COMMUNITY HOUSING ADVISORY BOARD PROCEDURE FOR REVIEWING
PROJECT PROPOSALS
1) PREPARE APPLICATIONS FOR COMMITTEE REVIEW: Upon initial review from the Town
Board and the AHRC during a NOFA, the CDHD will assemble a complete developer
application, along with all supporting documents, and notify the developer that the
review process is moving forward.
2) COMPILE AND DISTRIBUTE REVIEW MATERIALS: The CDHD will prepare a project-
specific agenda, staff report, complete application package (with redactions if
applicable), evaluation rubric, and any other relevant documents. The CDHD will
distribute these materials to the CHAB at least one week prior to the meeting.
3) CHAB RUBRIC EVALUATION: Prior to the project review meeting date, each CHAB
member will complete the evaluation rubric and independently evaluate the project
materials in preparation for the Board review.
4) BOARD REVIEW& RECOMMENDATION: In executive session, the CHAB will review the
materials referenced above and make a formal determination—by vote—on whether to
recommend or not recommend the project. Comments and questions will also be noted
by the CDHD.
5) PREPARING MEMO RECOMMENDATION: The CDHD will draft a memo in coordination
with the CHAB Chair to ensure accurate representation of the committee's
recommendations for presentation to the Town Board. All CHAB members will receive a
copy of this memo for reference.
6) PRESENT RECOMMENDATIONS TO TOWN BOARD: The CDHD and the CHAB Chair will
coordinate to present the CHAB's final project recommendations to the Town Board for
their consideration.
7) TOWN BOARD FINAL DECISION: The Town Board will review the recommendations from
the CHAB and will ultimately approve or disapprove the project.
