5 don ' t have a social worker or a
6 caseworker on our island . And we ' re
7 trying to figure out how we can connect
8 with resources and get some really
9 practical help with some residents who
10 could benefit from that . And I really
11 wanted to figure out who we should be
12 talking with, get that going in a
13 positive direction? Thank you .
14 SUPERVISOR AL KRUPSKI JR . : Thank
15 you . I would say start calling my
16 office and speak to the Government
17 Liaison . 765- 1889 . I can give it to

19 UNKNOWN SPEAKER : Is there
20 anything new with the Department of
21 Motor Vehicles for Fishers Island
22 that ' s gone on for three years ? I ' m
23 working after it went in, and we ' ve
24 been promised somebody to come with a
25 computer, if they -- nothing ' s ever

1 happened, along with a lot of other
2 things .
3 SUPERVISOR AL KRUPSKI JR . : We had
4 our two State representatives to our
5 Town Board Work Session last month,
6 Tommy John Schiavoni , Assemblyman and
7 Senator Anthony Palumbo . And I don ' t
8 think that came up during our
9 discussions . They came to our work
10 session to talk to us , to address a lot
11 of --
12 COUNCILWOMAN ALEXA SUESS : It was
13 addressed .
14 SUPERVISOR AL KRUPSKI JR . : Was
15 it? A lot of other issues in the State
16 budget, and that ' s why we asked them
17 in, so we ' d get the answers from them,
18 State budget .
19 JUSTICE KATE STEVENS : Yeah, and
20 then we have had several meetings
21 directly with Tommy John Schiavoni ,
22 Louisa and Beth Cashel and myself and
23 his assistant Cole . They kind of died
24 off kind of into -- the sort of
25 springtime , and hoping to get those

1 rebooted . I think we kind of -- We
2 missed this budget cycle . It ' s all --
3 It all came down to getting it into
4 -- it was in committee . So it ' s
5 moving along, but it ' s just not there .
6 So we -- So I think what we need to do
7 is follow-up probably . We learned
8 about some other issues that we asked
9 about . If we follow-up kind of in
10 November and start writing and get
11 kind of really vocal about it , that
12 will definitely get it before people .
13 I think the way it stood was there
14 was a lot of research in having an
15 actual office here on Island and
16 having it create some town, some
17 Island jobs . That, once it was looked
18 into a little more detail , was
19 discovered wasn ' t realistic because
20 the muscle memory of knowing what to
21 do in that job wasn ' t going to be
22 there because you ' re only going to be
23 doing it a few times a year . So the
24 thinking was to pivot and look at is
25 there a way we can get a mobile unit

1 out here or can we return to getting
2 some DMV workers out here, and use
3 the equipment that ' s actually already
4 installed in the Community Center to
5 do it . So we either bring their own
6 in a mobile unit or use this as a
7 remote office, but use them as the
8 workers . And then kind of the
9 remaining piece on that is , is
10 approaching them about that and then
11 getting the funding for it . Because I
12 think there was a moment when it looked
13 like the Town was going to be funding
14 it, but that -- that was never really
15 going to be possible because it ' s a New
16 York State funding source . So -- and I
17 misspoke it ' s actually -- I ' m mixing up
18 two things . It ' s not in Code
19 Committee . The Justice of -- the peace
20 officers is in Code Committee . There
21 are a couple of things that are running
22 up the flagpole that isn ' t there yet ,
23 and so we actually have to get it
24 moving .

