HomeMy WebLinkAbout06/25/2026 Historic Preservation Commission pur Unique SAUTHOLD u.UMC c AF19EFI, 1001 Regular Meeting Minutes TOWN HALLANNEX CONFERENCE ROOM Thursday, June 25, 2026 at 3:00 PM Attendees: Commissioner Mammina(Chairperson), Commissioner Surchin,Commissioner de Conciliis, Commissioner Ketcham,and Commissioner Sadar-Afkhami. Also Present: Kim Fuentes, Coordinator, and Julie McGivney,Assistant Town Attorney Additionally:Albert Krupski,Town Supervisor 3:06 P.M. Motion was offered to open the meeting. Vote of the Commission: Ayes: Commissioners Mammina, Surchin, de Conciliis,Ketcham,and Sadar-Afkhami. (This Resolution was duly adopted 5-0). WORK SESSION: 3:07 P.M. HOWARD SCHAFFER—660 King Street, Orient- for a Certificate of Appropriateness under Section 170-7(b)of the Southold Town Code at a registered landmark property concerning alterations and additions to a single family dwelling on the subject property; located at 660 King Street, Orient,NY. SCTM No. 1000-26-2-36. (DM) • Howard Schaffer, Owner and Carla Rykowski, Representative, appeared before the Commission and described the dwelling having been constructed in the mid 1700's. They further described,the proposed improvements,which included replacement of(6)windows with Anderson Series 400 Windows. • The size of the home is approximately 1,150 sq. ft. and the purpose of the alteration/addition is to enlarge the kitchen an additional 50 sq. ft. Window shutters to be used will be in character to a colonial/cape house and to the neighborhood. • The Commission requested revised plans with the following amendments: o Windows to be proposed as Architectural Series—Anderson A Series. p Depiction of First Floor plans with dimensions and also demolition to be shown. o Indicate Roof shingles to match in kind. p The siding is currently asbestos. Indicate siding of the new portion as painted wood or composite,to match. p Detail trim around windows to match existing. o Complete description of all materials to be used—manufacturer/model for door/windows/siding. • The applicant will submit hardcopies of the revised plans, as well as emailing a PDF of the plans to the Coordinator. • During the Regular Meeting,the Commission will make a motion to move the matter to a Public Hearing(conditioned upon receipt of revised architectural plans as listed above). Vote of the Commission: Ayes: Commissioners Mammina, Surchin, de Conciliis, Ketcham and Sadar-Afkhami. (This Resolution was duly adopted 5-0). Pledge of Allegiance APPROVAL OF MINUTES: A Motion was made to approve the prior meeting minutes of May 28,2026 by Commissioner Mammina, seconded by Commissioner de Conciliis. Vote of the Commission: Ayes.- Commissioners Mammina, Surchin, de Conciliis,Ketcham and Sadar-Afkhami . (This Resolution was duly adopted 5-0). RESOLUTION(S): 3:41 P.M.-HOWARD SCHAFFER—660 King Street,Orient Commissioner Mammina made a motion to move the matter(reviewed during the work session)to a Public Hearing to be held on July 23,2026; seconded by Commissioner Surchin,and conditioned upon receipt of revised architectural plans,as discussed.Vote of the Commission: Ayes: Commissioners Mammina, Surchin, de Conciliis, Ketcham and Sadar-Afkhami. Resolution was duly adopted 5-0). 4:01 P.M.—CHRISTOPHER AND ALYSSA CONSTANT—2655 Village Lane,Orient, SCTM No. 1000-26-1-22 (Lead DM) Commissioner de Conciliiis made a motion,seconded by Commissioner Mammina,to Amend Resolution No. 12.11.2025.1,to add the following(underlined below): Vote of the Commission: Ayes: Commissioners Mammina, Surchin, de Conciliis, Ketcham and Sadar-Afkhami. Resolution was duly adopted 5-0). THEREFORE,BE IT RESOLVED that the Southold Town Historic Preservation Commission determines that proposed improvements to the single family dwelling and exterior improvements to the detached garage,as depicted in the Architectural Plans(Sheets A-000 thru A-002,A-010,A-011, A-100, A-300 thru A302, A-350 thru A-352, A-600, A-700, and A701) prepared by Katherine Jean Samuels, Architect, last revised October 27, 2025, meet the criteria for approval under Section 170-8 (A)of the Southold Town Code; and OLD BUSINESS: 1. REVIEW HPC HANDBOOK-Part 1,Application Process. (AS, DM, MD). The Commission scheduled work session time to discuss the Handbook edits. The Commission postponed discussion to a later date. 2. SHILOH BAPTIST CHURCH—43100 County Road 48, Southold, SCTM No. 1000-135-3-22. The Church had made a request to be added to the Southold Town Historic Preservation Registry. Title and ownership of the Church has come into question. Further research is required. The Commission will tentatively meet at a work session with the Town Board on July 28,2026. 3. The Commission further discussed their window design preferences. Members were more inclined to choose Series A when Anderson products are being specified. 07/01/2026 Page 2 Lead (...)
