The Southold Town Board met at the office of Supervisor Lester M. .-Albert- son at Greenport, • N.Y. on May 29, 1962, at 3:00 P:M. with the following present: Supervisor Albertson; Councilmen Demarest and Grathwohl; Justice:., Clark; Supt. of Highways Price; ---"Town Attorney Tasker and Town Clerk Richmond. Moved by Councilman Demarest; seconded by Justice Clark; RESOLVED: That the minutes of May 8, 1962 be and they herebyare' duly approved. Vote of Town Board: Ayes- Supervisor Albertson; Councilmen Demarest and Grathwohl; Justice Clark; Moved by Justice Clark; seconded by Councilman Grathwohl; RESOLVED: That the next regular monthly meeting of this Town Board will be held at the office of Supervisor Lester.M: .Albertson at 16 South St. , Greenport, N.Y. on Tuesday, June 12, 1962 at 3:00 P.M. Vote of Town. Board: . Ayes-Supervisor Albertson; Councilmen Demarest and Grathwohl; Justice Clark. Moved by Councilman Demarest; seconded. by Justice Clark, WHEREAS, Frederick K. Rackett will have completed,as of June 16, 1962, one year satisfactory service as Watchman for the Town of Southold, NOW, THEREFORE, BE IT RESOLVED: That effective as of June 16, = -1962, Fred-. Brick K. Rackett .will be increased in pay 50 cents per day, from $17..-50 to $18.00. Vote of Town Board: Ayes-Supervisor Albertson; Councilmen Demarest and Grathwohl; Justice Clark. Moved by Justice Clark; seconded by Councilman Grathwohl; RESOLVED: That John Binns of Cutchogue, N.Y. be and he hereby is appointed School Traffic Officer to direct traffic at the East Cutchogue School crossing at a salary of $6 .50 per day for each school day worked, effective as of May 21, 1962, he to serve at the pleasure of the Town Board. Vote of Town Board: Ayes-Supervisor Albertson; Councilmen Demarest and Grathwohl; Justice Clark. Moved by Councilman Grathwohl; seconded by Councilman Demare-sit, RESOLVED: That John Zaneski of Cutchogue, N.Y. be and he hereby is appoint- ed School Traffic Officer to direct traffic at- the Cutchogue Parochial School crossing at a salary of $6.50 per day' for each school day worked effective as_ of.May 21, 1962, he to serve at the pleasure of the Town Board. Vote of Town Board: Ayes-Supervisor Albertson; Councilmen Demarest and Grathwohl; Justice Clark. Moved by Justice Clark; seconded by Councilman Grathwohl; RESOLVED: That the pay rate. established for Life Guard, Town of Southold, be and the same is fixed 'at $1.75 per hour payable bi-weekly, and BE IT FURTHER RESOLVED: Thtt Philip Lynch be hired as Life Guard at the Town Beach for the summer of 1962 and that he be compensated at the hour- ly wage rate aforesaid. Voteof Town Board: Ayes-Supervisor Albertson; Councilmen Demarest and Grathwohl; Justice Clark. Moved by Justice Clark; seconded by Councilman Grathwohl; RESOLVED: That the pay rate established for Assistant Life Guard, Town of Southold, be and the same is fixed at $1.50 per hour, payable bi-weekly, and BE IT FURTHER RESOLVED: That Edward Jurzenia be hired as Assistant Life Guard at the Town Beach for the summer of 1962 and that he be compensated at the hourly wage rate aforesaid. Vote of Town Board: Ayes-Supervisor Albertson; councilmen Demarest and Grathwohl; Justice Clark. Moved by Justice Clark; seconded by Councilman Demarest; WHEREAS, the Town Board has heretofore authorized the Board of Commiss- ioners of the Fishers Island Ferry District to advertise for bids for the operation of the , ferry boat Mystic Isle between New London, Connecticut, , and -Fishers island, New York, in conformity with a proposed form of contract prepared by the Town Board, and WHEREAS, the Board of Commissioners of the Fishers Island Ferry District did advertise for the receipt of bids for such operation ard received bids and opened the same on May 22, 1962, and WHEREAS, said Board of. Commissioners has submitted to this Board the bid of Alfred S. Bicknell which was the only bid received for the operation of said ferry boat for the period from June 1, 1962 to December 31, 1964 at the monthly sum of $6, 750.00, NOW, THEREFORE, BE IT RESOLVED: That the aforesaid bid of Alfred S., Bicknell be accepted and that said proposed contract be awarded to the said Alfred S. Bicknell, and BE IT FURTHER RESOLVED: That the Board of Commissioners of the Fishers Islaazd Ferry District be and they hereby are authorized and directed to enter into a contract with Alfred S. Bicknell for the operation of the ferry boat Mystic Isle