1 to keep the pressure out of state for
2 us representing the whole county, but
3 specifically Fishers Island . It ' s
4 going on so long now . But it ' s a real
5 hardship for us people to let us hold
6 people on the ground .
7 JUSTICE KATE STEVENS : Agreed .
8 And when one of the meetings this
9 morning we talked generally about the
10 jurisdictional hardships that we have
11 and having recreating the meeting that
12 we had kind of on mainland, Long
13 Island and get the same representatives
14 here on Fishers Island . And really
15 hearing the whole host of issues that
16 we ' re facing and just try and get
17 these things pushed along . So thank
18 you for bringing that up .
19 COUNCILWOMAN JILL DOHERTY : And I
20 just wanted to notice that for the
21 people who don ' t know the Senate and
22 assembly there -- they operate through
23 January through June, and that ' s why we
24 have to wait till November now .
25 UNKNOWN SPEAKER : This is just a

1 better way to do meetings with the
2 Town Board and the Town Board -- The
3 Town Board doesn ' t get a chance to see
4 the issues sometimes and talk to the
5 people . So I love this , but it would
6 also be great if you need a state
7 representative to come and do it by
8 ( Inaudible . )
9 SUPERVISOR AL KRUPSKI JR . : We ' ll
10 try . Thank you . Would anyone else
11 like to address the Board?
12 UNKNOWN SPEAKER : I have a
13 question in regard to prioritizing the
14 repair of certain roads . Let ' s say the
15 process to do that -- others seem to be
16 in the same kind of disrepair for a
17 long time . And how do you decide or
18 who decides what roads are fixed?
19 SUPERVISOR AL KRUPSKI JR . : I can
20 generically answer that in that we
21 are -- everyone feels the same way
22 about their road . I ' m gonna defer to
23 the Town Highway Superintendent, Dan,
24 because you are actually doing it
25 professionally and you ' d have a better

1 answer .
2 UNKNOWN SPEAKER : So the question
3 is , I understand it -- it just seemed
4 that some of the roads that have been
5 fixed over the last several years ,
6 great . Other roads seem to be in
7 really poor shape . I ' m just wondering
8 how you prioritize that we ' re gonna fix
9 this road, but this road doesn ' t get
10 fixed, goes on for what it seems like
11 for a long time .
12 DANIEL GOODWIN : I mean, the
13 simple answer to all this comes down to
14 funding, right . And this is a problem
15 across the town, as all of our problems
16 are unfortunately . Over here it ' s just
17 sort of exacerbated due to the cost of
18 construction, which I ' m sure
19 everybody ' s very familiar with here .
20 You know, we did that very significant
21 sidewalk project here last year . You
22 know, in anticipation for road paving
23 to happen in that area next . You know,
24 if you have a sidewalk alongside a
25 road, the sidewalk needs to be brought

1 to ADA compliance prior to road being
2 paved . There ' s other areas that were
3 paved that sidewalks have been
4 completed . Drainage work had been
5 completed prior to road repaving . One
6 of the roads was left over from the
7 last time paving was done here 10 plus
8 years ago . So it was thought that was
9 a good idea to tie that off . Fishers
10 Island is unique in the fact that it is
11 the only hamlet that has its own
12 capital budget line for road paving .
13 Okay . So every year there is the
14 equivalent amount of money carved out
15 of our budget in relation to the total
16 percentage of roads on this Island . No
17 other hamlet enjoys that benefit .
18 Okay . So you basically have a piggy
19 bank there that ' s collecting funding .
20 And when we get to a point that we have
21 a substantial enough amount of money to
22 do a substantially sized project, that
23 we can buy the material at a quantity
24 at an economy scale, that makes sense
25 we do a project . That ' s generally

1 going to be about every four years . So
2 we paved here two years ago . We ' re
3 looking at another year to two before
4 we come back to do another road paving
5 project here . And in the meantime, we
6 have sidewalk work being done . We ' ll
7 work on drainage in other areas on
8 roads that we ' re targeting paving .
9 It ' s just the kind of the way it is
10 unfortunately, unless we look at other
11 means to sort of increase the revenue
12 that we have to work with, to pave
13 roads .
14 UNKNOWN SPEAKER : Does the
15 buildings fall into the same categories
16 --
17 DANIEL GOODWIN : So like the
18 building -- that ' s -- so highway is a
19 part of the town function That ' s a
20 better question for the Town Board .
21 JUSTICE KATE STEVENS : : Can we
22 just follow-up though about the
23 sidewalk work, and just to point out
24 that two of three phases have been
25 completed on that . So there ' s an

