HomeMy WebLinkAboutLP-05/12/2026 LAND PRESERVATION COMMITTEE MEETING Minutes & Discussion Notes from Meeting held Tuesday, May 12, 2026 at 7:00 p.m. This Regular Meeting was held in the Annex Executive Board Room, located on the 2nd floor at Southold Town Hall Annex, 54375 Route 25 (Main Road), Southold, New York. The public had access to view and listen to the meeting as it was happening via Zoom. If an attendee did not have access to a computer or smartphone, there was an option to listen in via telephone. Comments from the public may not be solicited nor received without an appointment. It is expected that the Committee will enter into Executive Session*at some point after opening the Regular Meeting for the purpose of discussing applications regarding proposed acquisitions of real property where publicity would substantially affect the value thereof. Committee Minutes and Administration • Acceptance of LPC meeting minutes from March 31, 2026 Tabled until a quorum of Committee members eligible to approve these minutes is achieved. • Acceptance of LPC meeting minutes from April 28, 2026 MOTION made by Anne Murray, seconded by Kim Krupski, to accept the April 28, 2026 LPC meeting minutes. Motion carried: 5/0 • Next LPC Meeting Date: May 26, 2026 General Preservation • CPF Project Plan —Review Draft Eligible Parcel List (continued from 4/28) Lilly presented several categories of parcels proposed to be added to the CPF Project Plan parcel list for purposes of refining how parcels are added or removed, and whether they align with the Town's acquisition priorities. The Committee members agreed that building contiguous blocks of preserved land remains a high priority, and that small and/or developed properties are a low acquisition priority. Committee members also discussed the value of acquiring subdivision open space to expand existing preserves. The Committee members also agreed that parcels permanently attached as Reserve Areas to lands subject to Town Development Rights Easements should be removed from the list for consistency with the Town's agricultural preservation program. The Committee also generally recommended against listing parcels located in HALO zones unless they are too environmentally sensitive to build on as a practical matter, or are large enough that preservation could be a component of any community housing development. Inquiries/Applications for Uses or Structures on Preserved Property • Narrow River Properties LLC (Armstrong) SCTM# 1000-19.-1-1.5—Request to Construct Storage Barn & Livestock Barn (continued from 3/31) The Committee review the letter draft reviewing the landowner's proposed uses, as well as additional guidance from NYS Ag & Markets regarding agricultural operations below acreage, income, and other minimum thresholds. The Committee concluded that the uses and structures—including the livestock barn, storage barn, and fenced pastures, as proposed are not consistent with the easement because the landowner's proposed livestock operations do not rise to the level of commercial agricultural production, and elements of the storage barn unrelated to agricultural production also take land out of agricultural production. The Committee will review an updated application once it receives more information regarding the landowner's proposed operations and updated site plans reflecting the landowner's comprehensive proposal. The Committee directed Lilly to send the letter to the landowner consistent with its discussion. MOTION made by Kim Krupski, seconded by Anne Murray. The Committee reviewed the proposed structures and uses as depicted on a January 6, 2026 site plan, and discussed in subsequent meetings, and finds that they are not consistent with the easement terms as proposed. The Committee directs the landowner to revise their application consistent with comments to be provided in a follow-up letter. (Motion No. 2026-6-1) Motion carried: 5/0 • Vines on Mill, LLC SCTM # 1000-115.-2-3.3—Planning Board Referral for Revised Site Plan The Committee reviewed the applicant's revised site plan for a winery and associated improvements on a Reserve Area associated with a Town Development Rights Easement. The Committee confirmed the improvements are contained to the Reserve Area and not subject to the applicable Easement, but noted that certain improvements appear to be related to the public or guest amenities, and use of the Easement Area for those purposes would be inconsistent with the Easement. The Committee directed Lilly to draft comments consistent with this discussion.
