The Southold Town Board met at the office of the Supervisor, Lester M.
Albertson, at Greenport, New York on Tuesday, October 22, 1963, at 3: 30
P.M. with the following present: Supervisor Albertson; Councilmen Demar-
est and Grathwohl; Justices Tuthill and Clark; Supt. of Highways Price;
Town Attorney Tasker and Town Clerk Richmond.
Moved by Justice Clark; seconded by Councilman Demarest;
RESOLVED: That the minutes of October 8, 1963 be and they hereby are duly
approved.
Vote of Town Board: yes-supervisor Albertson; Councilmen Demarest and
Grathwohl; Justices Tuthill and Clark.
Moved by Councilman Demarest; seconded by Councilman Grathwohl;
RESOLVED: That the next regular monthly meeting of this Town Board will
be held at the office of the Supervisor, Lester M. Albertson, 16 South
Street, Greenport, N.Y. on.Tuesday, Nov. 12, 1963, at 3: 00 P.M.

Grathwohl; Justices Tdthbll and Clark.

WHEREAS, Southold Town Planning Board has prepared an official report and
recommendation upon the petition of Race Point Corporation for a change
of zone from "A" Residential and Agricultural District to "B" Business
District, on certain property on Fishers Island, N.Y. ,
NOW; THEREFORE, BE IT RESOLVED: That a public hearing will be held by
the Southold Town Board at American Legion Hall, Fishers Islannd, New York,
at 2: 30 P.M. on November 14, 1963, on the above mentioned petition and
that the Town Clerk be and he hereby is authorized and directed to cause
a notice of said hearing to be published in the Suffolk Times, pursuant
to the requirements of law.

Grathwohl; Justices Tuthill and Clark.

WHEREAS, Southold Town Planning Board has prepared an official report and
recommendation• upon the petition of Russell, Irving and Ellis Billard. for
a change of zone from "A" Residential and Agricultural District to "B"
Business District .on certain property in Cutchogue, N.Y. ,
NOW, THEREFORE, BE IT RESOLVED ] That a public hearing willbe held by the
Southold Town Board at the Supervisor' s Office, 16 South Street, Greenport,
N.Y. on November 12, 1963, at 7: 30 P.M. on the above mentioned petition
and that the Town Clerk be and he hereby is authorized. and directed to
cause a notice of said hearing to be published in the Suffolk Times,
pursuant to the requirements of law.

Grathwohl; Justices Tuthill and Clark.
Moved by Councilman Demarest; seconded by Justice Clark;
WHEREAS, this Board has been advised that the ferry= service between
Orient Point and New London, Connecticut, is to be discontinued on October
29, 1963, and
WHEREAS, such ferry service is considered to be important to the agricul-
ture, fishing and general business economy of this area, as well as per-
forming public service in transporting passengers and vehicles to and
from Connecticut, and
WHEREASy THIS Board deems it in the public interest that such ferry service
be continued,
NOW, THEREFORE, BE IT RESOLVED: That the Supervisor be and he hereby is
authorized to communicate with the New London Freight Lines, Inc. and
urge them to reconsider their action in discontinuing such ferry service.
Vote of Town Board: Ayes-supervisor Albertson; Councilmen Demarest and
Grathwohl; Justices Tuthill and Clark.
Moved. by Councilman Demarest; seconded by Justice Clakk;
WHEREAS', Carl Henry Besch and Ethel R. Besch heretofore and on or about
July 9, 1963, filed a petition with this Board requesting the change of
zone from "A"-Residential and 2%ricultural District to "B" Business.
District -onc�ertaim property at Mattituck, New. York, said property being
more fully described in said petition, and

WHEREAS, the said petition was referred,-,to the Planning Board df .the Town
of Southold for its recommendation and report, and
WHEREAS, said .Planning Board by.,its report dated August 21, .1963, .. recom-
mendedthat- said premises be changed from "A" Residential and ,Agricultural
District to "B" Business District and further recommended that all of .the
premises surrounding the land of Besch between the Main Road on the South
and the Long Island Railroad right-of-way on the North from ;the westerly
line, of land of Matson easterly to land of Bloom also be rezoned to "B"
Business District, and
WIE,REAS,. THIS Boand .has carefully considered the aforesaid petition and.,
the report of the Planning Board and believes that it would be in the .
public interest that all of the land hereinafter described be changed
from "A" Residential and. Agricultural District to "B",_,Business District,

change from., "A". Residential and Agricultural District to "B" ;Business

Town Planning Board and that said Town Clerk request in writing that
said- Planning Board prepare an_ official, report together with 'its recomm-
endations on, said proposed change of zone pursuant to,Article IX of
the Southold Town Building Zonel,Ordinance. L

WHEREAS-, Edith M, Ellis M., Raymond W. Jr. and Susan Terry made applic-
ation dated March 8, 1963 to the Town Board to dedicate certain, highways
at Southold, N.Y, to be known ,as JOCKEY..CREEK DRIVE and GILBERT..STREET
being more fully described in said ..petition, together with releases
executed by the owners thereof, and
WHEREAS, the Highway Superintendent„has, ,inspected said highways and .has
advised the Town Board that said proposed highways comply in all respects
to the specifications for the dedication of highways in the Town of
Southold.
NOW, THEREFORE, BE. IT RESOLVED: , That in ,accordance.with Section 171 of
the .Highway Law .of .the . State .of New York, consent be and the same .is
hereby given to the. Supt.: of Highways to make ,an order laying out ,the
aforesaid Highways to. consist of land described in said application,-,ard,.
BE IT FURTHER RESOLVED: That the Town Clerk be .and he hereby is author-
ized and directed to forthwith cause the' dedication and release -and deeds

to be recorded in the office. of the Clerk of the
County of Suffolk, New York.

An-.'agreement has been made between the -Southold Methodist Church and
the -Town of Southold for the use of the church's parking lot by the
general 1puhlic.
Consideration is' being given to the possibility of locating a Marine
Research Laboratory on Fishers Island,' and a communication was read
from the Fishers Island Civic Association expressing their support
for such a. project.
Supervisor Albertson noted that he has been advised that the contract
has been awarded for the three hundred foot erosion control jetty to
be constructed at Goldsmith' s Inlet, . in Peconic, New York.
A petition with approzimately sixty signatures was received from the
Marratooka Park District opposing the placement of trailers in that
area.- A similar letter was received from the Deep Hole -property. ownere,
Association. State Legislat°ion necessary to make this possible was
requested at the last session, and will again be requested at the
next session of the legislation.
