O. 1179 Southold, New York 11971 Dear Board Member, As you know, our application for the construction of a floating dock, catwalk and ramp will be up for discussion on the July 20th meeting. Our objective is to use this dock & creek for the safe launching and docking of manpowered wat- ercraft and to assist in the training and recreational use of Canoes & Kayaks. The low water in the "South Creek" affords us a safe area void of power boats, in which to introduce people to this low impact recreational sport and will not interfere with natural surrounding wetlands. The response to our program has been unbelievable with many local people as well as transient boaters who stay at our marina. The introduction and early training program has been tak- ing place in the marinas swimming pool, but this has been problem with our Swim Club members, because it takes away from their time in the pool. This is why we would like the use of a floating dock in the shallow water of the "So- uth Creek". Enclosed please find a recent article printed in the July 20th Suffolk Times and a copy of a letter that we agreed with, that no dredging and altering of shoreline would take place. Matt-A-Mar is not asking the Trustees for dredging permit and we are not interested in altering or touching the wetlands, only the Trustees help in approving this application for the catwalk, ramp and dock. Present were: I Stephen Angell, CAC Chairman; Robert Keith, CAC Member; and John Hagerty III, CAC Member. The following recommendations were passed at the meeting. RECOMMENDATION OF WETLAND APPLICATIONS L No. 1277 Moved by Stephen Angell, seconded by Robert Keith, it was RESOLVED to recommend . to the Southold Town Board of Trustees DISAPPROVAL of the Wetland Application of MATT-A-MAR MARINA 114-3-1 to install a 3' wide catwalk, CCA with 6'" ' •x •6"- x 20' spiles as supports, approximately 20 feet long running in a south/east direction from the "lift pit" area bulkhead, aT wide aluminum ramp, 20 long secured, to catwalk and floating on top of dock. A dock 6' wide 66' long build in 3 22' section, CCA. wood held by 4 spiles 35' x 12' and the 2 end spiles to have dolphin batters attached (total of 6 spiles) . I have a dock peratit..`for my property. ,Due to illness and major surgery, I have :not been able to build this dock. My intent is: �to do so soon. I question whether there will be room for me. 2 -- I have lived here for eleven years. In that time I have watched the destruction of the creek wetlands from the multitude of boats using the marina -- oil-'spills, garbage, waste, debris. I invite you all to come to my property and see for yourselves. 3 -- The noise level in the summer sometimes makes it impossible to enjoy the outdoors, particularly the marina's lousdpeakers. This- facility has been expanding like an octopus, choking the creek. The huge storage shed is an eyesore. Matt-A-Mar has already compromised the value of my property and jeopardized the ecology of the creek. I respectfully urge you to contain. it and control it. Terry Southold Town Clerk Southold Town Hall Main Road Southold, New' York 11971 Dear Judy: Transmitted herewith is the action taken by the Board of Trustees at their regular meeting held on December 26, 1985 regarding the wetland application of Matt-A-Mar Marina: RESOLVED to recommend to the Town Board Disapproval on the application of Matt-A-Mar Marina because of the agreement that was made 'several years ago not to expand. There was an illegal retaining wall put in, in an intertidal area where the wetlands were damaged and had to be restored. Rather than issue a violation, the Trustees accepted the contractors interpretation that no application was necessary. An agreement was then signed that no dredging would be done on the South side. There is no need for a dinghy dock. At low* tide there is no water there. The lighting and safety requirements will effectively remove the whole cove to wildlife feeding at night. The measures for mitigation did not include to bring the people to and from the boats, by launch. Trustee Smith will give a presentation to the Town Board at 11: 00 A.M. . Very truly yours, Henry P. Mattituck Fishing Station and Peterson's Pier are seasonal marinas located on the western shore of Mattituck Creek. Both are closed during the winter. Mattituck Fishing Station has approximately 30 boat slips and a fuel dock. During the winter, there are no boats present at this marina. Petersen's Pier is a marina where boats and skiffs are available to rent. At the time of the shoreline survey(December 1989),a few boats were still docked at Petersen's Pier. However,there were no services available at this marina. Commercial fishing vessels are docked in Mattituck Creek all year. There are two surf clam dredge boats docked on the eastern shore of the creek at the end of East Mill Road. Lobster boats and fishing dredge boats are docked at private docks noted at locations F and G on the accompanying map. Commercial fishing party boats are also docked in the creek. Marine construction boats have been observed docked at the shoreline just west of Petersen's Pier. Private recreational boats are kept at docks near many houses along the shore. Runoff Storm drains are found on many streets which border the shoreline of Mattituck Creek. These storms drains discharge into drain pipes,many of which empty Mattituck Creek. Following rainfall, runoff from nearby streets flows directly into the creek. The locations of storm drain pipes noted during the shoreline survey are shown on the accompanying map. Jackson Landing, Westphalia Avenue,South Drive and Bayview Avenue are roads with street drains that eventually discharge into Mattituck Creek. Other sources of rainfall runoff are various streets that end on the shoreline of Mattituck Creek. Rainfall runoff and runoff from nearby houses(lawn watering,car washing)can flow directly into the creek. Street ends are noted in the summary table below. Miscellaneous Water fowl have been observed in great numbers in Mattituck Creek. Swans, gulls, cormorants, ducks and herons have been observed in the creek. During the winter, there are often high concentrations of birds in the sheltered portions of the creek. There are abandoned oil storage tanks and asphalt tanks just inside Mattituck Inlet on the western shore. k KEY TO POLLUTION SOURCES: Mattituck Creek Drain pipes drain pipe (1): 24-inch pipe carries road runoff from street drains on Westphalia Avenue. 