1 additional phase that we put in for
2 Community Project Funding to finish
3 coming all the way to the school , I
4 believe . So that ' s in the future . But
5 in the meantime , we need to take good
6 care of the sidewalks we have and
7 change our habits and not park on the
8 sidewalk . Because that is what ' s
9 creating the buckling . So it ' s going
10 to take kind of a cultural shift to
11 actually park on the grass and not on
12 the sidewalk . Just wanted to get that
13 out there .
14 SUPERVISOR AL KRUPSKI JR . : And
15 yes , as far as the building priorities
16 go, there all seem to be a priority
17 there . We ' ve got a lot of structural
18 issues that we ' re dealing with in
19 Southold also on our building . So we
20 are committed to fixing up the trooper
21 barracks for the police department, and
22 we ' re still working on the bank
23 building that the Town bought a few
24 years ago . If you come through
25 Southold, you see the Town Board bought

1 the Southold Savings Bank . We ' re in
2 the process of moving the clerk over
3 there to make room for other buildings ,
4 but we continue to be plagued with
5 mechanical issues on old buildings .
6 UNKNOWN SPEAKER : ( Inaudible . ) --
7 who ' s gonna -- what building is going
8 to be fixed and what roads ? Who makes
9 that decision?
10 SUPERVISOR AL KRUPSKI JR . : The
11 Town Engineer, we ' re all partners in
12 this . The Town Engineer, the Highway
13 Superintendent, as far as , the roads
14 and sidewalks go, they have a handle on
15 that, but they ' re also doing when it
16 comes to -- Dan mentioned roads and
17 sidewalks , but we weren ' t having a good
18 discussion about the utilities here
19 today also . And the amount of work
20 that ' s done in town with our Highway
21 Department . And also in conjunction
22 with our -- because we have a national
23 or state utility company PSEG there
24 that the tree trimming takes place on a
25 regular basis . And because that work

1 is coordinated, we don ' t have a lot of
2 power outages when the wind blows and
3 from regular storm damage . So all that
4 plays into one thing . And as far as
5 the buildings go, we are -- we are
6 doing the best we can . As far as it ' s
7 -- and a lot of it ' s scheduled, and a
8 lot of it then has to wait, if we have
9 time . We have to do as best as we ' re
10 abatement in one building that has to
11 get bit out . And it all takes time,
12 but we ' re -- we don ' t just wait till
13 that ' s done to go to the next one . We
14 try to do them all at the same time .
15 UNKNOWN SPEAKER : The Town has
16 given us a little side pot of money for
17 projects . Would there be any
18 possibility of the Town giving us a
19 little pot of money to put -- that ' s
20 coming in from this tax increase for
21 community housing? Because as I sort
22 of understood the Town is beginning to
23 use that money for first-time home
24 buyers . And some of the uses on the
25 North Fork aren ' t the same as what we

1 need . Like we -- if we want people to
2 put in ADU ' s , we can ' t just say that ' s
3 for year-round residents to do .
4 Because it ' s our seasonal residents who
5 really might be incentivize to put in
6 an ADU on their property, that would
7 benefit year-round community, but I
8 don ' t think it ' s structured in the Town
9 yet to accommodate that . So I was
10 wondering, like is there a way to sort
11 of put aside a little of this tax money
12 so that we don ' t sort of lose out?
13 Since we ' re paying into it , it
14 obviously has to go to everybody . But
15 that was my thought .
16 COUNCILWOMAN JILL DOHERTY : If I
17 may . So we had a very productive
18 meeting here this morning . And it ' s
19 legally -- it ' s hard to put aside some
20 money for a single hamlet ; however, we,
21 the planners and the people that were
22 here today, were going to structure the
23 housing plan, where we have a unique
24 part of it for Fishers Island and work
25 with all of you, and the fire