between Fishers Island, New York, and New London, Comn. for the period from June 1, 1962 to December 31, 1964 at the sum of $6, 750.00 per month during said term. The form of contract shall be that proposed' form of contract heretofore prepared by the Town Board and submitted to the Fishers Island -Ferry District. Vote of Town Board: Ayes-Supervisor Albertson; Councilmen Demarest and Grathwohl; Justice Clark. Moved by Justice Clark; seconded by Councilman Grathwohl; WHEREAS, the residents of Town Creek and Jockey Creek have requested that the Town Board regulate the speed of boats in said creeks, Southold, N.Y. and WHEREAS, the Town Board has investigated the boat operation in said creeks and is of the opinion that in the interest of safety the speed of boats should be limited in said areas, NOW, THEREFORE, BE IT RESOLVED: That no person shall operate a boat in the waters of Town Creek and Jockey Creek at Southold, N.Y. at a speed greater than five (5) miles per hour and it is further RESOLVED: That the Supervisor be and he hereby is authorized to cause notice of such speed limit to be posted in appropriate places in said creeks. Vote of Town Board: Ayes-Supervisor Albertson; Councilmen Demarest and Grathwohl; Justice Clark. Moved by Councilman Demarest; seconded by Justice Clark; WHEREAS, the residents of Corey Creek have requested the Town Board to regulate the speed of boats in said Creek, Southold, N.Y, and WHEREAS, the Town Board has investigated the boat operations in said Creek and is of the opinion that in the interest of safety the speed of boats should be limited in said area, no�v therefore be it . Moved by Justice Clark; seconded by Councilman Grathwohl; WHEREAS, Goose Bay Civic Association applied to the Town Board for some financial assistance in the dredging of Goose Bay Channel, Southold, N.Y. NOW, THEREFORE, BE IT RESOLVED: That Supervisor Lester M. Albertson� be and he hereby is authorized to contribute half of the cost up to but not to exceed the sum of $475 .00 twar$ the cost of dredging Goose Bay Channel. Vote of Town Board: Ayes-Supervisor Albertson; Councilmen Demarest and Grathwohl; Justice sC'lar.k Moved by Justice Clark; seconded by Councilman Grathwohl; WHEREAS, Bruhhes Creek Property Owners Association applied to the Town Board for some financial assistance in the dredging of Brushes Creek, Mattituck, NY. NOW, THEREFORE, BE IT RESOLVED: That Supervisor Lester M. Albertson,- Supervisor, be and he hereby is authorized to contribute half of the cost of up to but not to exceed the sum of $475 .00 toward the cost of dredging Brushes Creek, Mattituck, N.Y. Vote of Town Board: Ayes-Supervisor Albertson; Councilmen Demarest and Grathwohl; Justice Clark. Moved by Councilman Demarest; seconded by Councilman Grathwohl; IN THE MATTER of the Extension of the West Greenport Lighting District in the Town of Southold, County of Suffolk, State of New York, pursuant to Article 12A of the Town Law. WHEREAS, a map and plan have been prepared, in such manner and in such de- tail as has heretofore been determined by the Town Board of the Town of Southold, relating to the extension of the West Greenport Lighting District in said Town, and WHEREAS, such map or plan has" been duly filed in the Town Clerk' s Office in said Town, and WHEREAS, said map or plan was prepared by Otto W. VanTuyl and Son, com- petent engineer and surveyors duly licensed by -the State of New York, show- ing boundaries of the proposed district, and WHEREAS, the boundaries of the proposed district are as follows: BEGINNING at the southeasterly corner of the existing Greenport West Lighting District on the westerly boundary of the Village of Greenport, running thence southerly along said boundary to Pipes Cove; thence in a general southwesterly direction along the shore of Pipes Cove and Peconic Bay to the center of Mill Creek; thence north- easterly and then northwesterly through said Mill Creek and Arshamomoque Pond to a point on the extension south- easterly of the southwesterly line of land of Ruch; thence northwesterly along said extension and along said southwesterly line of Ruch to North Road; thence across North Road and then along the southwesterly line of land of Faversham to Long Island Sound; thence northeasterly along Long Island Sound about four miles to the East Marion Lighting District; thence southeasterly then north-- easterly then southeasterly then southwesterly then southeasterly along