The Southold Town Board met at the office of Supervisor Lester M. Albertson
, at Greenport, New York, on Thursday, January 4, 1962 . The meeting was
called to order at 3: 00 P.M. with the following present: Supervisor Lester
Albertson; Councilmen Demarest and Grathwohl; Justices Tuthill and Clark;
Supt. of Highways Price; Town Attorney Tasker and Town Clerk Richmond.
Moved by Justice Clark; seconded by Justice Tuthill:
RESOLVED: That the minutes of the Special Meeting of December 28, 1961,
be and they hereby are duly approved.
Vote of Town Board: Ayes- Supervisor Albertson; Councimen Demarest and
Grathwohl; Justices Tuthill and Clark.
Moved by Justice Clark; seconded by Councilman Demarest;
RESOLVED: That the next regular monthly meeting of the Town Board will be
held at the office of the Supervisor, Lester M. Albertson, at 16 South
Street, GreenpBort, N.Y. on Thursday, January 11, 1962 at 3: 00 P.M.

RESOLVED: That the appointment of Chief Otto L. Anrig is made pending
the approval by the State Civil Service Commission of the extension of
his service after his reaching the age of 70, and be it further
RESOLVED: That the Town Clerk be instructed to file such certificates
with the proper .parties as is required by Section 30, Subdivision 3, .of
the Town Law.

WHEREAS, It is required by Section 67, Subdivision 11 of the Social
Welfare Law that the Town Board :shAll ,appoint - a Public Welfare Officer,
or authorize the Supervisor of the Town to act as such official, now, .
therefore, be it
-RESOLVED: That Lester M. Albertson, Supervisor, be and he hereby is
authorized to act as Public Welfare Officer at the pleasure of the Town
Board, and. be it further
RESOLVED: That Lester M. Albertson serve in such capacity without compen-
sation and be it further
RESOLVED: That the'-Town Clerk be instructed to file such certificate with
the proper parties as is required by Section 30, Subdivision. 3, of the• -
.Town Law.

WHEREAS, Section. 22b. of the Town Law allows the Town Board-of any Town
having more than one assessor to establish the office of Chairman ,of,,, ,
Town Assessors, who in addition to his regular duties shall perform
such services in' connection with assessment and taxation of property.

RESOLVED: That Albert Martocchia. be and hereby is designated. to hold -;
the office of Chairman of the Town Board of Assessors until- the first
day of.January next succeeding such designation, all in accordance

RESOLVED: That compensation for such appointment be fixed at $2,000.00

RESOLVED: That .the salaries of the members of the Board of Appeals, Town .
of Southold, be and they hereby are fixed at $950.00 per year, with the
_exception of the Chairman of the Board of Appeals, whose salary shall
be, and hereby is fixed at $1, 050. per year, and be it further
RESOLVED: That the members of the Board of Appeals and the Chairman of
the Board of ,Appeals be paid these salaries for their respective offices
and that these salaries be paid in .regular .monthl.y payments, and be
it further
RESOIIJED: That the Town Clerk be instructed to file such certificates
with the proper parties as is. required by Section 30, Subdivision 3
of the Town Law.

of Southold, be and they hereby are fixed at $600.00 per year, with 'the
exception of the Chairman of the Planning Board, whose salary shall be
and hereby is fixed 'at $700.00 per year, and be it further
RESOLVED: That the members of the Planning .Board and the Chairman .of the
Planning Board be paid these salaries for their respectivfe offices, and
that these salaries be paid in regular monthly payments, -and be it further
RESOLVED:, That the Town Clerk be instructed to file such certificate -with
the proper parties as is required by Section 30, Subdivision 3 of the
Town Law.

