MEETING OF JULY 23, 1963.
The Southold Town Board %rmet at the office of the Supervisor, Lester M.
Albertson "on- Tuesday, July 23, 1963.. The meeting was called to.. order at
3:00 P -M. with the folldWwiiig present: Supervisor 'Albertson; Councilmen
Demarest and Grathwohl; Justices -Tuthill and Clark; Supt. of Highways
Price and Town Clerk Richmond.
Moved by Councilman Demarest; seconded by Justice Clark;
RESOLVED: That the minutes of the meeting of July 9, 1963, be and they
hereby are duly approved.. '
Vote of Town Board: -Ayes-Supervisor Albertson; Councilmen Demarest and
Grathwohl;' Justices Tuthill and Clark.
Moved by Justice Clark; seconded by Councilman Demarest;
RESOLVED: That the regular meeting of the Town Board will be held at
the"office' of the Supervisor, Lester -M. Albertson, 16 South .Street,
Greenport, New York, on Tuesday, August 6, 1963 .

RESOLVED: That the Superintendent of Highways, Harold .D. Price, of
t'4e Town of Southold., be authorized to advertise for bids and to
purchase from the lowest responsible bidder, the .following items:

WHEREAS, the Town Board has heretofore designated the North Fork Bank
and TrusteCompany as a depository for funds of the Town of Southold
and as -a condition thereto requires said banknto deposit securities in
escrow with the Manufacturer' s- Hanover Trust Company, and
WHEREAS; the North Fork Bank and Trust Company has presently on deposit
With the -Manufacturer ' s Hanover- Trust Company $50,000.00. of United
States Treasury 2-h-/ bonds to September 15, 1967-72, _and
WHEREAS, the North Fork Bank and Trust Company desires to substitute
$50, 000.00 at 4/ United States Treasury Bonds due August 15, 1971
in place of the aforesaid bonds,
-VOW, THEREFORE, BE IT RESOLVED, that the..North Fork. Bank and Trust
'-`company is hereby authorized to deposit with the Manufacturer' s
'Hanover Trust Company as escrow agent .$50., 000.00 of United States
Treasury- % bonds due August 15, 1991 in lieu of $50,000.00-'.of ..

RESOLVED: That James A. Small, 'Otis .T. .Horn and Harlan J. Johns, , Fishers
Island, N.Y. be appointed Special Constables to p1lice Town Waterways
at Fishers Island, with no compensation from the Town.

WHEREAS, Dahl Oil Co., was the lowest bidder for fuel diesel oil for the
Fishers Island Ferry District, and
WHEREAS, the Southold Town Board approved the action of, the.. Fishers
Island Ferry District' in accepting the lowest bidder, Dahl Oil Co. to
furnish diesel oil to the Fishers Island Ferry .District,
NOW, THEREFORE, BE IT RESOLVED: That Supervisor Lester M. Albertson be
and. he hereby is authorized and directed .to execute said contract on
behalf of the Town Board.

WBEREAS,a. petition was received from Carl and Ethel Besch, Mattituck
N.Y...resuesting. a change of -zone of certain property described in said
petition from "A" Residential and Agricultural District to "B" Business
District,
NOW, THEREFORE, BE IT RESOLVED: That the Town Clerk of the Town of South-
old be and he hereby is directed to transmit this application to the
Planning Board in accordance with Section 901, Subdivision C of Article
IX of the Building Zone Ordinance of the Town of Southold, if and when,
first approved by the Town Attorney , Robert Tasker.

WHEREAS,- the Thomas River Dock and Dredge Company of Colchester, Conn.
are under contract to .the .Fishers Island Ferry District to make .certain :
dock repairs and. to relocate ,a ramp structure of the Fishers Island. _
Ferry District, and
WHEREAS, the Thomas River Dock and Dredge Company wish to assign the
payments due under this contract .to the Hartford National Bank and
Trust Company -of New. London, Conn. , to the._extent ot. the sum of $,13, 580
and
WHEREAS, the Board of -commissioners of. the .Fishers Island Ferry;Dis trict
has authorized such assignment subject. to_ the approval of the ,Town .... .
Board of the Town of Southold this contract to the Hartford National: ,
Bank and Trust Company in the amount of $13, 580,
NOW, -THEREFORE, BE IT RESOLVED-.,.That the: Southold Town Board approves,.
such assignment.

RESOLVED: That .the Town Board make its official visit to Fishers Island
on Tuesday, August 20, 1963, The meeting will be. called to order-at
1:30 P.M. The Supervisor is. hereby authorized to provide transportation.
The boat will leave .Sterling Harbor Marina in Greenport, N.Y. ,�at. 9: 00 AM.

WHEREAS, the County of Suffolk proposes to dredge certainareas. of Corey
Creek in the Town of Southold which dredging will be performed ,by County
owned dredcy.ing esuipment .at a nominal cost to the Town of Southold,. and
WHEREAS, in order to accomplish said dredging, plans, specifications,
agreements and other. documents must be executed on behalf of .the Town
of Southold,
NOW, THEREFORE, BE IT RESOLVED; -.that the Supervisor be and he-;hereby .
is authorized to execute, on behalf of the Town of Southold, all necess-
ary plans and specifications, spoil area agreements, assurances to the
County of Suffolk, license/and/or dredging permit applications to Fed-
eral and State Agencies and -all other documents that may be required
to accomplish said dredging work.:

Moved by Councilman Demarest; seconded by Councilman Grathwohl;
WHEREAS, the County of.. Suffolk. owns and operates a dredge and. other .
equipment suitable for dredging channels and depositing ,fill on des-
ignated areas, and
WHEREAS, the Town of Southold. has requested that the said dredge be
used in connection with the dredging .of Corey Creek, Town of Southold,
as shown on the accompanying maps' and specifications_, and
WHEREAS, THE Supervisor of :the :Town. of Southold by resolution duly
adopted by the Town Board of the said Town of Southold has been author-
ized and directed to sign for .and on behalf of the Town of Southold
assurances to the County of Suffolk that the said Town of Southold
will perform all acts required to be performed by said Town in

connection with the preparation for the dredging operation as aforesaid
and obtaining of all necessary easements and rights of way for said
dredging operation and use of areas indicated, on the attached map -or
spoil areas together with all necessary rights incidental to said dredg-
ing operation,
NOW; THEREFORE, in consideration of the benefits to the Town of Southold,
as aforesaid, the Town of Southold hereby assures the County of Suffolk
that it will
(a) Furnish, free of cost to' the County of Suffolk, all lands, easements,
rights of' way and- spoil disposal areas necessary for the new work and
subsequent maintenance when and if required for the dredging operation
at Corey Creek all as shown on the attached map, and
(b) Hold and save the Count-/of .Suffolk free from any claims or damages
resulting from said .improdement or -resulting in any way from the said
dredging. operation or the use of equipment at the said Corey Creek,
or use of any spoil area or any other affected by said dredging oper-
ation.

Letters were received by the Town Board as follows:
1. From State Traffic Commission granting the request for a 40 MPH
speed limit on Peconic Bay Blvd. ,from Southold Town Line to Bay Ave.
Mattituck,' N.Y. from June 15 to Sept. 15 each year, the Town- maintain-
ing all signs pertaining to speed on said highway.
2. From Mattituck Fire Department requesting the numbering of houses
in the Town- of Southold for more accurate identification in case of
emergency.
3. 'From Ebasco Services relative to a master plan for the Town of
Southold
4. FrbiwStanley Sledjeski commending the Police for their efficiency..
Robert Seh appeardd before the Town Board and expressed his views
in regard to the Board of Assessors and the assessments in the
Town of Southold.
