SITE OBSERVATIONS
Observations were limited to visual examinations and measurements of accessible portions of the subject
property. Removal of finish materials, qualitative testing, excavation, or other work not specifically described
herein was not conducted.
Observations were photographed to document distress and relevant conditions at the subject property on the
date of the site visit that were related to the scope of this assignment. Not all damage or distress that may be
present was necessarily observed or photographed; however, the selected photographs provide an indication of
their types, severity, and distribution. The photographs may also document unusual or contributing conditions
that may exist. A sampling of photographs captured to document findings and observations are attached to this
report. Additional photographs captured are available upon request.
During this investigation, the following observations were made:
EXTERIOR SITE OBSERVATIONS:
• The portico was supported by temporary 2x4 studs. The bottom of the portico was 8-feet 6-inches tall.
Two (2) 8-inch diameter columns originally supported the portico. One post was observed to be missing,

while the remaining post was displaced. The top of the remaining post was leaning north toward the
entrance of the dwelling. See Photo 5.
• Sharp cracking was observed between the top of moulding and bottom of portico interface. Two wood
shakes were visibly damaged, displaying sharp vertical cracks through the full body of the shake. The
storm door and entrance door were operable at the time of visit. See Photo 6.
• A tarp was covering an approximate 3-foot section of westward facing wall and approximate 3-foot
section of southward facing bump out.The tarp was covering a window opening on the southward facing
wall. See Photo 7.
• Seven (7) wood shakes were observed to be chipped at the southmost edges along a westward facing
wall.See Photo 8.
• The northwest corner of the portico was detached from the southward facing entrance wall. A gap
between the top of entrance moulding and the bottom of the portico revealed unpainted plank. See
Photo 9.
• Two (2) casement windows on the west bump out wall were not operable. The lower right-hand corner
and upper left-hand corner of each window were scraping against the opening trim.See Photo 10.
• The casement window on the north wall of the bump was not operable. The window was scraping against
the upper left-hand corner of the window trim. See Photo 11.
INTERIOR SITE OBSERVATIONS
• The south wall of the bump out was leaning/bowed to the north.A double 3x4 post was cracked and bent
toward the north. Drywall on both the north and east facing interior walls had broken into pieces,
portions were still hanging on the wall studs, and the remaining pieces were observed on the floor. See
Photo 12.
• A crack was observed stemming from the south entrance and spanned to the southwest corner of the
room. The drywall below the crack was 12-inches wide, detached and portions were missing.
Approximately 2-feet of a 6x4 post in the southwest corner was missing. A horizontal crack along the
drywall was observed, starting from the top of the missing section of post and spanning the whole width
of drywall. The studs behind the drywall were fractured and bowed toward the east.See Photos 13-14.
• On the south wall of the bump, a casement window's pane had shattered. The moulding around the
opening was missing and the drywall surrounding the window was cracked. The baseboard heating was
displaced and no longer connected to the supply pipe. See Photos 15-16.
• Sharp hairline cracks were observed in the upper.right-hand corners of the windows in the northwest
corner of the bump out.The moulding at the top of the walls had hairline cracks along the ceiling interface
and wall interface. See Photo 17.
• A crack spanned outwards from the southeast corner of the bump out to approximately 60-inches into
the interior living space. The cracks maximum gap was approximately 1/16-inches. See Photo 18.
• The moulding at the top of the walls north of the bump out had hairline cracks along the ceiling interface
and wall interface. The doorway between the damaged living space and the kitchen had a crack in the
upper-left hand corner. The cracks had sharp edges and were continuous, starting at the top of walls in
the bump area. See Photo 19.
• On the second floor, above the area of impact,a window in the south wall had a crack diagonally spanning
from the upper right-hand corner to the bottom of the ceiling moulding.See Photo 20.

