Main Rd. &Youngs Ave.) i yC Telephone: 631 765-1938 Southold, NY 11971 G.�` • Q i 'r4UNT`I,Nc� LOCAL WATERFRONT REVITALIZATION PROGRAM TOWN OF SOUTHOLD To: Glenn Goldsmith, President Town of Southold Board of Trustees Cc: Honorable Lori Hulse, Attorney From: Heather Lanza, AICP, Planning Director LWRP Coordinator Date: May 12th 2026 Re: LWRP Coastal Consistency Review THE 2021 KAPLAN FAMILY TRUST, SCTM# 1000-70.-4-45.3 This application is for the existing 3,142 sq. ft. one-story dwelling; construct a 597 sq. ft. addition with a 6'x15' wood deck; a 465 sq. ft. seaward wood deck with stairs; a 453 sq. ft. in-ground swimming pool; a 1,315 sq. ft. pool patio; pool enclosure fencing with gates; a pool drywell and pool equipment area; existing outdoor shower; replace existing walkway from pool patio to the water; replace existing walkway from pool patio to basement stairs; reconstruct basement entrance with new raised concrete and stone walls; install a ±37' long retaining wall under seaward deck for remediation to existing foundation; install an easterly retaining wall (max. height 18") lengths consisting of a 10.3' section along walkway, and 10.3' to 7.4' and 17.6' sections along patio up to shed; existing ±8'x14' shed with ±6' roof overhang and BBQ area; and to maintain the existing 10' wide minimum naturally vegetated non-turf buffer along the landward edge of the stone break wall. The proposed action has been reviewed to Chapter §268, Waterfront Consistency Review of the Town of Southold Town Code and the Local Waterfront Revitalization Program (LWRP) Policy Standards. Based upon the information provided on the LWRP Consistency Assessment Form submitted to this department, as well as the records available to me, it is my recommendation that the proposed action is CONSISTENT with the policies of the LWRP as follows: Policy 6. Protect and restore the quality and function of the Town of Southold's ecosystem. 6.3. Protect and restore tidal and freshwater wetlands. A. Comply with statutory and regulatory requirements of the Southold Town Board of Trustees laws and regulations for all Andros Patent and other lands under their jurisdiction. The proposed action consists of a prior permitted activity and for that reason it is consistent. The proposed action has been reviewed to Chapter §268, Waterfront Consistency Review of the Town of Southold Town Code and the Local Waterfront Revitalization Program (LWRP) Policy Standards. 2 URIMCCMaWMD Town of Southold APR 2 9 2026 LWRP CONSISTENCY ASSESSMENT FORM SOUTHOLD TOWN PLANNING BOARD A. INSTRUCTIONS I. All applicants for permits* including Town of Southold agencies, shall complete this CCAF for proposed actions that are subject to the Town of Southold Waterfront Consistency Review Law. This assessment is intended to supplement other information used by a Town of Southold agency in making a determination of consistency. *Except minor exempt actions including Building Permits and other ministerial permits not located within the Coastal Erosion Hazard Area. 2. Before answering the questions in Section C, the preparer of this form should review the exempt minor action list, policies and explanations of each policy contained in the Town of Southold Local Waterfront Revitalization Program. A proposed action will be evaluated as to its significant beneficial and adverse effects upon the coastal area(which includes all of Southold Town). 3. If any question in Section C on this form is answered "yes" or "no", then the proposed action will affect the achievement of the LWRP policy standards and conditions contained in the consistency review law.
