We feel that the south channel should be the channel of choice, if temporary channel markers are absolutely necessary. The north rock lined channel poses hazards to navigation for people who are not fam- iliar with boating and or Hallock' s Bay. Additionally, the per- petual natural shoaling process where this channel crosses the south flat could necessitate periodic dredging. The south channdl has historically kept a navigable depth without need for dredging. And in general, we still are. There is one matter,however, about which I have written before, and about which I hoped that I would not have to write again. That is the matter of the channel markers in Hallock's Bay. When last it was proposed to force Narrow River Marina to remove these markers, I wrote to urge you to permit them to stay, and was very grateful that, at that time,you agreed. Now it seems we have to go through the whole exercise again-which is totally unnecessary,I believe, and an inexplicable waste of everyone's time. These markers provide access to the marina for its twenty or more boats, for perhaps five or six others which moor in that part of the creek, and the boats which use the adjacent launching ramp. These are not racing motor boats,jetskis and other noisy, dangerous or annoying noisemakers. Those nuisances roar into the creek, along the unmarked state park beach and out again. Perhaps you should pay attention to these nuisances instead. They are dangerous, a problem for wild-life and other people's peace of mind. The channel markers, on the other hand, are a totally natural part of the bay, provide a useful service to boaters in an area in which I have sailed ever since the days when Ed King owned the marina. The number of boats using these waters has not increased since those days, and the proportion of sailboats to motor boats is now as it was then. The markers pose no dangers to the wetlands;the animals and the environment. They are not esthetically troublesome, and they provide a useful service. The owners of the marina have invested much time,money and personal effort to keeping the marina and its surrounding waters as natural as it has always been. Please do not make the mistake of fixing what isn't broken, and incidentally,harming those who are not harming others. Thank you for your continuing care for the Town. With the intent to minimize the number of necessary piling while also minimizing the size due io the concerns of practicality and aesthetics we are offering several ideas so that an objective .conclusion is reached by the governing agencies. • Piling installed in a 2-pile cluster and bolted together, one horizontally and one with an approximate 30° ..batter offers the Ibest likelihood for survival in se:-ere ice conditions. • We feel that greenheart piling due to its density and strength would be the only type that would survive . singularly. • If piling were installed butt-end down, the tip end diameter would reflect approximately 8" - 9" in size as opposed to the 12" - 14" diameter in size. • The five day beacons will remain at five in order to minimally and adequately mark the channel way to Narrow River Marina. Box 672 Greenport, NY 11944 RE: Narrow River Marina - Resolution to rescind resolution of 5/26/93 - Channel Markers SCTM #27-2-4 Dear Mr. Wiggin: The following action was taken by the Southold Town Board of Trustees on Thursday, March 30, 1995; WHEREAS, the Southold Town Trustees and Senior Bay Constable inspected both the North and the South Channels in Hallock Bay on February 24, 1995, at low tide, and WHEREAS, the meteorologicalcondition of a brisk 20 to 25 kt N.W. wind resulted in an extremely low tide of at least l foot below normal, and WHEREAS, it was found through the use of a sounding stick that the South Channel had as a minimum depth at the two shallowest areas of the channel 2 1/2 feet, and WHEREAS, the majority (95%) of the South Channel had a minimum, depth of 3 1/2 feet or greater on February 24, 1995, and WHEREAS, the South Channel was found to have gently sloping sandy sides and a sandy bottom with only a small rocky area. at the western end that is no more than 5% of the length of the channel, and WHEREAS, the South Channel is significantly wider than the North Channel with room for the passage of boats traveling in opposite directions, and WHEREAS, the South Channel was found to be almost straight with only 2 right angle turns at the western end, and WHEREAS, the inspection of the North Channel revealed a deeper 4-9 feet rock lined narrow twisting channel, and WHEREAS, it was determined that at the low tide of February 25, 1995, a large portion of the rock wall lining the North Channel, where as close to the surface as 1 foot and even in a well. marked channel presented a extremely dangerous hazard to navigation, and WHEREAS, under normal low-tide conditions it appears that long portions of the rock wall lining the North Channel would be as close to the surface as two feet resulting in extremely dangerous hazards to boats that draw two feet or more of water, and WHEREAS, as at the Western end of the North Channel it was found that boats using this channel are forced to travel sideways in a strong current in order to pass between poles #5 and #6 of .latest plan resulting in. a hazardous navigation situation, and WHEREAS, it was found that the narrowness of the North Channel results in conditions where the sides of the channel are nearly vertical resulting in a extremely hazardous condition for F navigation. because there is no room for error when navigating portions of this channel, and WHEREAS, the 41 to 9 ' depth of the North Channel may attract large boats to attempt to navigate a channel that is dangerous for even small outboards under low water conditions, and WHEREAS, the Trustees have concluded from the inspection of the North Channel at Hallock Bay on Feb. 24, 1995 that this channel is extremely dangerous for navigation under low water conditions, and WHEREAS, Hallock Bay has been designated a CEA and a significant Coastal Fish and Wildlife Habitat area and, WHEREAS, Hallock Bay is the least developed creek in the Town of Southold, and WHEREAS, Hallock Bay is an extremely beautiful and unique area in the Town of Southold, and WHEREAS, Hallock Bay is one of the most productive shellfish growing areas in the Town of Southold, and WHEREAS, portions of the water of Hallock Bay have been closed to shellfishing due to high coliform counts, and WHEREAS, it is the responsibility of the Trustees to assure that their actions do not result in the, closure of any additional areas of shellfish beds, and WHEREAS, the establishment of a well marked 4-9 foot deep channel such as the North Channel, despite its dangerous nature, will allow the passage of boats large enough to have heads and potentially discharge raw sewage into Hallock Bay, and WHEREAS, the potential discharge of any sewage will have an extremely negative effect on the water quality and shellfishing certification of Hallock Bay, and WHEREAS, it has been suggested that the only appropriate markers for the Western end of the North Channel are permanent spiles, and WHEREAS, the placement of any permanent spiles in the waters of Hallock Bay will affect the aesthetic quality of Hallock Bay and thus adversely affect the health, safety and general welfare of the people of the Town, and WHEREAS, Hallock Bay is a historically and presently a popular Ice Boating .area which in an extreme Winter will completely ice up and the placement permanent spiles will be a extreme hazard to these Ice Boat activities, and WHEREAS, the South Channel can be adequately marked with floating markers, and WHEREAS, the South Channel has been determined to be safe and more than adequate to serve the needs of boats that are appropriate for use in Hallock Bay, THEREFORE BE IT RESOLVED that the Southold Town Trustees hereby rescind there resolution of May 26, 1.993 and hereby designate the South Channel of Hallock Bay as the official Town Channel and instruct the Town Bay Constable to mark the South Channel with temporary seasonal marker buoys to assure safe navigation into and out of Hallok Bay. With the intent to minimize the number of necessary piling while also minimizing the size due ttb the concerns of practicality and aesthetics we are offering several ideas so that an objective conclusion is reached by the governing agencies. • Piling installed in a 2-pile cluster and bolted together, one horizontally and one with an approximate 30° ..batter offers the best likelihood for survival in se:,ere ice conditions. • We feel that greenheart piling due to its density and strength would be the only type that would survive singularly. • If piling were installed butt-end down, the tip end diameter would reflect approximately 8" - 9" in size as opposed to the 12" - 14" diameter in size. • The five day beacons will remain at five in order to minimally and adequately mark the channel way to Narrow River Marina. Reevaluation of Permit Decision. This office may reevaluate its decision on this permit at any time the circumstances warrant.