1 department and the utilities to
2 accomplish what you need here .
3 Uniquely, so it wouldn ' t be a certain
4 percentage of that set aside . It still
5 will come from the same pot, if
6 necessary, but we would have special --
7 specific rules just for Fishers Island
8 that would not spill over to other
9 hamlets , which will take a lot of
10 attorney words and things like that .
11 So we have a lot of work to do, but
12 we ' re all on the same page . And we all
13 feel it can be accomplished, and fairly
14 soon .
15 TOWN ATTORNEY BEN JOHNSON : And
16 just to piggyback on that . The State
17 actually won ' t let us like take funds
18 and put them into a separate account in
19 that way . It ' s not permitted .
20 UNKNOWN SPEAKER : ( Inaudible . )
21 SUPERVISOR AL KRUPSKI JR . : I
22 think it ' s -- but I think the whole
23 point, and I think we were both on the
24 Board when we passed the original ADU
25 law years ago, almost 20 years ago . We

1 want to make sure they ' re not just two
2 family . You ' re not doubling density
3 that these ADU ' s are going on parcels
4 that are your primary residence . So
5 that there is some regulation there
6 because otherwise, if you just have two
7 family rentals , there ' s no regulation
8 if you ' re living there . There ' s sort
9 of a -- it ' s your -- it ' s your home and
10 the ADU ' s are very strictly controlled
11 by the -- by the Town as to who ' s
12 allowed to live in those . And they ' re
13 not -- as of right , if you sell the
14 property, that right doesn ' t
15 necessarily transfer with the deed .
16 JUSTICE LOUISA EVANS : And I
17 also just wanted to point out to --
18 to answer your question, that the
19 Board is focusing right now on the
20 first time homeowner program in terms
21 of writing the code and clarifying
22 that, but that ' s not that that ' s
23 getting the priority in terms of
24 funding . It ' s just getting the
25 priority brain power right now . We

1 have to do things one step at a time .
2 So we will also be addressing the ADU,
3 and all this feedback will help with
4 that . And also the developer
5 subsidies , the whole host of community
6 housing tools are really being refined
7 right now . So the headline is --
8 there ' s a lot of focus right now on
9 first time homeowner, but that ' s
10 just -- that ' s what we ' re thinking
11 about and finalizing . That ' s not
12 what ' s getting priority for funding .

15 attorney is going to answer that for
16 you .
17 TOWN ATTORNEY BEN JOHNSON : Sure .
18 So unfortunately, we can ' t really
19 comment . It ' s currently being
20 litigated . So I really can ' t make any
21 public statements and have to advise
22 the Board on the same . Unfortunately,
23 that ' s as much as I can give .

3 that point of you being much more
4 ready, I have to -- I have to agree and
5 I ' ve had numerous discussions both with
6 Kate Stevens and with our Planning
7 Director, Heather Lanza about that .
8 You know, when there ' s community
9 consensus like this and clear
10 direction, it does make it easy . And
11 we ' ve had that -- those discussions
12 about breaking this out of the process
13 and approving certain things for
14 Fishers Island, as we move through
15 the -- as we move through that zoning
16 update . So yes , that ' s been -- that ' s
17 been discussed because -- and the
18 amount of community engagement here is
19 really what ' s -- what ' s driving that .
20 So it ' s very helpful .

4 you . Thank you . We do have someone on
5 Zoom .
6 BENJA SCHWARTZ : I wish I could
7 have been there today . Over here in
8 Cutchogue on the beautiful North Fork .
9 I ' d like to congratulate our Town Board
10 member and Fishers Island Town Board
11 Member, Kate Stevens , on our first
12 Fishers Island meeting . It used to be
13 called the Tan Fathers meeting, but I
14 don ' t think that ' s politically correct
15 anymore . I myself, have been a Summer
16 resident of the North Fork since the
17 60 ' s and year round since the 70 ' s .
18 Worked with Hargrave Vineyard . And I
19 like to follow along with the Town
20 government , although I have no official
21 connection with it . I have a question
22 about the resolution today when you ' re
23 accepting the resignation of Sonia
24 Spar . The resolution reads , she
25 resigned from the position of part-time

