SOUTHOLD TOWN BOARD MINUTES
Meeting of February 8, 1974
The Southold Town Board met at the office of Supervisor Albert M.
Martocchia, 16 South Street, Greenport, New York, at 3 :00 P.M. ,
Friday, February 8, 1974, with the following present:

Moved by Councilman Rich, seconded by Councilman Homan, it was
RESOLVED that minutes of January 22 , 1974 be and they hereby are
approved.
Vote of the Town Board: Ayes : Supervisor Martocchia, Councilman
Rich, Councilman Homan, Justice Suter, Justice Doyen.
Moved by Justice Suter, seconded by Councilman Rich, it was
RESOLVED that the next meeting of the Southold Town Board will be
held at 3 :00 P.M. , Tuesday, February 26, 1974 at the office of
Supervisor Albert M. Martocchia, 16 South Street, Greenport, New
York.
Vote bf the Town Board: Ayes : Supervisor Martocchia, Councilman
Rich, Councilman Homan, Justice Suter, Justice Doyen.
Moved by Councilman Rich, seconded by Councilman Homan, it was
RESOLVED that the reports of the' Supervisor, Town Clerk , Justice
Suter , Building Department and Assessors for the month of January
1974 be accepted and placed on file.

Rich, Councilman Homan, Justice Suter, Justice Doyen.
Moved by Councilman Rich, ' sec onded by Justice Suter, it was
RESOLVED that Judith T. Boken, who has served 10 years as a
permanent employee of the Town of Southold, be granted 4% longevity
pay, effective February 1, 1974.
Vote of the Town Board: ' Ayes: Supervisor Martocchia, Councilman
Rich, Councilman Homan, Justice Suter, Justice Doyen.
Moved by Councilman Rich, seconded by Justice Suter, it was
RESOLVED that the Southold Town Board accept Assessors Certificates
of Erroneous Assessments on property assessed to Hugh F. Murray (two
parcels appeared on Assessment Roll with same description and,
assessment. ' Duplicate Assessment) , and Simone W. Swamm -(aged exemption
was put on this parcel in error. )
Vote of the Town Board: Ayes :' Supervisor Martocchia, Councilman
Rich, Councilman Homan, Justice Suter, Justice Doyen.
Moved by Councilman Rich, seconded by Councilman Homan, it was
RESOLVED that the Southold Town Board discontinue their-- lease with
the Long Island Railroad for the parking lot at the Southold Railroad -
Station.

On motion of Justice Doyen,_ seconded by Councilman Rich, it was .
RESOLVED that the Southold Town Board approves the action of the
Fishers Island Ferry District in appointing Richard S. Baker ,
Fishers Island, Nuw York, a Commissioner of the Fishers Island
Ferry District to fill the vacancy created by the death of Lawrence
S. Bald*±n.
Vote of the Town Board: Ayes : Supervisor Martocchia, Councilman
Rich, Councilman Homan, Justice Suter, Justice Doyen.
Bids were opened at 2 :00 P.M. for a three year contract for tax
computer service. Two bids were received: Lockwood-Kessler-Bartlet,
Inc. - $26 , 800.00; and Parity Systems - $21, 600.00.
On motion of Councilman Homan, seconded by Councilman Rich, it was
RESOLVED that a three year contract for tax computer service be
awarded( to Parity Systems at $21, 600. 00, lowest responsible bidder
for tax computer service for the Town of Southold.
Vote of the Town Board: Ayes: Supervisor Martocchia, Councilman
Rich, Councilman Homan, Justice Suter, Justice Doyen.
Bids were opened at 3 :00 P.M. , February 1, 1974 for six marked
police cars, with trade-in of five 1973 marked police cars and
one 1972 marked police car. Two bids were received: Greenport
Ford-Mercury - $21, 151.83 , and William Pase, Inc. - $22 , K2.60 .
On motion of Councilman Homan, seconded by Councilman Rich, it was
RESOLVED that Greenport Ford-Mercury, Greenport, New York, lowest
responsible bidder for six marked police cars be awarded the bid
at $21, 151.83 . Trade-in of five 1973 ..marked police cars and
one 1972 marked police car.

