the amount of $600.00 per year,payable. in regular monthly payments, and be it further RESOLVED: That the expenses incurred per year by the Town Historian in the performance of her duties be paid by the Town in an amount not'..ot .exceed $300.00 per year, and be it further RESOLVED: That the Town Clerk be instructed to file such., certificate with the proper parties as is required by Section 30, Subdivision 3 of the Town Law. Moved by Justice Tuthill; seconded by Justice Clark; RESOLVED: That the Town Board approves the action of the Supt. of Highways in increasing the pay of the employees of the Highway De- partment according to the schedule presented, 104',' per hour for each one except K. 0. Dickerson, K. Lee Dickerson and Russell Goodwin who shall receive 15� per hour and Victor Przepeora who shall receive 20�. per 1.1our, all asL_,of January 1, 1964. Horton, and WHEREAS, the Town Board desires to appoint a qualified person to fill such vacancy 'pursuant to the provisions of Section. 215 of .the.. Town Law, NOW, THEREFORE, BE IT RESOLVED: That Corwin C.
