The Southold Town Board met at the office of Supervisor Lester M. Albert-
son, Greenport, New York, on Tuesday; September 18, " 1962. ,The meeting
was called to order at 3: 00 P.M. with the 'fol'lowing present: Supervisor
Albertson; Councilmen Demarest and Grathwch'l; Justices Tuthill and Clark;
Supt. of Highways Price; Town Attorney' Tasker''and Town -Clerk Richmond.
Moved by Justice Clark; seconded by' 'Counciliman Demarest;
RESOLVED: That the minutes of the Meeting of September 4, 1962 be and
they hereby are duly approved.
Vote of Town Board: Ayes-Supervisor Albertson; Councilmen'Demarest
anal' Grathwohl; Justices Tuthill and Clark.

RESOLVED: That the regular monthly meeting of the Town Board will be
held at the Supervisor's Office, 16 • South' Street, Greenport, New York,
on Tuesday, September 25, 1962, at 3:00 P.M.

WHEREAS-, F. Harold':Sayre has made application to the Town 'Board dated
August 7, 1962 .to' dedicate certain highways at' Southold, N.Y. to-'be
known as' NORTH PARISH DR"IVE `EXTENSION and NORTHFIELD- LANE,- being more
fully described in said petition, together with releases executed by
the owner thereof, and
WHEREAS, the Highway Supt. has inspected said -highways and has advised
the Town Board that said proposed highways comply in all respects
to the specifications for- 'the dedication of highways in the Town of
Southold,
NOW, THEREFORE, BE IT RESOLVED: That in accordance with Section 171
of the Highway Law of the State of New York, consent be and the same
is hereby given to the Supt. of Highways to make an order laying out
the aforesaid Highways to consist of lands described in said applicat-
ion and shaun on certain maps attached to said application, and
BE IT FURTHER RESOLVED: That the Town Clerk be and he hereby is auth-
orized and directed to forthwith cause the dedication and release to
be recorded in the office of the Clerk of the County of Suffolk, N.Y.

WHEREAS, the Goose. Bay Association requests a 15 MPH limit on Cedar
Lane, Goose Bay, Southold, N.Y.
NOW, THEREFORE, BE IT RESOLVED: That the Supervisor be and he hereby
is authorized to communicate with the State Traffic Commission and re-
quest it to establish a maximum speed limit of 15 MPH on Cedar Lane,
Goose Bay, Southold, N.Y.

WHEREAS, a petition was received from Martin Charles Pfeffer requesting

NOW, THEREFORE, BE IT RESOLVED: That the Town Clerk of the Town of
Southold, be and he hereby is directed to ttansmit this petition to
the Planning Board in accordance with Section 901, Subdivision C of
Article IX of the Building Zone Ordinance of the Town of Southold,

be it RESOLVED, by the Town Board ,of the, Town of Southold, . Suffolk

County, New York; as follows:
SECTION 1. The $17, 550 serial bonds' authoriaed by a bond resolution
dated December 28, 1961, for the acquisition of certain real property
for the Cutchogue-New Suffolk Park District in said Town, shall mature°
$1,450 in 1963, $1,600 in 1964, $1,500. in each of' the years 1965 to
1967, both inclusive, : and $2, 000 . in' each of the years 1968 to 1972,,
both inclusive,and shall be consolidated with another issue of bonds
of said Town -as hereinafter authcr i'zed, It Is hereby determined that
the period of probable usefulness of the aforesaid specific object or
purpose is thirty years, pursuant to subdivision 21(a) of paragraph a '
of Section 11.00 of the Local -Finance Law, :computed . from September 18,
1962, there being no bond anticipation notes issued or to be- issued`
prior to such date. -
SECTION 2. The $9, 800 serial bonds authorized by a bond resolution
dated December 28, 1961 for the improvement and embellishment of said
real property for such District for use as a bathing beach, .,including.,
a building and appurtenant equipment,- .shall mature .$900 in each, of
the years 1963 and 1964, and $1, 000 in each. of the .years 1965 to `�1972,
both inclusive', and shall be consolidated with `another issue of bonds
of said Town as hereinafter authorized: It is hereby ,determined'' that
the period of probable usefulness. of the aforesaid specific :obj:ect_.or
purpose is ten years, pursuant to subdivision 19 of paragraph a of _a
Section 11.00 of the Local Finance Law, computed ,from September 18, 1962,
there being no bond anticipation notes issued pr_`:..to be issued prior to
such date.
SECTION 3 . The serial bonds described in the preceding sections
hereof, are hereby authorized to be consolidated for purposes- of-- sale
into one bond issue, aggregating $27, 350.. Such bonds shall be issued
in the form of a single typewritten statutory .installment. bond as -
hereinafter provided, shall be designated substantially CUTCHOGUE=NEW
SUFFOLK PARK DISTRICT (SERIAL) BOND 1962, shall be dated Septembev l8,.
1962, shall be in the denomination of $27',350, shall provide for the
payment of such principal -sum of $27, 350 in ten annual installments,
payable $2, 350 on' September 18, 1963, $2, 500 on September 19, in :each.
of the years 1964 to 1967, both inclusive, and $3, 000 on September 18
in each of the years 1968 -to 1972, both inclusive, and shall bear int-
erest' at the rate-of three and thirty-five hundredths per centum (3 .35%)
per annum, payable annually on September 18. .Both principal of and in- -
terest on such statutory installment bond shall be payable in lawful
money of the United States of America at: the' North Fork Bank .& Trust
Company, 'in Mattituck, New York, which by contract is the paying agent
of the issuer. The aforesaid maturities constitute the aggregate of •.the
individual maturities of each separate, issue,which individual maturities
are prescribed in -the preceding sections hereof. Such -statutory install-
ment bond shall be signed in -the name of said Town of:South old, New York,
by its Supervisor, sealed with its corporate seal, attested by its Town
Clerk, and -shall be in substantially the following form, to wit::

