Regular Meeting Minutes
TOWN HALLANNEX CONFERENCE ROOM
Thursday, April 23, 2026 at 3:00 PM
Attendees: Commissioner Mammina, Commissioner Wexler, Commissioner de Conciliis, and
Commissioner Ketcham.
Also Present: Kim Fuentes, Coordinator
3:10 P.M. A Motion was offered to open the meeting. Vote of the Commission: A.
Commissioners Mammina, Wexler, de Conciliis, and Ketcham. (This Resolution was duly adopted 4-
0). (Commissioners Surchin, Woodhouse and Sardar-Afkhami Absent)
WORK SESSION: 3:10 P.M.
SHILOH BAPTIST CHURCH—The Church has made a request to be added to the Southold
Town Historic Preservation Registry and National Registry. The Church is located at 43100
County Road 48, Southold, particularly known as Suffolk County Tax Map No. 1000-135-3-22.
The Coordinator reviewed with the Commission:
1. On April 14, 2026, the Coordinator was contacted by a former member of the Church to
request assistance, again, to move forward with Southold and National registry and thereby
establishing the Church as a historic landmark.
2. The coordinator reviewed with the Commission the applicant's file which contained:
a. A recommendation to the Town Board to add the Church to the Town Registry dated
October 24, 2024.
b. A Town Board resolution dated August 15, 2023 supporting the Church for acceptance
on the National Registry.
c. An email from Tara Cubie,prior Commissioner, offering advice to the current
members. (Emails and resolutions discussed were forwarded to the members.)
It was decided that both Commissioners Mammina and de Conciliis will establish contact with the
Church representatives and continue the process of establishing the Church as a historic landmark.
DANI FOX-MILLS—for a Certificate of Appropriateness under Section 170-7(b) of the Southold
Town Code at a registered landmark property concerning the installation of a six(6) feet Natural
Cedar Wood fence and gate surrounding an in-ground swimming pool upon the subject property;
located at 22494 Main Road, Orient. SCTM No. 1000-18-1-14. (DK)

• The applicant's representative, David Freeborn of Islandia Pools appeared before the
Commission to review the illustrated specifications of the tongue and groove Cedar Wood
fence which will remain natural.
• According to the Town Code, a six feet fence may be erected in the secondary front yard as
long as it is setback 10 feet from the properly line. A revised copy of a survey showing the
fence location will be resubmitted to depict conformance with the Town Code.
• The Commission will grant approval of a Certificate of Appropriateness during the Regular
Meeting.
REGULAR MEETING: Called to Order: 3:33 PM
Commissioner Mammina, seconded by Commissioner Wexler made a motion to Close the Work
Session and Open the Regular Meeting. Vote of the Commission: Ayes: Commissioners Mammina,
Wexler, de Conciliis and Ketcham. (This Resolution was duly adopted 4-0).

APPROVAL OF MINUTES: A Motion was made to approve the prior meeting minutes of March 26,
2026 by Commissioner Mammina, seconded by Commissioner de Conciliis. Vote of the Commission:
Ayes: Commissioners Mammina, Wexler, de Conciliis and Ketcham. (This Resolution was duly
adopted 4-0).
RESOLUTIONS:

✓ The Commission has determined that pursuant to Chapter 170-4(E)(2) of the Southold Town
Code,the Commission has the authority to determine that some proposals do not rise to the level
of requiring a public hearing, as the proposal is de minimis in nature; and
✓ The Commission has determined that the subject application for the Certificate of Appropriateness
is de minimis in nature and therefore does not require a Public Hearing.
✓ The Commission approves the request for a Certificate of Appropriateness to erect a six (6) feet
Natural Cedar Wood Fence and Gate surrounding an in-ground swimming pool, subject to
approvals by all involved agencies.
Vote of the Commission: Ayes: Commissioners Mammina, Wexler, and Ketcham (This Resolution
was duly adopted 4-0).
OLD BUSINESS:
a) Review HPC Handbook-Part 1, Application Process. (AS, DM, MD). No movement at this time.
The Commission will set aside time during the June 25, 2026 meeting to discuss the Handbook
edits.

Motion to adjourn the meeting was made by Commissioner Mammina, seconded by
Commissioner Wexler. Vote of the Commission: Ayes: Commissioners Mammina, Wexler, de
Conciliis and Ketcham. Resolution was duly adopted 4-0).
Next HPC work session and regular meeting, with Zoom access, scheduled for May 28,2026 in the
Annex Building, Second Floor Conference Room at 3:00 PM.
PLEASE NOTE:2026 Meetings: June 25, 2026, July 23, 2026 and August 27, 2026. All meetings
of the Commission will begin at 3:00 PM
