HomeMy WebLinkAboutTB-11/05/1959 21 8 MEETING OF NOVEMBER 5, 1959. The-.Southold Town Board met at the office of Supervisor Norman E. Klipp at Greenport, on Thursday, November 5, 1959. The meet- ing was called to order at 1: 30 P.M. with the following present: Supervisor Klipp; Councilmen Albertson and Demarest; Justices Tuthill and Clark; Supt. of Highways Price and Town Clerk Booth. The Board sat at once as a committee on Audit to examine claims against the Town concluding the audit work at 2: 00 o' clock PM. Moved by Justice Clark; seconded by Councilman Demarest: RESOLVED: That the minutes of the meeting .of October 22, 1959, be and hereby are duly approved as read. Vote of Town Board: ASupervisor Klipp; Councilmen Albertson and Ayes: Demarest; Justices Tuthill and Clark. Moved by Councilman Albertson; seconded by Justice Clark: RESOLVED: That the regular monthly meeting of the Town Board will be held at the office of the Supervisor at Greenport, on Tuesday, November 24, 1959, at 1: 30 P.M. Vote of Town Board: Ayes-Supervisor Klipp; Councilmen Albertson and Demarest; Justices Tuthill and Clark. Moved by Justice Clark; seconded. by Councilman. Demarest: RESOLVED: That the Supervisor be and he is hereby authorized to sign the necessary plans and specifications for the proposed dredging operations in Gull Pond, together with an agreement on behalf of the Town of Southold assuring the County of Suffolk sufficient easements and spoil areas in connection therewith and also saving harmless the County of Suffolk from any claims and damages resulting from said dredging operation. Vote of Town Board: Ayes-Supervisor Klipp; Councilmen Albertson and Demarest; Justices Tuthill and Clark. Moved by Councilman Albertson; seconded by Justice Clark: RESOLVED: That the report of Ralph P. Cox, Dog Warden, for the month of October be accepted by the Town Board and placed on file. Moved by Justice Tuthill; seconded by Justice Clark: RESOLVED: That the Town Clerk be and he hereby is directed to request the Long Island Lighting Company to remove three (3) 400 cp aerial street lights and install three (3) 400 Watt Mercury Vapor aerial street lights on poles 408, 410, 4111z in the vicinity of Main Road off Suffolk Avenue in the Mattituck No. 1 Lighting District as per survey of October 20, 1959. FENMORE, relative .to change of zone NOW, THEREFORE, BE IT RESOLVED: That the Town Clerk of the Town of Southold be and he hereby is directed to transmit this applic- ation to the Planning Board in accordance with Section 901 Sub- division C of Article 1X of the Building Zone .Ordinance of the Town of Southold, Suffolk County, N.Y. Moved by Councilman Albertson; seconded by Councilman Demarest: WHEREAS, a petition was received from JANET DAVID relative to change of zone, NOW, •THEREFORE, BE IT RESOLVED: That the Town .Clerk of the Town of Southold be and hereby is directed to transmit this application to the Planning Board in accordance with Section 901, Subdivision C of Article 1X of the Building Zone Ordinance of the Town of Southold, Suffolk County, N.Y. Vote of Town Board: Ayes-Supervisor Klipp; Councilmen Albertson and Demarest; Justices Tuthill and Clark. Moved by Justice Tuthill; seconded by Councilman Albertson: WHEREAS, the Southold Town Planning Board has prepared an official report and recommendation upon the petition of HENRY G. WENZEL, .JR. for a change of zone from "A" Residential and Agricultural District to "B" Business District on certain real property situate at Southold, Town of Southold, N.Y. NOW, THEREFORE, BE IT RESOLVED: That a public hearing will be held by the Southold Town Board at the Supervisor' s office at Greenport, on Tuesday, November 24, 1959, at 7: 00 o' clock- P.M. on the above mentioned petition. Moved by Councilman Albertson; seconded by Councilman Demarest: WHEREAS, the Southold Planning Board has prepared an official report and recommendation upon the petition of ANGELOS KALIXQGIS for a change of zone from "A" Residential and Agricultural District to "M" Multiple R sidence District on certain real property situate at East Marion, NOW, THEREFORE, BE IT RESOLVED: That a public hearing will be held by the Southold Town Board at the Supervisor ' s Office at Greenport, on Tuesday, November 24', 1959, at 7: 00 o' clock P.M. on the above mentioned petition. FOLKES, JR. applied to the Town Board for a single automobile trailer permit, NOW, THEREFORE, BE IT RESOLVED: ."'That the application of WILLIAM E. FOLKES, JR. to locate a single automobile trailer on his property on Riley Avenue, at Mattituck, Town of Southold, be and hereby is granted for a term of two years from November 5, 1959, which term will end on the 4th day of November, 1961. Moved by Councilman Albertson; seconded by Councilman Demarest: