HomeMy WebLinkAbout09/19/2023Town of Southold Housing Advisory Commission Meeting #175 September 19, 2023 — Via In -Person and Zoom Present: Pat Lutzky, Eric Dantes via Zoom, Marilyn Sierra 4:45 pm via Zoom, Cheryle Amara via Zoom, Anne Smith, Mark Levine, Jill Doherty Absent: Mara Cerezo, Nancy Messer Guests: John Sirkin and Michael Daly Meeting began at 4:30 p.m. 1. Approval of Meeting Minutes a. June 13, 2023 Meeting Minutes —Approval Tabled. 2. Hampton Modular a. NYS Law does not allow manufactured home on a single family zoned lot because it does not fit the description of a dwelling. b. Jill wants to check Town Code. c. Southampton town and possibly East Hampton town are going to modify their town codes to accept. d. A.D.U. Several designs. e. Garage has to be existing for at least 3 years to add A.D.U. f. Jill mentioned that a house has to be a minimum 850 Square feet and town should consider tiny homes. 3. Grants Update —Jill Doherty a. Pat asked Jill if LI Housing Partnership funds expenses associated with A.D.U. The answer is yes. b. Allowed $125,000 for construction. c. The grant application process for the LI Housing Partnership is a very involved. d. Programs are stackable. e. Suffolk County — Heros Grant. $50,000. 26,000 is for down payment and $24,000 renovation. If you are a member of the Fire Dept for 3 years in good standing and on Affordable Housing List. f. Want a cheat sheet on programs available. 4. Housing Plan —Jill Doherty a. Town Board has reviewed the plan. There is a Public Hearing set for September 26, 2023 at 4:30 pm. It will stay open until October 10, 2023. b. Hopefully, there will be no changes. c. Have to get permission from Civil Service for job title for housing department. 5. Clarification on Rental Permit Changes a. No changes in the rental permit process. b. No short term rental permits allow as of now. c. Need enforcement for AirBnb. d. Need a permit#. 6. New Business— Pat Lutzky a. New County legislation for new affordable housing projects needed for Veteran's and Disabled. b. Jill is in favor of helping these groups. c. TB set public hearing in support of Volunteer Fire Fighters being on top of the Affordable Housing in the county. d. Housing Plan has a Hero Grant section to include Nurses, teachers, etc. 7. Update on projects -Mara a. 112 Units are in the conceptual stage. b. Cruz Brother— North Fork Villas — Stalled. c. Petition circulating against North Fork Villas. Pat wants to meet with the petitioners to try to get them to understand the facts. They are misinformed. d. Town Board doesn't even know if they will even allow them to change the zone. 8. Old Business a. N/A 9. Motion to adjourn the meeting at 6:00 pm by Mark Levine motion to adjourn, Cheryle Amara, 2nd. Approved unanimously.
