The Southold Town Board and our community are committed to creating affordable housing opportunities. Increasing the amount of affordable housing to sustain our year-round population is a key component of the Southold Town 2020 Comprehensive Plan,with the stated goals of creating affordable housing, promoting awareness about housing issues, retaining residents in existing housing, protect quality of life,and develop best practices in housing. We are making progress.The voters of Southold Town approved a 2022 permissive referendum to establish the Community Housing Fund, a 0.50%tax on real estate transfers to support community housing initiatives.A Community Housing Advisory Board made up of elected officials, professionals,and community members was created to draft the Community Housing Plan,which was adopted by the Town Board after extensive community input. Additionally,the Town created a de facto Community Development and Housing Department and the position of Community Housing Project Supervisor to oversee our Community Housing programs. Becoming a certified Pro-Housing Community provides priority access to significant NYS grant funds to increase our year-round housing supply, allowing more families to live,work, and attend school in our community. We appreciate that the program now offers a pathway to certification that is not tied to specific growth targets. It would be difficult for Southold to increase the housing stock by 1% in one year, or 3%over three years, as was previously required. Over the decades,the Town has dedicated much time and effort,as well as creating opportunities for community input,to plan for the future through carefully considered zoning and land use. In the processes of these various planning initiatives,we have addressed the unique circumstances Southold faces. Southold is essentially a relatively small peninsula, encompassing 163 linear ft. of shoreline. Our coastal areas are vulnerable to erosion, particularly on lands that front Long Island Sound, and where erosion has accelerated in recent years. Our two major arteries, County Rte.48 and NYS Rte. 25, have low-lying areas that will need to be addressed on an ongoing basis to ensure their long-term viability and accessibility. Our growth is further constrained by a sole-source aquifer that is stressed, particularly in periods of drought, and vulnerable to sea level rise and saltwater intrusion. Additionally,the Town's only sewer districts are in the Village of Greenport and outlying areas.To achieve density in the rest of Southold Town,the Suffolk County Department of Health Services requires the transfer of sanitary flow credits from Town-preserved open space (not farmland)to the parcel intended for an affordable housing project.These sanitary flow credits are limited in number,thus larger developments, creating fifty or more units, are less feasible. For these reasons,we encourage the State of New York to develop more grant programs suited for smaller municipalities like Southold,which face similar growth constraints. Krupski,Jr. Page 5 of 18 5-30 -c%q Draft New Article XIIIA entitled "Land Disturbance Ordinance" to Southampton Town Code Chapter 330, Zoning SECTION 1, Legislative Intent. The Town Board is enacting this law to require a permit for land disturbance, defined as the removal of natural vegetation above a certain threshold and changes to the natural ground level beyond two (2) foot contours. The law applies to residential properties 20,000 square feet or larger where more than 2,000 square feet of land is disturbed, and to commercial properties 20,000 square feet or larger where more than 2,000 square feet of land is disturbed. The purpose of this law is to protect the Town of Southampton by managing how forests, trees, and natural land areas are altered to serve the built environment. It is intended to protect public health and safety and to reduce environmental harm, including soil erosion, flooding, water pollution, and damage to drinking water supplies. This law also aims to manage the development of previously undisturbed areas of the Town by regulating the removal of healthy forests, and significant trees, to conserve these resources for future generations. SECTION 2. Amendment.