WHEREAS, it is required that an enforcement officer be appointed for the
Multiple Residence Law and a Building Inspector be appointed for the
enforcement of the Building Zone ordinance of the Town of Southold, now
therefore, be it
RESOLVED: That Howard M. Terry be. and ,he hereby is appointed enforeement
officer for both Multiple Residence and -the said Building Zone Ordinance
for a term of one year, commencing Janaary 1,. 1962 and expiring December
31, .1962, and be it further
RESOLVED: That the total salary for both positions be and hereby is fixed
at the sum of $5, 800.00 per year, payable in regular monthly payments
during said term, and be it further
RESOLVED: That the Town Clerk -be instructed to file such certificate with
the proper parties as is required by Section .30, Subdivision 3_, of the
Town Law. .

WHEREAS, Section 64 of the Town Law requires the Town Board to designate
by resolution banks in this State- in. which the Supervisor or any other
officer of the Town shall deposit all monies coming into their hands by
virtue of. their offices, and
WHEREAS, �athe Town Board may require any Bank so designated to deposit
with such Board the Bonds or certificates of the United States, of the
State of New .,York, or any County, Town City, Village or School District
of the State of New'York as security for such fends so deposited but
such bonds or certificates shall be subject to the approval of the Town
Board and shall be deposited in such place and, held under 'such condition
as the Town Board may determine, now, therefore, be it

RESOLVED:.- That the Long Island Traveler-Mattituck Watchman, outhold, N,Y.
be "and'hereby is, effective as of February 1, 1962, designated as. the
official newspaper of the Town of Southold to publish the notice of the
Receiver of Taxes that he is in receipt -of: such tax and assessment roll
and warrants, and that the taxes and assessments therein may be paid to
the Receiver of Taxes at the times and with penalty other than his prin-
cipal .office when and where he will attend for the receipts of taxes and
assessments in accordance with -Section 22 of the Suffolk County Tax Act,
and all other legal notices as may be necessary and required in accordance
with Section 64, Subdivision 11 of .the Town Law`

WHEREAS, Section 62 of the Town Law requires that every Town Board shall
meet on or before- the 28th day of December, but not later than the 31st
day of December in each year, and
WHEREAS, 'there is no other time specified by law when meetings of the
Town Board of a ..Second Cluss Town zh&ll" beheld, now, therefore; be it
RESOLVED: That the Supervisor be and he hereby is empowered to call all
meetings of the Town Board as may be required for the be interest of
the Town, and be it further
RESOLVED: That the Supervisor designate 'Tuesday as the day of the week
for calling such meetings, and be it further
RESOLVED: That each member of the Town Board be given at least 2 days
notice in advance of such meeting, such notice to contain the 'time when
and the place where such meeting is to be held.

RESOLVED: That Supervisor Lester M. Albertson be designated to represent
the Town of .Southold at the. annual meeting of th& Association of Towns
of the State of New York to be held in Buffalo, New York, on February
14, 15 and 16, 1962 and to cast the vote of the aforesaid Town pursuant
to Section 6 of Article -III of the Constitution and by-laws of said
Association, and be it further
RESOLVED: That Ralph W. Tuthill be designated as Alternate to cast' the
vote of "said Town at "the annual meeting of the Association of 'Towns of -
the State of New York to be held at Buffalo, New York, on February 144"
15 and 16, 1962 ih the absence of Supervisor Lester M. Albertson.

RESOLVED:" That any Town Official, elected or appointed, who is required
to iAse his own automobile in the performance of his duties be compensated
for travel expense necessarily and actually incnrred' in carrying out
the duties of his office at-,"rate not exceeding ten cents ( .10) ,per mile.

. RESOLVED:-That Southold Town Officials who desire to attend the Annual
meeting of the Association of Towns of the State of New York to be held
in Buffalo, N.Y, on February 14, 15, and 16, 1962 be and they hereby are
authorized to -'attend, and.;be .it further
RESOLVED: That the necessary registration fees not in excess of $10.00
and all actual and necessary expenses of travel, meals and lodging incurred
-'in connection with attendance at such meeting shall be a legal charge
against the Town.