1 community service worker for the
2 Supervisor ' s Office . I wasn ' t aware
3 that she was playing that role , but I
4 was aware that she had roles as a
5 Communications Coordinator with the
6 Southold Office of Emergency Management
7 and possibly with the whole Town
8 government . I think she was -- or
9 is -- I ' m asking, is she still co-chair
10 of the Anti-Bias Task Force , and is she
11 still a Communications Director? Does
12 she have any other roles ?
13 COUNCILMAN BRIAN MEALY : I can
14 speak to her role with Anti-Bias Task
15 Force . She is a co-chair emeritus of
16 Anti-Bias Task Force and a current
17 member . We have two new co-chairs , so
18 she is no longer the co-chair, but
19 co-chair emeritus for Anti-Bias Task
20 Force . I don ' t know if Al wants to
21 speak to the other issue .
22 SUPERVISOR AL KRUPSKI JR . : -- to
23 be part of that in her role as the
24 part-time community service worker to
25 be part of that Emergency Management

1 Committee . So that was something that
2 she and I haven ' t discussed yet,
3 whether she ' s going to continue on that
4 or not, because that is mostly made up
5 of Town -- there are a few volunteers
6 who aren ' t in Town government , but
7 it ' s mostly Town employees who are
8 part of the Emergency Management
9 Committee .
10 BENJA SCHWARTZ : What happened to
11 the survey that she was spearheading on
12 communications in the Town government?
13 SUPERVISOR AL KRUPSKI JR . :
14 Councilwoman Suess can answer that .
15 COUNCILWOMAN ALEXA SUESS : Hi ,
16 Benja . Yes . So the survey has
17 concluded . I believe we spoke about
18 this at an earlier meeting . The
19 results , if you ' re interested in
20 looking at them, are on the homepage of
21 the Town website under Quick Links .
22 BENJA SCHWARTZ : I have been to
23 Fishers Island a couple of times , and
24 it ' s a very, very special part of the
25 world, as is the North Fork . But

1 Fishers Island, I think, has a
2 distinction of many things . Many, many
3 things . Miss Alice, the turkey weighed
4 over 60 pounds . The largest turkey in
5 the United States in the 1890 ' s , when
6 Fishers Island was a huge agricultural
7 powerhouse . Then in 1920 ' s , the
8 Olmstead Plan established private
9 covenants governing land use on the
10 island . And in 1957 , the Town of
11 Southold enacted zoning, which did not
12 replace the private covenant . So
13 currently Fishers Island is controlled
14 by both, and I don ' t believe there ' s
15 much farming going on the land . I ' ll
16 try to make this short . The farming on
17 Fishers Island -- my research and visit
18 to the wonderful museum you have there,
19 the Ferguson Museum, has taught me that
20 the nature of farming on Fishers
21 Island, the livestock farming there,
22 left a continuing legacy of land
23 degradation . However, that now Fishers
24 Island is engaged in considerable
25 modern ecological restoration, and the

1 end of the land, modern marine
2 aquaculture there, the fantastic
3 oysters that are grown, and the clean
4 waters . But getting back to the
5 relationship between the North Fork and
6 Fishers Island, both had huge part of
7 the Fishers Island livestock farming
8 was a duck industry, which Long Island
9 also had a very large commercial
10 duck -- widespread commercial duck
11 industry started in the 1870 ' s when
12 nine Peking ducks survived on a boat
13 from China . And it collapsed between
14 the 40 ' s , and I think the last big farm
15 was closed in 2015 , not that long ago .
16 But the environmental regulations in
17 the 60 ' s -- I know that the Town
18 Southold enacted a -- I believe the
19 duck law of the Town of Southold was
20 enacted before the -- before other

4 advise the farmers on the North Fork
5 who seem to have forgotten about the
6 experience that we had in the past .

8 maybe the Town will add some chicken
9 law . And I won ' t take up any more of
