HomeMy WebLinkAboutLP-03/31/2026 LAND PRESERVATION COMMITTEE MEETING Minutes & Discussion Notes from Meeting held Tuesday, March 31, 2026 at 7:00 p.m. This Regular Meeting was held in the Annex Executive Board Room, located on the 2nd floor at Southold Town Hall Annex, 54375 Route 25 (Main Road), Southold, New York. The public had access to view and listen to the meeting as it was happening via Zoom. If an attendee did not have access to a computer or smartphone, there was an option to listen in via telephone. Comments from the public may not be solicited nor received without an appointment. It is expected that the Committee will enter into Executive Session*at some point after opening the Regular Meeting for the purpose of discussing applications regarding proposed acquisitions of real property where publicity would substantially affect the value thereof. The public is not allowed to attend, view, or listen to Executive Session. Committee Minutes and Administration • Acceptance of LPC meeting minutes from March 3, 2026 Tabled until a quorum of Committee members eligible to approve these minutes is achieved. • Acceptance of LPC meeting minutes from March 17, 2026 MOTION made by Sam McCullough, seconded by Anne Murray, to accept the March 17, 2026 LPC meeting minutes. Lilly presented Doris with a proclamation from the Town thanking her for her service on the Committee. General Preservation • None Inquiries/Applications for Uses or Structures on Preserved Property • Narrow River Properties LLC (Armstrong) SCTM# 1000-19.-1-1.5—Request to Construct Storage Barn & Livestock Barn (continued from 3/17) The Committee reviewed each proposed use, the Easement language, and relevant regulatory guidance. The Committee members noted the significant commitment of land, infrastructure, and management necessary for horse and livestock operations. The Committee members did not believe the landowner's proposed horse and livestock operations rose to the level of agricultural production based on Ag & Markets thresholds for commercial horse operations, state regulations on home processing and raw milk sales, and the acreage the site plan dedicates to supporting more than 35 animals. Therefore, the livestock barn is likely not consistent with the Easement terms. The Committee discussed the ongoing field crop production operation, confirmed that constituted commercial agricultural production, and agreed that the proposed uses of the storage barn related to that farm operation would be consistent with the Easement terms. However, uses related to the livestock operation as proposed, as well as elements of the barn's design (e.g., masonry patio) that are wholly unrelated to agricultural production would be inconsistent with the Easement terms. The Committee noted that, per the landowner's comments at the 3/17 meeting, the site plans under review were stale, did not reflect all proposed uses (e.g., additional pasture), and included elements more suitable for residential accessory structures. Committee members agreed that they needed to review complete, comprehensive, and accurate site plans. The Committee also reviewed the barns' scenic impact and their approximate location relative to the previous landowner's proposed barn, which was determined to be consistent with the Easement terms. The Committee noted that, while the proposed storage barn is taller than the previously proposed barn, the current landowner's proposal to separate the space into two barns would provide a less obstructed view from the Main Road. Additionally, both barns are located in the portion of the Easement Area where the Committee recommended siting the previous landowner's proposed barn. The Committee directed Lilly to draft comments summarizing their discussion and recommendations for review, which will be provided to the landowner. Motion carried: 5/0 EXECUTIVE SESSION ENDED at 8:52 p.m. Land Preservation Applications & Potential Applications -OPEN SESSION MOTION made by Kim Krupski, seconded by Anne Murray, to recommend to the Town Board that the Town commission an appraisal, for the purposes of providing the market value for Application Number 2026-1, as discussed by the Land Preservation Committee while in Executive Session.
