HomeMy WebLinkAboutLP-04/28/2026 LAND PRESERVATION COMMITTEE MEETING Minutes & Discussion Notes from Meeting held Tuesday, April 28, 2026 at 7:00 p.m. This Regular Meeting was held in the Annex Executive Board Room, located on the 2nd floor at Southold Town Hall Annex, 54375 Route 25 (Main Road), Southold, New York. The public had access to view and listen to the meeting as it was happening via Zoom. If an attendee did not have access to a computer or smartphone, there was an option to listen in via telephone. Comments from the public may not be solicited nor received without an appointment. It is expected that the Committee will enter into Executive Session*at some point after opening the Regular Meeting for the purpose of discussing applications regarding proposed acquisitions of real property where publicity would substantially affect the value thereof. The public is not allowed to attend, view, or listen to Executive Session. Committee Minutes and Administration • Acceptance of LPC meeting minutes from March 3, 2026 MOTION made by Anne Murray, seconded by Eric Keil, to accept the March 3, 2026 LPC meeting minutes. Motion carried: 4/0/3 (Will, Carol, and Alison abstained because they were not in attendance) • Acceptance of LPC meeting minutes from March 31, 2026 [TABLED] • Welcome, Alison and Steve! The Committee welcomed new member, Alison Delaney, and new Fishers Island liaison, Steve Malinowski. • Next LPC Meeting Date: May 12, 2026 General Preservation • CPF Project Plan —Review Process & Draft Eligible Parcel List Lilly the draft CPF Project Plan Eligible Parcel map and parcel selection methodology for initial feedback to incorporate before presenting to the Town Board and referring out to stakeholders for comment. Lilly explained that the Project Plan is the guiding document for the Town's land preservation program, and parcels must be on the list to be eligible for CPF spending. The Committee discussed how to treat parcels adjacent to Town road ends, subdivision open space and small lots adjacent to publicly owned open space, Reserve Areas associated with parcels subject to Town Development Rights easements, and land within hamlet and HALO zones. The Committee also discussed the relative merits of adding or keeping low priority parcels on the eligible parcel List versus more closely aligning the list with the Town's likely preservation priorities for the next 5 years. Lilly will return to the Committee with more specific examples to review for purposes of providing the Town Board with policy recommendation. The Committee will also have an opportunity to review and comment on the complete CPF Project Plan draft when ready. Inquiries/Applications for Uses or Structures on Preserved Property • Narrow River Properties LLC (Armstrong) SCTM# 1000-19.-1-1.5—Response to ZBA re: Request to Construct an ADU & (as necessary) Request to Construct Storage Barn & Livestock Barn (continued from 3/31) Lilly reviewed the ZBA's request for comment on the proposed accessory apartment, located on the Reserve Area, and related uses proposed for the Easement Area. The Committee discussed the Easement's requirement that topographical changes related to the residential structures be contained to the Reserve Area, and that any access be limited to the 20-foot right-of-way from Narrow River Road to the Reserve Area. The Committee also raised concerns generally over drainage from the recontouring necessary to lift the residential structures out of the floodplain, and the potential impacts of runoff on the easement area. Lilly stated she would circulate a draft letter for the Committee's review and comment before finalizing and sending the letter to the ZBA. • Peconic Land Trust(Charnews Farm) SCTM# 1000-63.-1-25.4— Special Event Request for 2026 Peconinic Lilly reviewed Peconic Land Trust's special event request, which includes some parking on the Easement Area, for an educational event on the Reserve Area. She confirmed that the area used for parking was out of crop rotation this year and planted in a cover crop, but that the area was farmed last year and will be farmed again. MOTION made by Sam McCullough, seconded by Anne Murray, that the proposed request for the 2026 Peconinic and event parking upon land on which the Town has a development rights easement(SCTM #1000-63.-1-25.4) is consistent with the terms of the recorded easement Motion carried: 7/0 Stewardship and Management • None Land Preservation Applications & Potential Applications: • EXECUTIVE SESSION- Proposed Acquisitions of Real Property Where Publicity Would Substantially Affect the Value Thereof MOTION made by Eric Keil, seconded by Kim Krupski, to enter into EXECUTIVE SESSION.
