Community Housing Advisory Board – Minutes
July 15th , 2026: 4:15 pm, Annex Building Executive Board Room
Present: Board Chair John Stype, Tanya Palmore, Erica Steindl (ZOOM), Erin Kaelin (ZOOM), Beth Cashel
(ZOOM), William Araneo
Absent: Diana Gordon, Mark Levine, Lori Cohen, Scott Edget
Ex-officio: Community Development Project Supervisor Andrea Sullivan, Assistant Town Attorney Julie
McGivney, Planner Mara Cerezo
The meeting began at 4:30 p.m. Motion was offered to open the meeting. Vote of the Board: Ayes:
Board Members John Stype, Tanya Palmore, Erin Kaelin, William Araneo, Beth Cashel and Erica Steindl.
1. Approval of Minutes of June 2026 Meeting
a. June 24th, 2026 Meeting Minutes – Motion to approve made by John Stype, Tanya
Palmore 2nd, Approved unanimously.
2. Review the Goals of the Community Housing Plan
a. Andrea gave an overview of the four goals outlined in the community housing plan
which were to:
i. Goal #1: Increasing the inventory of year-round community housing.
ii. Goal #2: Maintaining and supporting existing community housing.
iii. Goal #3: Increasing homeownership opportunities for eligible individuals.
iv. Goal #4: Housing education and counseling services
b. Andrea explained that these four goals are part of the initial goals to implement;
however, as the Community Housing Plan is reevaluated, the goals can be expanded
and further refined.
3. Review of the Proposed 2026 CHF Allocation Budget
a. Andrea shared the recommendation to allocate $1.5 million from the CHF for the
purpose of providing Down Payment Assistance, and noted that there is
approximately $8 million in total CHF funds to date.
4. Executive Session
a. Real property acquisition/sale/lease when publicity would substantially affect value.

5. Review of the Community Housing Fund Down Payment Assistance Program
a. Board members supported the purchase and income limits set forth in the State
Enabling Legislation, § 64-k, and noted that the income parameters sufficiently
support the intent to target income eligible residents in the Town.
b. The present board members voted unanimously in support of the proposed CHF
Down Payment Assistance Loan Program.
Motion to adjourn the meeting at 5:00 p.m. by John Stype, William Araneo, 2nd. Approved unanimously.

Meetings will be held on the third Wednesday of each month at 4:15 p.m. and will be available both in
person and via Zoom. Meeting locations will be determined and announced in advance.