DISCUSSION AND ANALYSIS
As stated above, the scope of this assignment was to determine the extent of structural damage caused by vehicle
impact.
GENERAL INFORMATION REGARDING IMPACT
Structural damage caused by vehicle impact can vary in magnitude from damage that is localized at the point of
impact to damage that is widespread, globally impacting the structure. The magnitude of the structural damage
correlates, in part, with the force of the impact, type of structure, and the load path through which the impact
force travels through the structure. Global damage from a vehicle impact may result in out-of-plumb or racked
framing components and/or walls (members/walls that are displaced laterally)throughout the structure and/or
diagonal cracking at wall openings such as at the top corners of doors and windows. Finished wall cracks can
occur as a result of the sudden impact. The elasticity of building components varies, and therefore, certain
materials will bend due to the impact and then return to the original position without permanent deformation
or damage, while other materials that are brittle or less elastic will bend and permanently deflect. Gypsum and
plaster materials are more brittle or less elastic than wood framing and therefore will fracture or crack as a result
of the wood framed building's response to the impact.
VEHICLE IMPACT—EXTERIOR
The dwelling was examined after a vehicle impacted the house from the southwest.
PORTICO
An 8-in diameter portico support post was missing. While one post remained, the remaining post was leaning
north.A post leaning north is consistent with an impact force in the reported direction of the vehicle at impact.
In photo 9,the portico was noted to have a gap between the north edge and the south face of the entrance
wall. Above the south entrance to the door, horizontal sharp cracks were observed between the top of
moulding and the bottom plank finish of the portico. The interface showed the moulding attached to the face
of wall while detached from the ceiling of the portico. The exposed plank ceiling of the portico was not painted.
This indicated that the wall was pushed north by the vehicle, separating the portico connection from the wall.
Sharp cracks were also observed in two wood shakes in the same area. Sharp cracks indicate the cracks were
recent.
AREA OF IMPACT
EFI was limited to a visual inspection of the exterior due to a grey tarp covering the area of impact. At the west
edge of the tarp seven (7)wood shakes were observed that were consistent with damage from a vehicle
impact. The interior side of the impact was inspected and discussed below.
BUMP OUT WINDOWS
EFI tested the operation of windows and doors surrounding the area of impact. EFI found that the south
entrance door was still operable and did not scrape the encompassing door jambs. When attempting to open
the casement windows on the west and north face of the bump out, they would not open properly.Additional
force was needed for the window to clear the window opening. The windows on the west side were visibly
scraping at the upper left and bottom right corners.Scraping at these corners indicated the rough openings
were racked toward the north. The window on the north side of the bump out also scraped at the upper left-

Engineering of NY,P.0
hand corner indicating the it had experienced rotation in plane to the east. A force from the opposite direction
would cause the rotation of these windows. This is consistent with an impact force in the direction of the
southwest.
VEHICLE IMPACT—INTERIOR
AREA OF IMPACT
The interior of the dwelling was assessed for wall cracks in the gypsum finishes and cracks in wood framing
members. The southwest corner of the entrance area was exposed. Approximately 2-feet of a 6x4 post was
missing. Cracked gypsum along the perpendicular wall at the entrance covered studs behind. These studs were
bent to the east. The north wall had a double 3x4 post that was cracked and bent to the north. While joist
direction could not be verified, they were likely running north to south due to the shorter joist span. The wall
framing at the area of impact would be structural.A window opening framed into the north wall was cracked and
misshapen from the vehicle impact.
FIRST FLOOR-BUMP OUT
The west bump out wall to the exterior had cracks in the drywall. These cracks were sharp, indicating they had
formed recently. The cracks were in the same corners as the window misalignment at the exterior side (photos
10&11). The top of the moulding to ceiling interface along this west wall, the north wall and the adjacent interior
north wall (photo 19) also exhibited sharp fresh cracks consistent with the vehicle impact direction.
SECOND FLOOR—BEDROOM ABOVE AREA OF IMPACT AND BUMPOUT
On the second floor, drywall cracks were observed stemming from the corners of the two windows. One along
the south wall above the area of impact and the second on the west wall above the northwest corner of the
bump out. These cracks were cosmetic and did not indicate an alteration in the structural integrity of the second
floor.
CONCLUSIONS
The analysis of available evidence related to this assignment supports the following opinions:
1. The reported vehicle impact resulted in structural damage to the subject residence that included the
following:
a. The displacement of two 8-in portico columns.
b. The edge of the portico was detached from the south facing entrance wall.
c. The four(4)window frames at the bump out section were racked.
d. The south 3-foot-wide bump out wall and the 3-foot west entrance wall framing.
2. The reported vehicle impact resulted in non-structural damage to the subject residence that included the
following:
a. The cracked drywall on the interior side of the south 3-foot-wide bump out wall and the 3-foot
west entrance wall framing.
b. The 12-inch-wide section of drywall below the crack at the interior of the south entrance door.
c. Cracks below and above the corners of the west and north bump out windows.
d. A 60-inch crack in the drywall ceiling at the first floor stemming from the area of impact.
