Eagle Scout Project-Jackson Case

WHEREAS, the Town of Southold has received electronic notification on May 7, 2026
from the NYS Retirement System concerning the retirement of Kenneth Richert effective
May 27, 2026. Now therefore be it;

retirement of Kenneth Richert from the position of Detective for the Police Department,

Administrative Vacation Time
WHEREAS, the Town of Southold Administrative Employee Handbook provides for
certain benefits to administrative employees, including vacation time off, and
WHEREAS, the benefit provides that unused vacation time in excess of 12 days will be
paid out, unless a resolution is adopted by the Town Board to authorize the carry-over of
such days; now therefore be it

Retirement Resolution for Elected Officials
WHEREAS,the State of New York has set additional reporting requirements in Section 315.4 of the
New York Codes,Rules and Regulations which requires all elected and appointed officials whose terms
start on or after August 12,2009,who are members of the New York State and Local Retirement System
and who do not participate in their employer's time keeping system to prepare a log of their work-related
activities for three consecutive months and submit their logs to the clerk or secretary of the governing
body within 150 days of the start of their term;
NOW THEREFORE,BE IT
RESOLVED that the Town Board of the Town of Southold hereby establishes the following as standard
workdays for elected and appointed officials and will report the following days worked to the New York
State and the Local Employees' Retirement System based on the record of activities maintained and
submitted by these officials to the clerk of this body:

Justice Court Staff to Attend Seminar

Justice Court Clerks, Michele Drake, Fiona Merrill, and Kendra Wadlington, to attend the
2026 Annual Court Clerks Training on Friday, June 5, 2026, at the Marriott Courtyard, Islip
Court House Complex, 11 Court House Drive, Central Islip, NY. There is no cost to attend.

Amend resolution 2026-370 Annual Boy Scout Car Show
RESOLVED that the Town Board of the Town of Southold hereby amends resolution
#2026-370 to read as follows:
RESOLVED that the Town Board of the Town of Southold hereby grants permission to
Boy Scout Troop 6 to hold its Annual Car Show, setting up Friday, September 4th, 2026 at
5 PM.(Rain Date of Sunday, September 6th, 2026 ) The event will be held on Saturday,
September 5th, 2026 from 7 AM to 5 PM and will be taken down on Sunday, September
6th, 2026 by 5 PM. The event will be held at the Peconic Lane Community Center field,
Peconic Lane, Peconic, provided they file with the Town Clerk a Two Million Dollar
Certificate of Insurance naming the Town of Southold as an additional insured and comply
with all the provisions of the Town's Special Permit Policy. This application is for outside
use only. There will be no access to any Town buildings. All fees associated with this
approval shall be waived, with the exception of the clean-up deposit.

Cutchogue-New Suffolk Historical Council Classic Rock and Roll Car show
RESOLVED that the Town Board of the Town of Southold hereby grants permission to the
Cutchogue-New Suffolk Historical Council to hold its Rock& Roll Car Show on the
Cutchogue Village Green, Cutchogue, New York, on Saturday, October 10th 2026 from
9:00 AM to 4:00 PM. The set-up will be Friday, October 9th, 2026, and the rain date will be
Sunday, October 1 Ith 2026,provided they comply with all the conditions of the Town's
Policy for Special Events on Town Properties. The fees, with the exception of the clean-up

Kennys /McCabes Beach Association Sunset Market Special event
RESOLVED that the Town Board of the Town of Southold hereby grants permission to the
Kennys/McCabes Beach Association to hold a Kenneys Beach Sunset Market on
Saturday, July 18th from 5PM till sundown. The event will be located adjacent to the picnic
area at Kennys Beach. Parking will continue to be by parking permit only. This permit is
subject to all the rules and regulations of the Town of Southold Special event permit. A
certificate of Insurance has been submitted to the Town Clerks office. Securing the parking
area for the vendors is the responsibility of the organizer.

