Present: Pat Lutzky, Mark Levine, Anne Smith, Cheryle Amara, Jill Doherty, Mara Cerezo
Absent: Marilyn Sierra, Nancy Messer
Guests: Kevin Anglum, Veronica Stelzer
Meeting began at 4:30 p.m.
1. Approval of Meeting Minutes
a. December 12, 2023 Meeting Minutes —Motion to approve Mark Levine, Cheryle
Amara 2"', Approved unanimously.
2. Discussion with Supervisor Krupski on Affordable Housing— Pat Lutzky
a. Town Board sees a need for affordable housing. He commends Mara and Planning
for a great job on educating the public.
b. He welcomes the advice of the people involved.
c. Start with Planning and going from there.
d. The subdivision code states that 20% of the units have to be affordable or buy them
out. He is seeking to change code so they can't buy out the affordable units.
e. Supervisor Krupski is creating a code committee.
f. Pat questioned whether or not a developer would walk away if there was mixed use.
g. Al said the finishes don't have to be high end to make it more affordable for
workforce housing.
h. Cheryle asked if there were any other projects in the works like Carroll Avenue
Southold.
i. The town is acquiring approximately 30 acres on Boisseau Avenue Southold. They
are still determining what they will use it for.
j. Mark asked if there were any updates on the Housing Manager position.
k. Al said the town needs to know the role of the person and who would they report
to.
I. Pat asked Al if he had any questions for HAC.
m. Yes, what does HAC think is affordable?
n. The formula is a percentage of AMI whether it's Affordable Housing, Work Force or
Market rate.
o. 60% is Affordable, 80 to 120% if Workforce. Southold is approximately $90,000
average income pre-covid.
p. Al wanted to know what HAC thought of less dense units.
q. Pat said HAC would look at all size options as it's one is more than we had before.
r. Cheryle brought up rehabilitating existing buildings, such as the old bank building on
Youngs Avenue.
s. Pat mentioned there were great projects that never went through due to strong
neighbor opposition.
3. Introduce guest Veronica Stelzer
a. She would love to see old existing structures get rehabilitated.
b. She's frustrated with prospective projects being discussed and then they fall apart.
She wants a nice home, not to see apartments and condos.
c. She is in favor of units scattered throughout town, density scares her.
d. She doesn't want a hand out, she wants a hand up.
e. Al wanted to see more affordable housing in town in 2007. They had considered
subsidizing a purchase.
4. Introduce guest Kevin Anglum, Developer
a. Kevin sees the need for affordable housing. He married a local girl and her friends
can't afford to live here.
5. Community Fund Balances —Jill Doherty
a. $2M in funds. The town has been getting checks from the county. The reports from
April to November 2023 are on target for getting $2M a year.
b. Great to have a stream of income. Looking forward to getting housing manager.
6. Proposed Candidates for HAC vacancy.
a. Kevin has submitted to Denis Noncarrow to join HAC.
b. Invited Veronica to send her resume into town to be on HAC.
c. Pat would like to have new members for the February meeting.
7. Projects in Process —Mara Cerezo
a. Cruz Brothers —Town Board asked for more information on project.
b. Carroll Avenue— Litigation has reopened.
c. Kolb Mechanical — He is expanding their building to get more units. Project is
privately funded.
d. SMB Apartments. Half will be market rate and half affordable. The project is in the
early site plan stage.
e. LIHP Housing grant is live. The county is managing the grants for up to $125,000 for
ADU. Several people have applied.
f. The Supervisor is signing the contract to have the link added to the town's website.
8. New Business— Pat Lutzky
a. Anne, Jill and Mark invited to the Cutchogue library to talk about Affordable Housing
and mitigate the stigma.
9. Old Business
a. N/A
10. Motion to adjourn the meeting at 5:50 pm by Cheryle Amara, Mark Levine, 2nd. Approved
unanimously.