2 d �45 / drain pipes(2): two 12-inch metal pipes carry road runoff from Westphalia Avenue. drain pipe(3): one 18-inch pipe and one 12-inch pipe,both discharge through the bulkhead under the Old Mill Inn Restaurant. drain pipe (4): 4-inch pipe drain pipe (5): 12-inch pipe which carries road runoff from Knollwood Ave. drain pipe(8): two 36-inch pipes,drain a wetland on the opposite side of Wickham Road. drain pipe (9): 12-inch pipe in bulkhead of Mattituck Park District dock drain pipe (11): 18-inch cement pipe Several small pipes protrude through the bulkheads of residents'properties. They probably carry roof runoff or other outdoor household drainage. SUMMARY In the summer,at the height of the boating season,the water quality in Mattituck Creek can be affected by many pollution sources:marinas,discharge from the holding tanks of boats,increased resident population along the shoreline, and land runoff. During the winter,when the conditional harvesting program is operational,there are fewer pollution sources that can impact the water quality. The summer residents vacate their houses,the recreational boating season ends and marinas close. All pollution sources in Mattituck Creek must be monitored,especially during the operation of the conditional program. In 1988 there was a suspension of the program due to a malfunctioning septic system on the shoreline. Matt-A-Mar is presently engaged in establishing instructional, recreational and educational programs in Canoe/Kayak and Sea Kayaking. Our program will be under the direct supervision of Certified American Canoe Association Instructors . Basic Safety and Rescue, First Aid and CPR will be required of all our instructors . We seek to encourage and educate both the public and its members in the respect of the unique natural resources of the Inlet of Mattituck, the Long Island Sound, its many islands and the Peconic Bay. Low impact boating offers the unique opportunity to examine up close, the importance of land preservation, the protection of the environment and the wise stewardship of the outdoors . Matt-A-Mar is also committed in the sports promotion and sponsorship of Flatwater Slalom Racing. Closed-boat Whitewater Slalom Racing received great notoriety as an Olympic sports event in 1992 . With the coming of the Summer Olympics in 1996, Matt-A- Mar will be sponsoring two contenders for the USA Olympic Team, Brian Karlberg and Greg Snider . This summer, Matt-A-Mar will be hosting these two young athletes as part of the Canoe/Kayak program. Brian and Greg will be actively involved in the Instructional Program and the promotion of slalom racing, flatwater kayaking and sea kayaking. Our Canoe/Kayak Program will be offering all the latest in paddling and safety technology and all the necessary facilities to insure the success of the program and protection of the environment . Matt-A-Mar is proposing to build a ramp and a floating dock (6 'x 50 ' ) in order protect the uplands and create a safe access and landing point . Existing docks are not suitable for canoes and kayaks that average 14" in depth in midsection . Their unique handling, size and design require a separate and stable dock with rails . The preferred landing, however, is the beach. The average weight of a canoe or kayak can reach 64 lbs . Upon beaching, these boats would have minimum impact on the beach. Your support will help develop a recreational and educational facility for our members and the public . O. 1179 Southold, New York 11971 Dear Board Member, As you know, our application for the construction of a floating dock, catwalk and ramp will be up for discussion on the July 29th meeting. Our objective is to use this dock & creek for the safe launching and docking of manpowered wat- ercraft and to assist in the training and recreational use of Canoes & Kayaks. The low water in the "South Creek" affords us a safe area void of power boats, in which to introduce people to this low impact recreational sport and will not interfere with natural surrounding wetlands. The response to our program has been unbelievable with many local people as well as transient boaters who stay 'at our marina. The introduction and early training program has been tak- ing place in the marinas swimming pool, but this has been problem with our Swim Club members, because it takes away from their time in the pool. This is why we would like the use of a floating dock in the shallow water of the "So- uth Creek". Enclosed please find a recent article printed in the July 20th Suffolk Times and a copy of a letter that we agreed with, that no dredging and altering of shoreline would take place. Matt-A-Mar is not asking the Trustees for dredging permit and we are not interested in altering or touching the wetlands, only the Trustees help in approving this application for the catwalk, ramp and dock. Our objective is to use this dock & creek for the safe launching and docking of manpowered wat- ercraft and to assist in the training and recreational use of Canoes & Kayaks. The low water in the "South Creek" affords us a safe area void of power boats, in which to introduce people to this ,low impact recreational sport and will not interfere with natural surrounding wetlands. The response to our program has been unbelievable with -many local people as well as transient boaters who stay at our marina. The introduction and early training program has been tak- ing place in the marinas swimming pool, but this has been problem with our Swim Club members, because it takes away from their time in the pool. This is why we would like the use of a floating dock in the shallow water of the "So- uth Creek". Enclosed please find a recent article printed in the July 20th Suffolk Times and a copy of a letter that we agreed with, that no dredging and altering of shoreline would take place. Matt-A-Mar is not asking the Trustees for dredging permit and we are not interested in altering or touching .the wetlands, only the Trustees help in approving this application for the catwalk, ramp and dock.