The Town of Southold, in:.the County 'of Suffolk, a municipality
of the State' of New York, hereby acknowledges itself indebted and
for value received promises to pay to the bearer of this bond the
principal sum of TWENTY-SEVEN THOUSAND THREE HUNDRED FIFTY DOLLARS
($27, 350) in ten annual installments, :payable $2, 350�1--- on 'September .18,.
1963, $2,500 on September 18 ,in each of the -years 1964 to ,1967, both ..
inclusive, and $3, 000 on September 18 in each of the years 1568 to
1972, both inclusive, and to pay interest on the _unpaid balarice. of
such principal sum at the rate of three and thirty-five hundredths
per centum (3 .35%) per annum, payable annually on September 18 in
each year from the date .of this bond until it matures. Interest
will not be paid on any installment of principal, or. of interest,
after the due date thereof. Both the installments of principal of
and the interest on this bond will be paid to the bearer of this
bond in lawful money of the United States of America at The North
Fork Bank & Trust Company, Mattituck, New York, Notations of

principal and interest payments shall be made on a sheet attached hereto
and made a part of this bond.
. This Bond is a statutory installment bond, the principal sum of
which is Twenty-Seven Thousand Three Hundred Fifty Dollars ($27, 350) ,
and is issued pursuant to Section 62.10 of the Local-.Finance Law and
pursuant to a bond resolution entitled:
. "BOND RESOLUTION DATED DECEMBER .28, 1961.
a RESOLUTION AUTHORIZING THE ISSUANCE OF $27, 350 SERIAL
. BONDS OF THE TOWN OF SOUTHOLD, SUFFOLK COUNTY, NEW YORK
TO PAY THE COST OF THE ACQUISITION AND IMPROVEMENT OF
CERTAIN REAL PROPERTY FOR THE CUTCHOGUE-NEW SUFFOLK
PARK DISTRICT IN SAID TOWN. " ,
duly adopted by the Town Board' of' said Town on the 28th day of
December, 1961, and pursuant to other proceedings of the Town Board
of' said Town duly had and taken in all respects authorizing the
same, including a further resolution dated September 18, 1962,
providing for the details and sale of said bond. This bond may. not be
.converted into either a coupon or a registered bond.
The faith and credit of said Town of Southold, Suffolk County,
New York, are hereby irrevocably pledged for the punctual payment of
the installments of principal of and the interest on this Bond
according to its terms.
It is hereby certified and recited that all conditions, acts
and things required by the Constitution and statutes of the State of
New York to exist,, to have happened and to have been performed
precedent to and in the issuance of this bond,. .exist, have happened
and have been performed, and. that this bond, together with all other
indebtedness of such Town is within every debt and other limit
prescribed by the Constitution and laws of such• State.
IN WITNESS WHEREOF, the Town of. Southold, Suffolk County, New
York, has caused this bond to be signed by its Supervisor, and its
corporate seal to be hereunto affixed and attested by its Town
Clerk, and to be dated as of the 18th day of September, 1962.

SECTION 4. The faith and crodit of said Town of Southold, Suffolk County,
New York, are hereby irrevocably pledged for the payment of the principal
of and interest on such bond as the same become due and payable. There
shall be annually assessed upon all the taxable real property in said
Cutchgoue-New. Suffolk Park District, at the same time and in the same
manner as other town charges, an amount sufficient 'to pay 'said pr'inci- -
pal `and interest as the same become, due and payable, but f''not paid
from such source, all the taxable real property within-said Town-`,shalk;_1
be subject to thel levy of ad valorem taxes without limitation
as to rate or amount, suffcient` to pay the principal of and interest
on said bond.
SECTION 5. All other matters, except as provided herein relating to
such statutory installment`bond, shall be determined by the Supervisor
of said Town.
SECTION 6 . Pursuant to the provisions of paragraph b of Section 63.00
of the Local Finance Law, as last amended, said statutory installment
bond is .hereby sold at private sale to, The North Fork Bank & Trust Comp-
any, in Mattituck, New York, at par and. accrued. interest, ' if any, it
being hereby determined that the total amount of bonds sold by.. said
Town at private sale in accordance with the provisions of said paragraph
b of Section 63 .00 of the Local ,finance Law for its current fiscal
year is not in excess of $30;000. the Supervisor of said Town' is hereby
authorized and directed to deliver said, bond to said purchaser against
payment of the purchase price, as aforesaid, and 'the receipt of the
Supervioor shall be a full acquittance to the purchase of such stat-
utory installment bond, who shall not 'be obliged to see to 'the applic
ation of the purchase money.
SECTION 7. This resolution shall take effect immediately.

duly put to a' vote on roll call, which resulted as follows:""
