HomeMy WebLinkAbout01/20/2026Town of Southold Housing Advisory Commission January 20, 2026 Meeting at Peconic Landing Present: Pat Lutzky, Cheryle Amara, Anne Smith, Jill Doherty, Alexa Suess, Nancy Messer, Mark Levine, Kevin Anglum, Marilyn Sierra Absent: Veronica Stelzer, Tracey Michaelis Guests: Andrea Menjivar Meeting began at 4:30 p.m. 1. Differentiating Community Housing Advisory Board (CHAB) and the Housing Advisory Commission (HAC) — a. Andrea broke down the process of the CHAB, the HAC, and the Affordable Housing Review Committee (AHRC). She will send over the Venn diagram that was put together in coordination with Cheryl, Pat, Anne, and John Stype (Chair of the CHAB), as well as provide a detailed overview of the HAC and the CHAB. 2. Memberchanges— a. Pat Lutzky confirmed that she will no longer be part of the Housing Advisory Commission at the end of her term in March 2027. She recommended Cheryl as the Chair of the HAC. b. Jill Doherty confirmed that she will no longer serve as the Housing Liaison on the Town Board. Pat Lutzky and Anne presented Jill with a certificate of appreciation in recognition of her service and contributions to the HAC. c. Alexa Suess introduced herself to the Town Board as the new Housing Liaison for the Housing Advisory Commission. 3. HAC Meeting Updates — a. Pat Lutzky and Cheryl confirmed that the HAC will meet on an as -needed basis moving forward to review specific items proposed to the HAC by the Community Housing and Development Department. 4. Project Updates — a. Andrea gave a brief overview of the two pending projects in the pipeline and addressed questions regarding the lottery, how and when funds will be disbursed, the stages of the project, and related topics. b. Andrea provided clarity on the disbursement process, noting that we are aiming to open a Notice of Funding Availability this coming spring/summer, which will provide more opportunities for developers to be awarded funding. 5. Vineyard View — a. Cheryl requested that Gwynn provide an emailed update on the status of Vineyard View. b. Andrea confirmed that she would provide an update from the Town Board regarding the response status from New York State. 6. Registry Update — a. Andrea clarified that the Housing Registry is not to be mistaken for a project waiting list. The Housing Registry is currently being used as a data collection tool to understand the types of people looking for housing in the Town of Southold. For specific projects, there will be separate waiting lists, which are typically administered by the developer. b. Andrea mentioned that she and Gwynn Schroeder are working on a Housing Registry update to make it easier for community members to complete. c. Alexa suggested that applicants on the Housing Registry should be removed every five years to maintain current and accurate information. 7. ADU Grants — a. Andrea noted that the CHF ADU Grant program, which is separate from the LIHP- administered ADU+1 program, is expected to roll out in the spring of this year. The grant will mirror some aspects of the LIHP ADU+1 program. b. Andrea confirmed that code changes to facilitate the CHF ADU program are ongoing and that program guidelines are being developed concurrently. Due to state statute, this program will undergo review by the Community Housing Advisory Board (CHAB). 8. UpcomingEvents— a. Andrea confirmed that she will share events moving forward. Anne and Andrea asked that the HAC participate in the pro -housing discussion at the upcoming Town Board meeting. 9. Motion to adjourn the meeting at 5pm by Cheryl Amara and Pat Lutzy 2nd.
