At the meeting of the Southold Town Conservation Advisory Council held Wednesday,
January 15, 2003, the following recommendation was made:
DONNA BLANCHARD to Amend Permit #5612 to construct TX 6' cantilevered platform

Dear Mr, Krupski.:
In response to your inquiry, please be advised that after the Board issued the captioned permit for Mrs.
Blanchard's dock plan dated 5/9/02, the NYSDEC requested that we obtain letters of approval from both
neighbors for that plan. Unfortunately, we received a letter dated 10 October 2002 ;from Friedrich Krug
indicating that he would not accept that plan and would only "approve" a design in which the proposed float
lined up parallel with bis (copy of letter enclosed).
The plan dated 12/20/02, which is now before the Board, was thus specifically redesigned to further reduce
the scope of the dock and meet with Mr, Krug's "requirement." Because Mr. Goldner had already agreed to
the 5/9/02 plan(copy of letter enclosed) and has advised me verbally that he would agree to this one as well,
1 do not expect any objections frorn the neighbors.

Dear Mr. Herrmann:
The Board of Town Trustees took the following action during its regular meeting held on
Wednesday,August 21, 2002 regarding the above matter:
WHEREAS,En-Consultants, Inc. on behalf of DONNA BLANCHARD applied to the Southold
Town Trustees for a permit under the provisions of the Wetland Ordinance of the Town of
Southold, application dated March 27, 2002, and,
WHEREAS, said application was referred to the Southold Town Conservation Advisory Council
for their findings and recommendations, and,
WHEREAS, a Public Hearing was held by the Town Trustees with respect to said application on
August 21, 2002, at which time all interested persons were given an opportunity to be heard, and,
WHEREAS, the Board members have personally viewed and are familiar with the premises in
question and the surrounding area, and,
WHEREAS,the Board has considered all the testimony and documentation submitted
concerning this application, and,
WHEREAS, the structure complies with the standards set forth in Chapter 97 of the Southold
Town Code,

WHEREAS,the Board has determined that the project as proposed will not affect the health,
safety and general welfare of the people of the town,
NOW THEREFORE BE IT,
RESOLVED, that the Board of Trustees approve the application of DONNA BLANCHARD to
excavate approx. 14 cy. of upland material behind existing bulkhead;remove existing bulkhead
and returns; and construct(5' landward of former bulkhead) approx. 15 linear ft. of new
bulkhead and 5' southerly return,to be backfilled with excavated upland material. Construct off
new bulkhead a 3'X 10' hinged ramp and 6'X 12' float to be secured with(2) 8" diameter
pilings. Backfill area will be planted with Ammophila breviligulata(18"on center) and excess
excavation material will be trucked away to an approved upland site, as per plan last amended
May 9, 2002.
BE IT FURTHER RESOLVED that this determination should not be considered a determination
made for any other Department or Agency,which may also have an application pending for the
same or similar project.
Permit to construct and complete project will expire two years from the date it is signed. Fees
must be paid, if applicable, and permit issued within six months of the date of this notification.
Inspections are required at a fee of$5.00 per inspection. (See attached schedule.)

At the meeting of the Southold Town Conservation Advisory Council held Thursday,
April 18,.2002, the following recommendation was made:
Moved by Jason Petrucci, seconded by Nicholas Dickerson, it was
RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL of the
Wetland Permit Application of DONNA BLANCHARD to remove and replace
(in kind/in place) approx. 27 linear ft. (including 5'&7' returns) of existing timber bulkhead
and backfill with approx. 5 cy. of clean sand to be trucked in from an upland source and
planted with beach grass (18" on center). Replant (12" on center) any disturbed
spartina alterniflora adjacent to southerly return. Construct a timber dock, consisting of a
3'X 10' hinged ramp to extend from bulkhead onto a 6'X 12' float secured by (2) 8"
diameter pilings.

Re: Donna Blanchard, 50 Budds Pond Road
Dear Mr. Krupski:
As you will recall, Mrs. Blanchard's application for a dock and bulkhead replacement was discussed during a
public hearing on April 24, 2002, at which time the Board requested that we submit a modified plan
proposing that the bulkhead be relocated landward by five feet, such that the bulkhead and proposed dock
would be situated in line with the adjoining bulkhead and dock to the north. After discussing this and other
alternatives with the Blanchards; their contractor; and staff from the New York State Department of
Environmental Conservation, it appears that the Board's proposal is the most viable one and should receive
approval from the DEC.
Therefore, please find enclosed (3) copies of a project plan that has been modified in accordance with the
Board's request, which we hope the Board will approve during its meeting on August 21, 2002. For clerical
purposes,please be advised that the project description would now read as follows:
Excavate approximately 14 cubic yards of upland material behind existing bulkhead; remove existing
bulkhead and returns; and construct (5 feet landward of former bulkhead) approximately 15 linear
feet of new bulkhead and 5-foot southerly return, to be backfilled with excavated upland material.
Construct off new bulkhead a 3' x 10' hinged ramp and 6' x 12' float to be secured with (2) 8"
diameter pilings. Backfill area will be planted with Ammophila breviligulata (18"O.C.) and excess
excavation material will be trucked away to an approved upland site.
As I will not be able to attend the Board's meeting in August, however, I would appreciate your advising me
prior to the week of August 19''of any additional information or changes you might request so that I could
address them prior to your meeting. Otherwise, I thank you for your input and cooperation with resolving
this application.

The New York District, U.S. Army Corps of Engineers, has received a
request for Department of the Army authorization for the following
activity:
APPLICANT: Donna Blanchard
15 Alexandria Drive
Pittstown, NJ 08867
ACTIVITY: Install a 3' X 6' platform and a float assembly
consisting of a 3 ' X 10' ramp, and 6' X 12' float.
Under authority of the Nationwide Permit Program,
remove a 15 linear foot timber bulkhead and associated
5-foot and 7-foot returns and construct a new bulkhead
(same size and configuration) 5-feet landward.
Construction of the new bulkhead-would occur prior to
removal of existing bulkhead. Excavate and dredge
approximately 19 cubic yards of material from a 15' X
15' area to a depth of 2.5' "below mean low water to be
used as backf ill .. Revegetate any disturbed intertidal
marsh with Spartina alterniflora and plant the area
landward of the bulkhead with Ammophila breviliqulata.
The purpose of the project is to provide a safe
mooring facility and bank stabilization.

As this is minor in nature, authorization may be by Letter of
Permission. This is in accordance with current Federal Regulations
governing work in navigable waters of the United States . To