said East Marion Lighting District to Gardiner ' s Bay; thence southwesterly along Gardiner ' s Bay about 3, 000 feet to the Village of Greenport; thence along the boundary of said Village of Greenport north- westerly then southwesterly then southerly to the north- erly line of Front Street..; thence along said West Green- port Lighting District generally southerly to the point of beginning: and WHEREAS, the improvements proposed are the installation and operation of street lighting facilities on the public highways of said proposed .district, and WHEREAS, the proposed method of financing the cost of said improvement con- sists of<.. assessments levied on benefited real property within said pro- posed district, and WHEREAS, the maximum amount proposed to be. expended for said improvement is Two Thousand ($2, 000.00) Dollars, and WHEREAS, said map or plan describing said improvement is on file in the Town Clerk' s Office for public inspection, NOW, on motion of Councilman Demarest and seconded by Councilman Grathwohl. it is hereby ORDERED, that the Town Board of the Town of Southold shall meet and hold a public hearing at the Village .Hall in the. Village of Greenport in said Town on the 12th day of June, 1962 at 7: 30 o' clock P.M. on that day, to consider said map or plan and to hear all persons interested:, in the subject thereof concerning the same and to take such action thereon as is required or authorized by law. Moved by Councilman Demarest; seconded by Councilman Grathwohl; WHEREAS, Southold Planning Board has prepared an official report and recom- mendation upon the Town Board' s own motion for a change of zone from "A" Residential and. Agricultural District to "B" Business District on certain property being at Arshamomoque,' Town of Southold, N.Y. NOW, THEREFORE, BE IT RESOLVED: That apublic hearing will be held by the the Town Board at the office of the Supervisor at 16 South Street, Green- port, N.Y. at 7: 30 P.M. on June 26, 1962 on the aforesaid petition to amend the building zone ordinance of the Town of Southold including the Building Zone Maps as follows: ALL that certain tract, piece or parcel of land situate,. lying and being at Arshamomaque, in the Town of Southold, Suffolk County, New York, gener- ally bounded and described as follows:- BEGINNING at the intersection of the southerly line of Main Road (Route 25) with the westerly line of Silvermere Road and running thence southeasterly along said westerly line of Silvermere Road 575 feet, more or less, to land of the Long Island Railroad Company; thence in a general southeaster- ly direction along said land .of the Long Island Railroad Company 5, 200 feet, more or less to Kerwin Boulevard; thence northwesterly along Kerwin Boulevard to the southeasterly line of said Main Road (Route 25) ; thence in a general northeasterly direction along said Main Road (Route 25) 5, 900 feet,. more or less, to the intersection of the southerly line of Main Road (Route 25) with the westerly line of Silvermere Road and the point of beginning. BE IT FURTHER RESOLVED: That the Town Clerk be and he hereby is author- , ized and directed to cause a notice of said hearing to be published in the' Long Island Traveler-Mattituck Watchman, according :to the require- ments of law. Vote of Town Board: Ayes-Supervisor Albertson;, Councilmen Demarest and Grathwohl; Justice Clark. Moved by Councilman Demarest; .seconded by Justice Clark; WHEREAS, a request has been made for populated area signs to be erected on Village Lane, Orient, N.Y. NOW, THEREFORE, BE IT RESOLVED: That the Supervisor be. and he hereby is authorized and directed to communicate with the State Traffic Commission and request that populated area signs .be placed on Village Lane, Orient, N.Y. and that the Supervisor further communicate with the Commissi(bner of Public Works and ,request him -to make a similar request to the New York State Traffic Commission. Moved by Justice Clark ; seconded by Councilman Demarest; RESOLVED: That this meeting be recessed at 4: 15 P.M. Moved. by Justice Tuthill; seconded by Councilman Demarest: WHEREAS, Mrs. Adelaide Sanchez applied to the Town Board for a single trailer permit dated May 28, 1962, . NOW; THEREFORE, BE IT RESOLVED: That the application of Mrs. Adelaide Sanchez to• locate a single trailer on the property of Peter Strickland, Sound Avenue, Mattituck, N.Y. be and hereby is granted for year round occupancy for a period of one year .