Special Event- Old Town Arts and Crafts Fair
RESOLVED that the Town Board of the Town of Southold hereby grants permission to the
Old Town Arts & Crafts Guild to hold its annual Arts & Crafts Show on the Village
Green in Cutchogue, set up on the following dates: Fridays, July 3rd, July 31st and October
2nd. Events are on the following dates: Saturdays, July 4th,August 1st and October
3rd 2026. Rain dates are July 5th, August 2nd and October 4th 2026,provided the applicant
has met all the requirements as listed in the Town Policy on Special Events and Use of
Recreation Areas and Town Roads. There will be no Traffic Control at the July 4th
event. Failure to comply with policy procedures will result in forfeiture of a clean-up
deposit. Clerks office has received a copy of the insurance certificate and needs an updated
one after expiration.

Special Event 2026-7 Macari Vineyard at Meadowlark
RESOLVED that the Town Board of the Town of Southold hereby grants permission to
Macari Vineyards at Meadowlark to hold Special Events 2026-7 at 24385 Main Road,
Cutchogue,New York, to host weddings on the following dates in 2026: June 27, July 11,
July 25, August 1, August 8, August 15, August 22, August 28, August 29, September 12,
September 18, September 19, September 26, October 2, October 3, October 10, October 16
and October 24 from 4:00 pm to 11:00 pm. The approval is granted provided that all
conditions are adhered to on application MV-2a/MV-2b-r, the permit and the Town of
Southold Policy for Special Events. This permit is further conditioned to require that music
will not be audible beyond the property line. This permit is subject to revocation if the
applicant fails to comply with any of the conditions of the approval or is unable to properly
control traffic flow in and out of the event.

Fireworks Permit- Mattituck Lions Club Strawberry Festival
RESOLVED that the Town Board of the Town of Southold hereby approves the issuance of
a Fireworks Permit by the Town Clerk to the Mattituck Lions Club for the Strawberry
Festival fireworks displays on Thursday, June 18, 2026, at 9:30 PM; Friday, June 19, 2026,
at 10:30PM ; and Saturday, June 20th, 2026 at 10:30 PM on property located at 1175
County Road 48, Mattituck,New York. Upon and subject to the applicant's compliance
with the requirements of the Town's policy regarding the issuance of fireworks permits and
subject to the approval of the Chief of the Mattituck Fire Department. The applicant is also
responsible for the notification of the FAA as per being within 5 miles from an airport.

FI Pump System
WHEREAS the Fishers Island Pump Station was last upgraded in 2008 and the pumps have
deteriorated to a critical condition, with impellers worn down by excessive stormwater
inflow and foreign object intrusion, such that the pumps can no longer properly handle
sewer flow; and
WHEREAS the pump station is in imminent danger of catastrophic failure; and
WHEREAS there is no backup pump station on Fishers Island, and no emergency services
capable of responding in a timely manner to a pump station failure, such that failure of the
existing pumps will result in the immediate and complete failure of the entire Fishers Island
sewer system, posing a serious and immediate threat to public health, safety, property, and
the environment; and
WHEREAS the geographic isolation of Fishers Island compounds the emergency, as
replacement equipment,parts, and personnel must be transported by ferry, materially
limiting the Town's ability to mitigate a system failure once it occurs; and
WHEREAS the foregoing constitutes a public emergency arising out of an unforeseen
occurrence requiring immediate action to safeguard life, health, and property, and the Town
is therefore exempt from competitive bidding and procurement policy requirements
pursuant to General Municipal Law § 103(4); now, therefore, be it
RESOLVED that the Town Board of the Town of Southold hereby declares a public
emergency at the Fishers Island Pump Station and authorizes emergency work to replace
the pumps and associated equipment necessary to restore safe and reliable operation of the
station, all subject to the approval of the Town Attorney.

