Based upon the information provided on the LWRP Consistency Assessment Form submitted to this department, as well as the records available to me, it is my recommendation that the proposed action is CONSISTENT with the policies of the LWRP as follows: Policy 1: Foster a pattern of development in the Town of Southold that enhances community character, preserves open space, makes efficient use of infrastructure, makes beneficial use of a coastal location, and minimizes adverse effects of development. Policy 13., Promote appropriate use and development of energy and mineral resources. 13.2 Promote alternative energy sources that are self-sustaining, including solar and wind powered energy generation. Currently, Fishers Island receives all of its electricity from a subsea cable from Connecticut with an on-island diesel generator for emergencies. The change in zoning allows the District to lease the land to a developer to build a solar array is consistent with Policy 1 because it makes efficient use of infrastructure. The addition of a solar array is consistent with Policy 13.2 because it is self-sustaining energy source. This partnership will lower the island's carbon footprint and create a revenue stream for the District. The proposed action has been reviewed to Chapter §268, Waterfront Consistency Review of the Town of Southold Town Code and the Local Waterfront Revitalization Program (LWRP) Policy Standards.
