Main Rd. &Youngs Ave.) cn yC Telephone: 631 765-1938 Southold, NY 11971 G.s� • �y'r4UNTl LOCAL WATERFRONT REVITALIZATION PROGRAM TOWN OF SOUTHOLD To: Glenn Goldsmith, President Town of Southold Board of Trustees Cc: Honorable Lori Hulse, Attorney From: Heather Lanza, AICP, Planning Director LWRP Coordinator Date: April 13, 2026 Re: LWRP Coastal Consistency Review CLANCY REAL ESTATE TRUST, SCTM# 1000-77.-2-3 This application is for the existing one-story dwelling with attached garage; replace existing front stoop and portico with new 32.98 sq. ft. front stoop and portico; remove existing covered mechanical room and construct a 119.39 sq. ft. roofed over mechanical room and covered open patio; replace two concrete pathways off of front stoop with new gravel and stepping stone pathways; remove concrete pathway to rear yard and re-seed lawn where pathway was removed; remove and replace existing siding, roofing, doors and garage doors; remove and replace various windows and install new window locations; construct new railing around existing 98.50 sq. ft. raised patio with steps to ground; perpetually maintain the existing 10' wide non-turf buffer area along the landward side of the bulkhead, install native plantings within the buffer area, and maintain a 4' wide access path to the water. The proposed action has been reviewed to Chapter §268, Waterfront Consistency Review of the Town of Southold Town Code and the Local Waterfront Revitalization Program (LWRP) Policy Standards. Based upon the information provided on the LWRP Consistency Assessment Form submitted to this department, as well as the records available to me, it is my recommendation that the proposed action is CONSISTENT with the policies of the LWRP as follows: Policy 6. Protect and restore the quality and function of the Town of Southold's ecosystem. 6.3. Protect and restore tidal and freshwater wetlands. A. Comply with statutory and regulatory requirements of the Southold Town Board of Trustees laws and regulations for all Andros Patent and other lands under their jurisdiction. The proposed actions include improvements that will decrease existing impervious surfaces on the property and establish a 10' wide buffer between the structure and the water. The plan calls for installation of"native plantings" within the buffer which should be proposed and approved by the Trustees. Examples of species which would thrive at this site include: Panicum virgatum, Spartina patens and/or Baccharis halimifolia. The proposed action has been reviewed to Chapter §268, Waterfront Consistency Review of the Town of Southold Town Code and the Local Waterfront Revitalization Program (LWRP) Policy Standards. 2 Town of Southold LWRP CONSISTENCY ASSESSMENT FORM MAR 27 WWI-- A. INSTRUCTIONS I. All applicants for permits* including Town of Southold agencies, shall complete this CCAF for proposed actions that are subject to the Town of Southold Waterfront Consistency Review Law. This assessment is intended to supplement other information used by a Town of Southold agency in making a determination of consistency. *Except minor exempt actions including Building Permits and other ministerial permits not located within the Coastal Erosion Hazard Area. 2. Before answering the questions in Section C, the preparer of this form should review the exempt minor action list, policies and explanations of each policy contained in the Town of Southold Local Waterfront Revitalization Program. A proposed action will be evaluated as to its sijWficant beneficial and adverse effects upon the coastal area(which includes all of Southold Town). 3. If any question in Section C on this form is answered "yes" or "no", then the proposed action will affect the achievement of the LWRP policy standards and conditions contained in the consistency review law. Thus, each answer must be explained in detail, listiny, both supporting and non- supporting facts. If an action cannot be certified as consistent with the LWRP policy standards and conditions, it shall not be undertaken. A copy of the LWRP is available in the following places: online at the Town of Southold's website (southoldtown.northfork.net), the Board of Trustees Office, the Planning Department, all local libraries and the Town Clerk's office.