RESOLUTION AND ORDER AFTER PUBLIC HEARING
WHEREAS, the Board of Commissioners of the Fishers Island Ferry District(the
"District"), in the Town of Southold(the "Town"), Suffolk County,New York,pursuant to
a resolution of said Board of Commissioners, which, together with a petition in due form,
was duly submitted to the Town Board(the "Town Board") of the Town, has requested that
the Town Board call a public hearing to hear all persons interested in the subject thereof,
and
WHEREAS, on April 21, 2026, the Town Board of the Town of Southold (herein called the
"Town"), in the County of Suffolk, New York, on behalf of the District, adopted an Order
pursuant to Section 202-b of the Town Law, describing in general terms a proposed
increase and improvement of facilities, consisting of the replacement of the South Vehicle
Offloading Ramp at the District's Fishers Island Terminal, at the aggregate estimated
maximum cost of$1,600,000; and said Order stated that the Town Board would meet to
hear all persons interested in said increase and improvement of facilities on May 20, 2026
at 6:00 P.M. (Prevailing Time) at the Peconic Community Center, 1170 Peconic Lane,
Peconic, New York; and
WHEREAS, a Notice of said public hearing was duly published and posted pursuant to the
provisions of Article 12 of the Town Law; and
WHEREAS, said public hearing was duly held by the Town Board on May 20, 2026 at 6:00
P.M. (Prevailing Time) and continued on May 20, 2026 at 6:00 P.M. at the Peconic
Community Center, 1170 Peconic Lane, Peconic New York, with considerable discussion
on the matter having been had and all persons desiring to be heard having been heard,
including those in favor of and those in opposition to said increase and improvement of
such facilities; and
WHEREAS, the Town, has given due consideration to the impact that the project may have
on the environment pursuant to the State Environmental Quality Review Act(SEQRA),
constituting Article 8 of the Environmental Conservation Law, and 6 N.Y.C.R.R.,Part
617(c) and has determined that it is a Type II action and is not subject to review under
SEQRA; and
WHEREAS, the aggregate principal amount which the Town Board may borrow and for
which obligations may be issued on behalf of the District, as authorized pursuant to Section
4 of Chapter 699 of the Laws of 1947, and acts amendatory thereto, is $20,000,000; and
WHEREAS, the principal amount of bonds issued pursuant to this resolution shall not
exceed$1,600,000;
Now, therefore, on the basis of the information given at such hearing, it is hereby
DETERMINED, that it is in the public interest to increase and improve the facilities of the
District as described hereinabove, at the estimated maximum cost of$1,600,000; and it is
hereby
ORDERED, that the facilities of the District shall be so increased and improved and that the
Board of Commissioners shall prepare plans and specifications, if necessary, and make a
careful estimate of the expense for said increase and improvement of such facilities and,
with the assistance of Attorney for said Board, shall prepare a proposed contract for such
increase and improvement of facilities of the District, which plans and specifications,
estimate and proposed contract shall be presented to the Town Board as soon as possible;
and it is hereby
FURTHER ORDERED, that the expense of said increase and improvement of facilities
shall be financed as hereinabove set forth, and the costs thereof, including payment of the
principal of and interest on the obligations authorized to be issued, shall be assessed, levied
and collected by the Town Board from the several lots and parcels of land within the
District in the same manner and at the same time as other Town charges, but if not paid
from such source, all the taxable property within said Town shall be subject to the levy of
ad valorem taxes, in an amount sufficient to pay the principal of and interest on said
obligations; and it is hereby
FURTHER ORDERED, that the Town Clerk record, or cause to be recorded, a certified
copy of this Resolution and Order After Public Hearing in the office of the Clerk of Suffolk
County within ten (10) days after adoption hereof.