WHEREAS, the Town Board received a letter from Robert Gillispie Jr. , Chairman of the Southold Town Board of Appeals, in regard to having a zoning Board Convention to be held at the Patchogue Hotel, Patchogue, L.I. on December 5, 1959, at 10: 00 AM NOW, THEREFORE, BE IT RESOLVED: That all the members of the Southold Town Board of Appeals, Howard M. Terry, Building In- spector and Judith Boken, Secretary to the above mentioned Board, be and hereby are authorized to attend the aforesaid Zoning Board Convention and BE IT FURTHER RESOLVED: That the Supervisor be authorized to issue a check of $52 .50 in advance to defray the necessary expense of the above mentioned persons. Pole #5 oRih'Shipyard Lane, and one 400 Watt Mercury Vapor aerial street light on N.Y. Telephone Pole #728 on Route 25, both in the Southold Lighting District. Moved by Justice Clark; seconded by Councilman Demarest: RESOLVED: That -the Superintendent of Highways of the Town of Southold, be ' and he hereby is authorized to advertise for bids and purchase from the lowest bidder, one new 1959 Oldsmobile Super Holiday four door Sedan or equal, One 1956 Buick Super Four door Sedan to be taken in trade, as part Payment on new car . Moved by Councilman Albertson; seconded by Councilman Demarest: RESOLVED: That the Superintendent of Highways of the Town of Southold be and he hereby is authorized to advertise for bids and purchase from the lowest bidder, sixty (60) tons of Sterling Rock Salt of equal. Moved by Councilman Demarest; seconded by Justice Clark: RESOLVED: That General Bills' in the amount of $6, 671.71; Light- ing Bistrict Bills in the amount of $2, 017.82; Fishers Island Ferry District Bills in the amount of $19,474.98 be and the same are hereby ordered paid. Moved by Councilman Albertson; seconded by Justice Clark: RESOLVED: That Supervisor Norman,, E. Klipp be and hereby is authorized to advertise for sealed proposals for furnishing and delivering to the Town of Southold, Five New 1960 2-door sedan 8-cylinder standard model automobiles-, according to specifications for use as police cars. All bids must include trade-in allowance for five police cars presently owned by said Police . Vote of Town Board: Ayes-Supervisor Klipp; ; Councilmen Albertson - and Demarest; Justices Tuthill and Clark. The hearing upon the preliminary budget was opened by the Supervisor at 2: 00 o' clock P.M. . He read the call of the hearing and inquired if there were any persons present who wished to be heard in favor of or against the preliminary budget as compiled. Orville Terry, Lloyd Terry, Kenneth Tabor, and Percey Douglass, . all residents .of Orient, spoke against the increased salaries of the Board of Assess33vs. They felt that the increase from $2800.00 to $3500.00 was too large an increase for part-time assessors jobs. The Supervisor stated to them that the Board of Assessors had done . a good job and they had spent much more time re-assessing property in the past year than in the previous years. He stated that if the re-assessing of property had been done by professional Tax Appraisers the .expense would run into thousands of dollars. Kenneth Tabor asked how much time the Assessors put in on their jobs. Albert Martocchia stated that the Board of Assessors worked seven months in the past. year and that he was at the assessors office nearly every working day throughout the year . Lloyd Terry stated that he thought that the Board of Assessors should have re-assessed real property throughout the who1G town before entering it on the Tax Books as his taxes in Orient will be higher this year than the rest of the Town. Booth s e a 1 Town Clerk f RESOLUTION OF TOWN BOARD ADOPTING ANNUAL BUDGET WITHOUT AMENDMENT Moved by Councilman Albertson; seconded by Justice Clark: WHEREAS, the Town Board of the Town of Southold, N.Y. has met, at the time and place specified in the notice of public hearing on the preliminary budget and heard all persons desiring to be heard thereon; now therefore be it RESOLVED: That the Town Board of the Town of Southold does hereby a adopt such preliminary budget as originally compiled, as the annual budget of this Town for the fiscal year beginning on the lst day of January, 196,0, and that such budget as so adopted be entered in 21. detail in the minutes of the proceedings of this Town Board, . and be it further RESOLVED: That the Town Clerk of the Town of Southold shall prepare and certify, in duplicate, copies of said annual budget as adopted by the Town Board 6f the Town of Southold, together with the estimates, if any, adopted pursuant to Section 202-a, subdivision 2, .of the Town Law, and deliver one copy thereof to the Supervisor of this Town to be presented by him to the Board of Supervisors of the County of Suffolk.
