RESOLVED: That the minutes of .the meeting of January 8, . 1:963 be and .

RESOLVED: That the regular monthly meeting .of the Town Board will be
held at the office of the Supervisor, Lester M. Albertson, 16 South
Street, Greenport, N.Y. on .Wednesday, February 13, 1963 -at :3:00, P.M.', _

WHEREAS, Southold Town Planning Board has prepared an. official report
and recommendation upon the petition of Martin Charles Rfeffer- for a
change of zone from "A" Residential and AGriculural District to "M"
Multiple Residence District on, certain property in Greenport, -"N.Y.
NOW, THEREFORE, .'BE IT .RESOLVED: That a public hearing will ,be held.
by .the " Southold. Town, Board at .the Supervisor 's Office, 16 ;South St.
Greenport, N.Y. on Thursday,' Feb. 21, 1963 at 7:30 P.M., on the
above mentioned petition and that .the Town Clerk be and he hereby.. is-
authorized and directed to cause a notice .of' said hearing :to be .pub

N.Y. -is hereby granted for a one year period.

WHEREAS, the Town Board. of .the Town of Southold has heretofore referred
to the Southold Planning Board for its recommendation and report, pro-
posals to amend the Southold Town Building Zone ordinance by amending
Article V, as follows:
1. That Section 500 of Article V of the Building Zone Ordinance of the
Town of Southold be amended to read as follows;
SECTION 500 - In the "C" Industrial District, all buildings and premises
may be used for any use except that the following uses' may be permitted
only as a Special exception by the Board of. Appeals, as hereinafter set
forth:
II. 'By amending Article V Section 500, Subdivision I of the Building
Zone Ordinance to read as follows:
1 - Abbatoirs
III. By amending Article V Section 500 Subdivision .17 of said ordinance
to read as follows:
17. Garbage, offal or dead animals reduction or dumping.
IV. By. amending Article V Section 500 Subdivision 34 of said Ordinance
to read as follows:
34. Stockyards or slaughter houses
NOW, THEREFORE, BE IT RESOLVED: That a public hearing will be held by
the Southold Town Board at the Supervisor' s Office, 16 South Street,
Greenport, N.Y. on Thursday, Feb. 21 S 1963 at 7: 30 P.M. on the, above
mentioned 'proposed amendment- to the outhold Town Building Zone Ordinance.
Vote of Town Board: Ayes-Supervisor Albertson; Councilmen Demarest
and Grathwohl; Justices Tuthill and Clark.

- WHEREAS, Herbert Rosenberg has, for the past six years, served the
Town of Southold as a member of the Southold Town Board of Appeals, and
WHREAS, the said Herbert Rosenberg has tendered his resignation as .such
member of the Board of Appeals,
RESOLVED: That the Town Board "does hereby recognize the excellent,.
energetic and nintelligent service that Herbert Rosenberg has rendered
the Town of Southold during his years - as a member of the Board of
Appeals. We feet that the efficiency and prestige which the Board of
Appeals has attained has been in large measure due to his earnest efforts
and untiring devotion.
.RESOLVED FURTHER; That in recognition of his services to the Town of
Southold as a member of the Board of Appeals, .the Town Board present
Herbert Rosenberg with a copy of this resolution as an .expression of
its sincere appreciation of his service to the community.

the Long Island Lighting Company to install lights in the Greenport
Light District as follows and according to map # 1-419-1 dated .7/31/62:
4-600 Mercury vapor lights in Webbville on poles # 2,4,6,81-2 on Main St.
14-100 c.p. lights in Greenport- on poles # 1, 3,5 on Knapp Place
# 2 on Sterling Place
# 2,4,6 on Champlin Place
# 1, 3, 5, 7, 9 on Bailey Ave.
# 2,4 on Madison St.

Light District as follows and according to map 419-5, dated 7/31/62:

RESOLVED: That the Town Clerk be and he hereby is- directed to request
the Long Island Lighting Company to install three (3) 100 c.p. aerial
lights on Pat Lane and Cindy Lane in the Mattituck #1 Lighting District
and two (2) 100 c.p. aerial lights on pole#3 Deer. Drive and pole #27
Westphalia Avenue as indicated on map survey dated 12-19-62.

Moved by Councilman Demarest';- seconded by Justice Tuthill:
WHEREAS, by resolution duly adopted by this Board on the 7th- day of
November, 1962, a public hearing was authorized to be held in the- matter
of the amendment of the Southold Town Ordinance regulating the burning
of rubbish; and
WHEREAS, said hearing was held by the Town Board on the 27th_ day of
November,. 1962 at. which time all interested persons were given an
opportunity to be heard, and
WHEREAS, this Board deems it. in the best interest bf the Town of South.
old that Section 5 of. said ordinance .be amended to. provide that a vio-
lation of said ordinance be deemed an offense :-rather than a ,misdemeanor,
NOW, THEREFORE, BE IT RESOLVED that the Southold Town ordinance entit-
led "Southold Town' Ordinance, regulating Burning of Rubbish,:"
adopted
on May 21, 1957 be., and the same .hereby is amended to read as follows:
1. Section 5 of the Southold Town ordinance entitled "Southold Town .
Ordinance regulating the Burning of Rubbish" is hereby amended .to read
as follows:
Section 5. Penalties.
Any violation of `--ihis ordinace shall be deemed an offense and shall be
punishable by a fine of not more than $50.00.
BE IT FURTHER RESOLVED: That the Town Clerk be and he hereby i;s author-
ized and directed to enter the aforesaid amendment in the Town Board
minutes .and to post and publish notice of the adoption of said, amend-
ment as required by the Town Law.