BOND RESOLUTION OF THE TOWN OF SOUTHOLD,NEW YORK,
ADOPTED MAY 20, 2026, APPROPRIATING $1,600,000 FOR THE
INCREASE AND IMPROVEMENT OF FACILITIES OF THE FISHERS
ISLAND FERRY DISTRICT, AND AUTHORIZING THE ISSUANCE OF
BONDS IN THE PRINCIPAL AMOUNT OF $1,600,000 TO FINANCE
SAID APPROPRIATION
WHEREAS, after a public hearing duly called and held pursuant to Section 202-b of the
Town Law, and the applicable provisions of Chapter 699 of the New York Laws of 1947,
the Town Board of the Town of Southold(herein called the "Town"), in the County of
Suffolk,New York determined that it is in the public interest to increase and improve the
facilities of the Fishers Island Ferry District(referred to herein as the "District"), and
ordered that such facilities be so improved;
Now, therefore,be it
RESOLVED BY THE TOWN BOARD OF THE TOWN OF SOUTHOLD, IN THE
COUNTY OF SUFFOLK, NEW YORK(by the favorable vote of not less than two-thirds
of all the members of said Board) AS FOLLOWS:
Section 1. The Town hereby appropriates the amount of$1,600,000 for the increase and
improvement of facilities of the District, consisting of the replacement of the south vehicle
offloading ramp at the District's Fishers Island Terminal. The estimated maximum cost
thereof, including preliminary costs and costs incidental thereto and the financing thereof, is
$1,600,000. The plan of financing includes the issuance of bonds in the principal amount of
$1,600,000 to finance said appropriation, and the assessment, levy and collection of
assessments upon the several lots and parcels of land within the District in the same manner
and at the same time as other Town charges,but if not paid from such source, all the taxable
property within said Town shall be subject to the levy of ad valorem taxes, in an amount
sufficient to pay the principal of and interest on said obligations.
Section 2. Bonds of the Town are hereby authorized to be issued in the principal amount of
$1,600,000 pursuant to the provisions of the Local Finance Law, constituting Chapter 33-a
of the Consolidated Laws of the State of New York(herein called the "Law"), to finance
said appropriation.
Section 3. The following additional matters are hereby determined and stated:
(a) The period of probable usefulness of the objector purpose for which said bonds are
authorized to be issued, within the limitations of Section 11.00 a. 7 of the Law, is twenty
(20) years.
(b) The proceeds of the bonds herein authorized and any bond anticipation notes issued in
anticipation of said bonds may be applied to reimburse the Town for expenditures made
after the effective date of this resolution. The foregoing statement of intent with respect to
reimbursement is made in conformity with Treasury Regulation Section 1.150-2 of the
United States Treasury Department.
(c) The proposed maturity of the bonds authorized by this resolution will exceed five (5)
years.
Section 4. Each of the bonds authorized by this resolution and any bond anticipation notes
issued in anticipation of said bonds shall contain the recital of validity prescribed by
Section 52.00 of the Law and said bonds and any notes issued in anticipation said bonds
shall be general obligations of the Town, payable as to both principal and interest by a
general tax upon all the taxable real property within the Town. The faith and credit of the
Town are hereby irrevocably pledged to the punctual payment of the principal of and
interest on said bonds and any notes issued in anticipation of the sale of said bonds, and
provision shall be made annually in the budget of the Town by appropriation for(a) the
amortization and redemption of the bonds and any notes issued in anticipation thereof to
mature in such year and(b) the payment of interest to be due and payable in such year.
Section 5. Subject to the provisions of this resolution and of the Law and pursuant to the
provisions of Section 21.00 of the Law relative to the authorization of the issuance of bonds
with substantially level or declining annual debt service, Section 30.00 relative to the
authorization of the issuance of bond anticipation notes and Section 50.00 and Sections
56.00 to 60.00 and 168.00 of the Law, the powers and duties of the Town Board relative to
authorizing bond anticipation notes and prescribing the terms, form and contents and as to
the sale and issuance of the bonds herein authorized, and the renewals of said bond
anticipation notes, and relative to executing contracts for credit enhancements and
providing for substantially level or declining annual debt service, are hereby delegated to
the Supervisor, the chief fiscal officer of the Town.
Section 6. The validity of the bonds authorized by this resolution, and of any notes issued in
anticipation of said bonds, may be contested only if:
(a) such obligations are authorized for an object or purpose for which the Town is not
authorized to expend money, or
(b) the provisions of law which should be complied with at the date of the publication of
such resolution, or a summary thereof, are not substantially complied with, and an action,
suit or proceeding contesting such validity is commenced within twenty days after the date
of such publication, or
(c) such obligations are authorized in violation of the provisions of the constitution.
Section 7. This resolution shall take effect immediately and the Town Clerk is hereby
authorized and directed to publish the foregoing bond resolution, in summary, in"The
Suffolk Times, "a newspaper having a general circulation in said Town, which newspaper is
hereby designated as the official newspaper of the Town for such publication, together with
the Town Clerk's statutory notice in the form prescribed by Section 81.00 of the Local
Finance Law of the State of New York.