RESOLVED: Tha,t -the Town Board-hereby approves the action of the Supt. of
Highways in increasing the .pay of the employees of the Highway Department
10 cents per hour as of January 1, 1962 .

RESOLVED: That the Southold Town Supt. . of Highways be and he hereby is
authorized to purchase for the use of the Town, equipment, .tools, snow-
plows and other implements and devices without prior approval :of. the'
Town Board of the Town of Southold in the amount not to: exceed Five
Hundred Dollars ($500.00) during the period Jan. 'l, 1962 to Dec... 31, 1962.

ized to 'advertise; for, award bids and purchase .from the lowest respons-

or equal.

RESOLVED: That determination and agreement for expenditures of Highway
monies pursuant to Section 284 of Highway Law as submitted by the
Supt. of Highways be signed by a majority of the members of the Town Board.

WHEREAS, the Town Board has learned with deep sorrow of the death of
Wayland Jefferson, the Historian of the Town of Southold, and '
WHEREAS, Wayland Jefferson has served the Town 'of Southold faithfully
as Town Historian sin a flay 18', 1935,
NOW, THEREFORE, BE IT RESOLVED: That in recognition of the long and
untiring service of Wayland Jefferson as Town Historian of the Town
of Southold, the Town Board hereby expresses its sorrow at .: the loss
of a good personal friefid as well as a valuable Town official, and
BE IT FURTHER RESOLVED: That ..when the Town Board adjourns this day, it 1
do so out of respect to the memory of Wayland Jefferson, and I
BE IT FURTHER RESOLVED: That a copy of this resolution be made part of
the official minutes of the Town Board of the Town of Southold and that
a copy- of this resolution be transmitted to Mrs. Jefferson "that the
Town Board may extend to her and the members of the family an expression
of its sincere sympathy. J

WHEREAS, Henry J. and Stella M. Smith have made written application to
the Town Board dated the 15th day of Nov. , 1961, to dedicate a certain
highway at Indian Neck, Peconic, N.Y. Town of Southold, to be known as
Robinson Lane, being more fully described in said petition, together with
releases executed by the owners thereof, and
WHEREAS, the Highway Supt. has inspected said highway and has advised
the Town Board that said proposed highway complies in all respects to
the specifications for the dedication of highways in the Town of Southold,
NOW, THEREFORE, BE IT RESOLVED: That in accordance with Section 171 of
the Highway Law of the State of New York, consent be and the same is
hereby given to the Supt. of Highways to make an order laying out the
aforesaid Highway to consist of lands described in said application and
shown on certain maps attached to said application, and
BE IT FURTHER RESOLVED: That the Town Clerk be and he hereby is authori-
zed and directed to forthwith cause the dedication and release to be
recorded in the office of the Clerk of County oEf Suffolk, New 'York,

of the cost up to but not to exceed the sum of $475 .00 toward the cost

RESOLVED: that from and after January 1, 1962 all officers and employees
of the Town of South oldshall be entitled to and shall receive two weeks
vacation with pay in each year and it is
FURTHER RESOLVED, that from and after January 1, 1962 all officers and
employees of the Town of Southold shall be entitled to be. absent from
work due to sickness for 12 days in each year during which absence such
officer or employee shall receive full pay, provided however .that-7such
officer or employee must, when requested, by his superior, submit a
written statement from a doctor. certifying that-rsuch person is unable to
perform his usual duties due to sickness. Any such leave not used in
any year may be accumulated to :the extent of .90 days.

Saline Water Commission located -in .the Town of Southold.

The Southold Town Board met at the office of Supervisor Lester M.
Albertson at Greenport, on Thursday, January 11, 1962. The meeting
was called to order at 3: 00 P.M. with the following present: Super-
visor Albertson; Councilmen Demarest and Grathwohl; Justices Tuthill
and. Clark; Town Attorney Tasker; Supt. of Highways and Town Clerk
Richmond.

RESOLVED: That the minutes of the Annual Meeting of January 4, 1962
be and they are duly approved.
