Main Rd. &Youngs Ave.) ld N 1 7]� Telephone: 631 765-193$ Southold, w �0 U LOCAL WATERFRONT REVITALIZATION PROGRAM TOWN OF SOUT HOLD To: Glenn Goldsmith, President Town of Southold Board of Trustees Cc: Honorable Lori Hulse, Attorney From: Heather Lanza, AICP, Planning Director LWRP Coordinator Date: June 9, 2026 Re: LWRP Coastal Consistency Review Brondmo, SCTM #1000-31.-12-1 This application is to demolish existing garage, main entry stairs to dwelling, and remove portions of existing driveway; construct additions onto the existing 999 sq. ft. one-story dwelling with a side entry platform and steps consisting of a 960 sq. ft. one- story addition that includes a 10'x11' front entry terrace on a slab foundation; remove existing 529 sq. ft. seaward deck and construct a 605 sq. ft. tiered wood deck with steps; existing Walkways and 59 sq. ft. sauna with roof overhang to remain; abandon existing septic system and install an I/A OWTS sanitary system landward of dwelling; and reconfigure existing gravel driveway. The proposed action has been reviewed to Chapter §268, Waterfront Consistency Review of the Town of Southold Town Code and the Local Waterfront Revitalization Program (LWRP) Policy Standards. Based upon the information provided on the LWRP Consistency Assessment Form submitted to this department, as Well as the records available to me, it is my recommendation that the proposed action is INCONSISTENT with the policies of the LWRP as follows: Policy 5.- Protect and improve water quality and supply in the Town of Southold. 5.1 Prohibit direct or indirect discharges that would cause or contribute to contravention of water quality standards. C. Ensure effective treatment of sanitary sewage and industrial discharges by: 3. modifying existing sewage treatment facilities to provide improved nitrogen removal capacity Policy 6. Protect and restore ecological quality through the Town of Southold Policy 6.1 Protect and restore the quality and function of the Town of Southold ecosystem. B. Protect and restore ecological quality by adhering to the following measures. through the Town of Southold 2. Retain and add indigenous plans to maintain and restore values of nature ecological communities 6.3. Protect and restore tidal and freshwater wetlands. A. Comply with statutory and regulatory requirements of the Southold Town Board of Trustees laws and regulations for all Andros Patent and other lands under their jurisdiction. This proposed action is on a nonconforming lot with a pre-existing residence that is less than 100 ft from the wetland boundary of Marion Lake. This proposed action includes the demolition of a garage to build an extension of the single-family dwelling and the refurbishment and expansion of an existing wood deck. The proposed action is inconsistent with Policy 6.1 B(2) because the proposed addition is too close to the embankment and doesn't do enough to protect the ecological quality of the land adjacent to the wetlands. Restricting the proposed addition to the existing footprint of the garage would allow this action to be more consistent. Retaining the existing trees and native vegetation within the native non turf buffer will mitigate proposed development impacts. The proposed native non turf buffer should extend to the top of the slope to further mitigate impacts. The proposed action is inconsistent with Policy 6.3A because it doesn't comply with Town Code Chapter 275-3(D)(1)(a)[1] that states the setback for a residence from the wetlands is 100 ft. A part of the proposed new addition and a part of the proposed deck expansion brings it closer to the wetland boundary. The proposed installation of an Innovative/Alternative Onsite Wastewater Treatment System (I/A OWTS) is consistent with Policy 5.1.C.3 which calls for the modification of 2 existing sewage treatment facilities that improves nitrogen capacity removal and will reduce nutrient input to adjacent waters. The proposed action has been reviewed to Chapter §268, Waterfront Consistency Review of the Town of Southold Town Code and the Local Waterfront Revitalization Program (LWRP) Policy Standards. Total proposed building footprint equals 74'-4"x 43'-8". Work includes foundation, framing, roofing and exterior finishes, along with necessary utility connections. Work also includes refurbishment of the 529 SF existing wood decking on the south side of the house, towards Marion Lake, making the deck a total of 605 SF. Note, the addition is within 6 FT of the top of the crest in a similar location to the pre-existing 307 SF garage (footprint of garage is. 20'-2"x 15'-2") in order to minimize site disturbance.
