Re: Youngs Ave Community Housing Project Proposal
Community Housing Project Recommendation:
The Youngs Avenue community housing parcel
presents a rare, high-value opportunity for thoughtiul
development within Southold Hamlet. The site is
located within the Town’s Hamlet Locus Zone (HALO),
making it well-suited for community housing. This
aligns with the Town’s planning goals as outlined in the
Comprehensive Plan (Chapter 8, p. 6), which supports
building housing within the HALO zone; the
Community Housing Plan (Sectfon 4.0, p. 29), which
encourages increased homeownership opportunitfes
and accessory dwelling units; and Smart Growth
Principles. In additfon, the parcel benefits from access
to existfng water infrastructure. Beyond its
development potentfal, the site also offers an opportunity to enhance and integrate green space,
allowing for a balanced approach that supports both housing creatfon and land preservatfon.
The Planning Department and the Community Development and Housing Department strongly
recommend pursuing technical assistance through the ESD program to support early-stage planning, site
evaluatfon, and project design. While the ESD program typically focuses on multf-family development,
they have indicated a willingness to work with the Town to adapt their resources to our specific project
goals, including some single-family home ownership opportunitfes. This assistance would help further
assess the parcel’s development potentfal while ensuring alignment with program requirements and best
practfces. These services provide the Town with the technical foundatfon needed to evaluate feasibility,
reduce risk, and positfon the project for successful implementatfon. Relevant components include:

As a Town-owned parcel of this scale and locatfon, this represents a rare opportunity to proactfvely plan
for community housing that aligns with local prioritfes. The Long Island Forward Housing Program’s
technical assistance provides a comprehensive, no-cost opportunity to bring expert guidance into a
complex process. It allows the Town to responsibly evaluate the site, reduce risk, and positfon itself to
deliver high-quality community housing that meets local needs while maintaining community character.
Next Step Recommendations:
1. Authorize a technical assistance applicatfon through the Empire State Development (ESD) for this
Parcel.
2. Authorize the CDHD to begin drafting a formal Request for Proposals for the Youngs Avenue
parcel. The RFP is to include:
a. Project Overview and Objectives: Creatfon of community housing in alignment with the
goals of the Southold Town Community Housing Plan.
b. Site Description: Development of the Youngs Avenue parcel, accountfng for all existfng
conditfons and site constraints. Proposals must include the integratfon of dedicated
recreatfon space.
c. Project Scope and Density: Development consistfng of a mix of approximately 50
homeownership and rental units, with the inclusion of approximately 12 integrated
detached Accessory Apartments to provide diverse housing types within the community.
d. Affordability Requirements: Mix of homeownership and rental opportunitfes serving
households between 80% and 100% AMI.
e. Design Character and Scale: Proposals must demonstrate context-sensitfve design
consistent with the surrounding neighborhood. The scale, density, and aesthetfc
character should reflect a concept similar to the Mattituck Cottages development.
f. Infrastructure and Utilities: The developer is responsible for the design, permitting, and
installatfon of all necessary site improvements, including high-capacity utflity
connectfons and sustainable drainage solutfons.
g. Developer Responsibilities: Full project delivery including design, permitting, financing,
and constructfon.
h. Project Timeline: The developer must demonstrate the capacity to proceed in a tfmely,
efficient manner from contract executfon to certfficate of occupancy.