Moved by Councilman Rich, seconded by Councilman Homan,
WHEREAS Isidore P. Krupski has applied to the Town Board for a
single trailer renewal permit dated January 15 , 1974,
NOW, THEREFORE, BE IT RESOLVED that the application of Isidore P.
Krupski to locate a single trailer on his property at the north
side Main Road, approximately 1000 ft. east of Bay Avenue, Peconic,
be renewed for a period of §ix (6) months .

Moved by Councilman Rich, seconded by Councilman Homan,
WHEREAS Herbert 0. Cassidy has by written application applied to
this board for a renewal of the Angelo G. Petrucci permit to
excavate sand, ' gravel, stone or other materials from premises located
south of Soundview Avenue, Southold, New York, bounded generally
northerly.. by lands of Edwin A. Smith and Long Island Produce Co. ;
easterly.by lands of Case and Kaplan; southerly by lands of Newell
Estate and Sepenoski; and westerly by lands of Tisdale and Edwin A.
Smith, and
WHEREAS a public hearing was held on hhe original application of
Angelo G. Petrucci (property now owned by Herbert 0. Cassidy) on
July 13 , 1971 at which time all interested persons were given an
opportunity to be heard,
NOW, THEREFORE, BE IT RESOLVED that this Board does in accordance
with Section V of the Excavation Ordinance of the Town of Southold,
find that
(a) The proposed operations wi11 not interfere with the
surface water drainage plan of the area no endanger any street,
road or highway,
(b) The circumstances of the location and terrain are reasonably
adapted to rehabilitation to the end that the premises will not
become desert or waste land following completion of operations,
(c) The circumstances of the location and the terrain are
such that conditions and safeguards may feasibly be imposed to

assure that the premises will not constitute "an attractive nuisance
or endanger the safety of children.
(d) The use will not cause undue traffic hazards.
(e) The. use will not cause undue noise or wind-blow dust or
sand.
(f) The use will not change the established character of the
neighborhood or depress the value, of other lands in such neighborhood.
(g) The proposed operations are set back at least 20 feet from
any road, street, avenue or highway and that the excavation operations
were in existence at the effective date of the aforesaid excavation
ordinance and that such proposed operations will not be extended
beyond the present front, side or rear setback lines, and it is
further
RESOLVED that the Town Clerk be and he hereby is authorized and
directed to issue a renewal permit to Herbert O. Cassidy for the
excavation of sand, gravel, stone, or other materials from the
above described premises for a term of one year, subject, however,
to the following terms and conditions:
1. The removal- of materials shall be confined to the shaded
areas outlined in red on the map accompanying said original applica-
tion, a copy ofwhich has been signed by the Supervisor and the
applicant and filed with the Town Clerk.
2 . The removal of materials from said areas shall not extend
below fifteen (15) feet above sea level.
3 . All removal operations shall be setback at least 10 feet
from all property lines.
4. All slopes shall be maintained during and after operations
at one foot vertical on one foot horizontal.
5. After operations have been completed, the excavated areas,
as well as all other areas where prior excavation operations have
been conducted on the premises; shall be leveled, regraded, all
stumps, rocks and other debris removed and the entire premises
seeded with grass.

Moved by Justice Suter, seconded by Councilman Homan, it was
RESOLVED that the Southold Town Board approves the $25 , 000 bond
as recommended by the Southold Town Planning- Board for roads and
other improvements in the subdivision known as Elijah 's . Lane Estates,
Section I, located at the west side of Elijah 's Lane, Mattituck, New
York, owned by Joseph Saland.

Moved by Councilman Rich, seconded by" Councilman Homan, it was
RESOLVED that the Southold Town Board approves the $32 , 000 bond as
recommended by 'the Southold Town Planning Board for, roads and other
improvements in ' the subdivision known as Fairway Farms located on
the west side of" Cases Lane, Cutchogue, New York, owned by Fairway
Farms , Inc.