RESOLVED: That the Building Inspector,. Howard.M. Terry, of the Town of
Southold be and he hereby is authorized to attend. Eastern State- School
for .Building Officials at Hotel New Yorker, New York, N.Y, on February
21 k 22, 1963, and be .it further
RESOLVED: That registration fees not exceeding $10.00 and all actual
and necessary .expenses of travel, meals and lodging incurred wh .le . . .
attending said school be a legal charge against the Town. ;

Mr.. Conklin and Mr. Pushee. of the Long Island Lighting Company appeared
before the Town Board in. regard to the light failure during the recent
storm. They explained that salt spray and high winds had caused many
shorts on the Cuaseway between East Marion and Orient. They reported
that equipment had been ordered by ,the Company to wash salt from, the,
wires and that heavy insulators would be installed to try to overcome
this trouble.
Mr. Clement Booth spoke to the Board about trying to keep the Orient
Feryy in operation, Mr. Albertson said that he had already introduced
a resolution to the County Board to do..just that.
Moved by Justice Clark; seconded by Councilman Demarest;
WHEREAS, the .Town, Board of. the Town of Southold . is advised that,. ,:pursuant
to-contract, the New London Freight Lines, Inc. ,_ which operates..the,..;
ferry from Orient Point . in the Town of Southold across Long .Island Sound
to New London, in the. .State of Connecticut, has been transporting. em-
ployees of the Federal Government to and from Plum, Island.- for- some .
period of time, .and
WHEREAS, the Town Board of the Town of Southold is also ,advised that
the United States., Government proposes to discontinue engaging this
transportation ,service and. proposes..to. provide governmental transpor-
tation for the aforesaid employees to .and ,from Plum Island, . and ,
WHEREAS, the Town Board of the Town of Southold is advised that the loss
of revenue' following such a discontinuance will necessitate a discon-
tinuahce .=of- tYie ferry service between`Long Island and, New England except
during the three summer months period, and
WHEREAS, this Town Board. considers that such a curtailment of ferry service
would serioully and adversely affect the economy of Suffolk County, the
Town of Southold, and the traveling convenience of the public generally,
now, therefore, be it
RESOLVED: That this Board most earnestly requests that the appropriate
authority of the United States Government reconsider this matter and
endeavor to negotiate a contract for the transportation of its employees
to and from Plum Island which will be agreeable both to the Department
of Agriculture and to the New London Freight Lines, Inc.

MEETING OF FEBRUARY 13, 1963 .
The week of February 11, 1963 being Boy Scout Week, five Boy Scouts
of the Town of Southold acted as officers in the various departments
of the Town. Their purpose was to acquire some knowledge of how the
Town Government is conducted. The Boys spent the morning in the various
offices and at noon they were taken out to lunch after which they
attended the Town Board meeting. Supervisor Albertson had them conduct
part of the meeting, each one representing a member of the Town Board.
The .bogs thanked the Town Board for their day of experience in office
and said they had learned a great deal about the government of the
Town. The. Boy Scouts included Thomas Dixon of Cutchogue, David Corwin
. of Greenport, Daniel Thompson of Southold, Dennis Haeg of Mattituck
and Fernando Jiminez of Orient.
The Southold Town Board met at the office of Supervisor Lester M.
Albertson at Greenport, on Wednesday, Feb. 13, 1963 . The meeting was
called to order at 3:00 P.M. with the following present: Supervisor
Albertson; Councilmen Demarest and Grathwohl; Juatides Tuthill and
Clark; Town Attorney Tasker and Town Clerk Richmond.

RESOLVED: That the minutes of January 29, 1963 be and tl-ey hereby
are duly approved.

RESOLVED: That the next. meeting of the Town Board will be held at
the office of the Supervisor, Lester M. Albertson, at 16 South Street,
Greenport, N.Y. on Tuesday, February 26, 1963, at 3 ,00 P.M.
Vote of Town Board: Ayes-Supervisor Albertson; Councilmen Demarest
.and 'Grathwohl; Justices Tuthill and Clark.
Miss Zina Chugin appeared before- the Board to complain about then} road
being raised by the. Highway Department causing the water to run on
her property. Supervisor Albertson said that he and the Highway
Superintendent would investigate the situation.

RESOLVED: That Supervisor Lester M. Albertson be and he hereby is
authorized to transfer $2, 652.29 from Item 2 Bridge Fund to Item 3
Highway.
