rna OFFICE LOCATION: Sov'', 0'9" "VS MMLING ADDRESS: Town Hall Annex P.O. Box 1179 54375 State Route 25 Southold, NY 11971 cor. Main.: d.. &"Young .Ave.) Telephone. '7 5-1 ► 8 Southold, NY 11971 r LOCAL WATERFRONT REVITALIZATION T'ION PROGRAM TOWN OF SOUTHOLD TO: Glenn Goldsmith, President Town of Southold Board of Trustees Cc: Honorable Lori Hulse, Attorney From: Heather Lanza, A1CP, Planning Director LWRP Coordinator Gate: June g, 2+026 Re LWRP Coastal Consistency Review Manni , SCTM #1000-40.-1-12 This application is to install 108 linear feet of stone rip-rap revetment consisting of boulders with a maximum quantity of 262 tans along the existing eroded toe of bluff; install a maximum of 25 cubic yards of clean sand fill from upland sources to re-nourish eroded bluff and plant Cape American beach grass plugs at 12$1 on-center throughout any disturbed ,areas. The proposed action has been reviewed to Chapter 268, Waterfront Consistency Review of the Town of Southold Town Code and the Local Waterfront Revitalization Program (LWRP) Policy Standards. Based upon the information provided on the LWRP Consistency Assessment Form submitted to this department, as well as the records available to me, it is my recommendation that the proposed action is INCONSISTENT with the policies of the LWRP as follows: Policy 4. Minimize loss of life, structures, and natural resources from flooding and f erosion. 4.1 Minimize lasses of human life and structures from flooding and erasion hazards. B. Use vegetative non-structural measures to manage flooding and erosion hazards Policy 6. Protect and restore the quality and function of the Town of Southold's ecosystem. 6.3. Protect and restore tidal and freshwater wetlands. A. Comply with statutory and regulatory requirements of the Southold Town Board of Trustees laws and regulations for all Andros Patent and other lands under their jurisdiction. This proposed action is inconsistent with Policy 4.1 B because it is using a hard structural erosion protection measure of a stone rip-rap revetment instead of the preferred vegetated nonstructural measure. The clearing and construction of the existing masonry block patio shown at the top of bluff is inconsistent with Policy 6.3A because it does not comply with regulatory requirements of the Town Code Chapter 275. It is located seaward of the coastal erosion hazard area line and appears to be contributing to the erosion of the bluff. The proposed action has been reviewed to Chapter §268, Waterfront Consistency Review of the Town of Southold Town Code and the Local Waterfront Revitalization Program (LWRP) Policy Standards.