Rich, Councilman' Homan, Justice Suter, Justice Doyen.
Moved by Justice" Suter, seconded by Councilman Homan,
WHEREAS Leeward Acres at Bayview Inc. have made application to the
Town Board to dedicate certain highways at Southold to be known as
Leeward Drive and Topsail Drive, new roads at Leeward Acres Sub-
division-, more fully described in said petition, together with
release executed by the owners thereof, and
WHEREAS the Highway Superintendent has inspected the said highways
and has advised the Town Board that said proposed highways comply
in all respects with the specifications for- the dedication of
highways in the Town- of Southold,

NOW, THEREFORE, BE IT RESOLVED that the Town Clerk be and he hereby
is authorized and directed to forthwith cause the dedication, release
and deed to be recorded in the office of the Clerk of the County of
Suffolk.

Moved by Councilman Rich, seconded by Justice Suter,
WHEREAS the Southold Town Planning Board and Suffolk County
Planning Board have prepared official reports and recommendations
on the application of William Wickham for a change of zone from
?A" Residential and Agricultural District to "B" Light Business
District,
NOW, THEREFORE, BE IT RESOLVED that a public hearing will be held
by the Southold Town Board at Greenport, New York, 16 South Street,
on March 12 , 1974 at 7 :30 P.M. , on the abovementioned petition, and
that the Town Clerk be and he hereby is authorized and directed to
cause notice of said hearing to be published in the official newspaper
pursuant to the requirements of law.

On motion of Councilman Homan, seconded by Justice Suter, it was
RESOLVED that Frank Cichanokicz, Jr. be and he hereby is appointed
to the Southold Town Conservation Advisory Council for a period
of two years, effective December 31, 1973 , term ending December 31,
1975.
Vote of the Town Board: Ayes: Supervisor Martocchia, Councilman
Rich, Councilman Homan, Justice Suter, Justice Doyen.
Moved by Councilman Homan, seconded by Councilman Rich, it was
RESOLVED that Terry Harnan be and she hereby is appointed to the
Southold Town Conservation Advisory Council for a period of two
years, effective February 1, 1974, term ending February 1, 1976.

Rich, Councilman Homan, Justice Suter, Justice Doyen.
Moved by Councilman Homan, seconded by Councilman Rich, it was
RESOLVED that Mabel Lytle be and she hereby is appointed to the
Board of Assessment Review for a period of five years, effective
February 22 , 1974, term ending February 22 , 1979.

Moved by Justice Suter, seconded by Councilman Homan,
WHEREAS Frederick Rees and Harold Reese have made application to
the Town Board to dedicate certain highways at Southold to be known
as Harbor Lights Drive, Brigantine Drive, Anchor Lane, Windjammer
Drive, Clipper Drive., more fully described in said
petition, together with release executed by the owners thereof, and
WHEREAS the Highway Superintendent has inspected the said highways
and has advised the Town Board that said proposed highways comply
in all respects with the specifications for the dedication of highways
in the Town of Southold,
NOW, THEREFORE, BE IT RESOLVED that the Town Clerk be and he hereby
is authorized and directed to forthwith cause the dedication, release
and deed to be recorded in the off ice of the Clerk of the County of
Suffolk.

(a) - 2, 500 tons of 3/8" Blue Stone, to be delivered
. by truck to the Highway. Department Yard, at
Peconic, N.Y. , and each truck must have a
weight slip.
(b) - Price loaded on -Town Trucks, from Barge, at
Mattituck, New York.

On motion of Councilman Homan, seconded by Councilman Rich, it .was
RESOLVED that General bills in the amount of $24, 059.61; Fishers
Island Ferry District bills in the amount of $44, 970. 58; Highway
bills in the amount of $16, 109. 31; and Special District bills in
the amount of $44; 626. 32 be and the same are hereby ordered paid.

Mrs. Jean Tiedke and Mrs— Loraine Terry discussed the wetland
problem at Hummels Pond, Southold.
There was a discussion- relative to teenage centers and- youth activitie
Mrs. Loraine Terry suggested an extension of Mill "Creek bridge for
fishing.
Mrs. Gladys Csajko, President of the Council of Allied Associations
of the North Fork Taxpayers Association, Inc. read a 'letter to the
Town Boar d (copy of which is on file in the Town Clerk 's Office) ,
protesting the Town Board offering only one Town Hall site to the
voters at the Special Election to beheld March 5, 1974.-
Lengthy discussion was held relative to the location and building
of a new town hall by many interested citizens present at this
meeting.
Meeting adjourned at 6 :05 P.M.
