Regular Meeting Minutes
TOWN HALLANNEX CONFERENCE ROOM
Thursday, May 28, 2026 at 3:00 PM
Attendees: Commissioner Mammina, Commissioner Surchin, Commissioner de Conciliis, and
Commissioner Ketcham.
Also Present: Kim Fuentes, Coordinator, Julie McGivney,Assistant Town Attorney
3:11 P.M. A Motion was offered to open the meeting. Vote of the Commission: Ayes:
Commissioners Mammina, Surchin, de Conciliis, and Ketcham. (This Resolution was duly adopted 4-
0). (Commissioners Wexler, Woodhouse and Sardar-Afkhami Absent)
3:12 P.M. —A Motion was offered by Commissioner Mammina, seconded by Commissioner Ketcham
to enter into Executive Session in order to receive Attorney Advice. Vote of the Commission: Ayes:
Commissioners Mammina, Surchin, de Conciliis and Ketcham. This Resolution was duly adopted (4-

Conciliis to exit the Executive Session. Vote of the Commission: Ayes: Commissioners Mammina,
Surchin, de Conciliis and Ketcham. This Resolution was duly adopted 4-01.
WORK SESSION: 3:30 P.M.
3:30 P.M. - SHILOH BAPTIST CHURCH—The Church had made a request to be added to the
Southold Town Historic Preservation Registry and National Registry. The Church is located at
43100 County Road 48, Southold,particularly known as Suffolk County Tax Map No. 1000-135-
3-22.
Church Representatives, Linda Johnson and Pam Rollins, appeared before the Commission to
discuss the following:
➢ The HPC made a recommendation to the Town Board in Resolution dated October 24,
2024 (Res.No. 10.24.2024.1)to designate the Shiloh Baptist Church as a Historic
Landmark. Commission members and Assistant Town Attorney will schedule a work
session with the Town Board to review their request to be added to the Town's Historic
Registry.
➢ The Church requested assistance from the HPC relating to funding (State/National) in order
to renovate the Church Building. During the meeting,the Executive Director, Darren St.

George of the Southold Historical Society introduced himself to the church representatives,
and offered his assistance.
3:40 P.M. -ROBERT ALLER,595 KING STREET —for a Certificate of Appropriateness
under Section 170-7(b) of the Southold Town Code at a registered landmark property concerning a
proposal to replace windows and doors to an existing single family dwelling; located at 595 King
Street, Orient,NY. SCTM No. 1000-26-1-30. (MD)
• The applicant/owner, Robert Aller, appeared before the Commission to discuss proposed
improvements.
• The proposed improvements, consisting of replacing existing windows and doors with
Marvin Elevate Wood Ultrex Exterior windows, inside Wood Dutch door and Mahogany
Wood storm doors, further described in the application and as depicted in submitted
specification sheets date stamped May 14, 2026,
• The Commission will grant approval of a Certificate of Appropriateness during the Regular
Meeting.
3:50 P.M.—SOUTHOLD HISTORICAL SOCIETY —for a Certificate of Appropriateness
under Section 170-7(b) of the Southold Town Code at a registered landmark property concerning a
proposal to construct egress stairs at the rear of a commercial building (museum); located at 54325
Main Road, Southold,NY. 1000-61-2-10.3 (AS)
• The applicant's representatives, Darren St. George, Executive Director, and Glenn
Heidtmann, appeared before the Commission to discuss the proposed egress stairs.
• The submitted plans are described as proposed aluminum egress stairs to be constructed in
the rear of the museum, from second floor to grade, as depicted in Architectural Plans,
Sheet A-1, prepared by Robert Stromski, Architect, last revised May 15, 2026.
• The application included a survey dated June 16, 1970 (with handwritten notes) which the
Commission determined does not show all existing improvements/structures. A member of
the Building Dept. staff informed the coordinator that they will not require an updated
survey prior to issuing a Building Permit. The Commission agreed that an updated survey
by a licensed surveyor will not be required.
• The Commission will grant approval of a Certificate of Appropriateness during the Regular
Meeting.
REGULAR MEETING: Called to Order: 4:00 PM
Commissioner Mammina, seconded by Commissioner de Conciliis made a motion to Close the Work
Session and Open the Regular Meeting. Vote of the Commission: Ayes: Commissioners Mammina,
Surchin, de Conciliis and Ketcham. (This Resolution was duly adopted 4-0).

APPROVAL OF MINUTES: A Motion was made to approve the prior meeting minutes of April 23,
2026 by Commissioner Mammina, seconded by Commissioner de Conciliis. Vote of the Commission:
Ayes: Commissioners Mammina, Surchin, de Conciliis and Ketcham. (This Resolution was duly
adopted 4-0).
RESOLUTIONS:
ROBERT ALLER, 595 KING STREET - Resolution#05.28.2026.1
✓ The Commission has determined that pursuant to Chapter 170-4(E)(2) of the Southold Town
Code, the Commission has the authority to determine that some proposals do not rise to the level
of requiring a public hearing; as the proposal is de minimis in nature; and
✓ The Commission has determined that the subject application for the Certificate of Appropriateness
is de minimis in nature and therefore does not require a Public Hearing.
✓ The Commission approves the request for a Certificate of Appropriateness to replace windows
and doors to the existing single family dwelling, subject to approvals by all involved agencies.
See resolution.
Vote of the Commission: Ayes: Commissioners Mammina, Surchin, de Conciliis, and Ketcham(This

✓ The Commission has determined that pursuant to Chapter 170-4(E)(2) of the Southold Town

a) Review HPC Handbook-Part 1, Application Process. (AS, DM, Ml)). No movement at this time.
The Commission has set time during the June 25,2026 meeting to discuss the Handbook edits.

Motion to adjourn the meeting was made by Commissioner Mammina, seconded by
Commissioner Surchin. Vote of the Commission: Ayes: Commissioners Mammina, Surchin, de
Conciliis and Ketcham. Resolution was duly adopted 4-0).
Next HPC work session and regular meeting, with Zoom access, scheduled for June 25, 2026 in the
Annex Building, Second Floor Conference Room at 3:00 PM.
PLEASE NOTE:2026 Meetings:June 25, 2026, July 23, 2026,August 27, 2026 and September 24,
2026. All meetings of the Commission will begin at 3:00 PM
