All applicants for permits* including Town of Southold agencies, shall complete this CCAF for proposed actions that are subject to the Town of Southold Waterfront Consistency Review Law. This assessment is intended to supplement other information used by a Town of Southold agency in making a determination of consistency. *Except minor exempt actions including Building Permits and other ministerial permits not located within the Coastal Erosion Hazard Area. 2. Before answering the questions in Section C, the preparer of this form should review the exempt minor action list, policies and explanations of each policy contained in the Town of Southold Local Waterfront Revitalization Program. A proposed action will be evaluated as to its significant beneficial and adverse effects upon the coastal area(which includes all of Southold Town). 3. If any question in Section C on this form is answered "yes",then the proposed action may affect the achievement of the LWRP policy standards and conditions contained in the consistency review law. Thus, the action should be analyzed in more detail and, if necessary, modified prior to making a determination that it is consistent to the maximum extent practicable with the LWRP policy standards and conditions. If an action cannot be certified as consistent with the LWRP policy standards and conditions, it shall not be undertaken. A copy of the LWRP is available in the following places: online at the Town of Southold's website (southoldtown.northfork.net), the Board of Trustees Office, the Planning Department, all local libraries and the Town Clerk's office. Foster a pattern of development in the Town of Southold that enhances community character, preserves open space,makes efficient use of infrastructure, makes beneficial use of a coastal location,and minimizes adverse effects of development. See LWRP Section III—Policies; Page 2 for evaluation criteria. X❑Yes ❑ No ❑ Not Applicable Koke Drive is an established suburban neighborhood in Southold hamlet in the Town of Southold. The proposed action of this application reinforces the character of this neighborhood in support of the hamlet center. It does not impact rural or agricultural lands, and maintains a clear sense of separation between hamlet and countryside. It proposes to enhance a stable residential area and doesn't develop agricultural land, open space, or sensitive coastal areas. The proposed action reinforces the traditional land use pattern of the hamlet, and the Town of Southold. Attach additional sheets if necessary Policy 2. Protect and preserve historic and archaeological resources of the Town of Southold. See LWRP Section III—Policies Pages 3 through 6 for evaluation criteria © Yes ❑ No ❑ Not Applicable The proposed action does not impact identified archaeological resources of the Town of Southold. Potential adverse impacts on any nearby historic resources are not expected due to the modest scale of alterations to this existing non- historic structure. The improvements support the character of this maritime area, though the project site in not within the notable historic maritime areas of the Town of Southold. See LWRP Section III—Policies Pages 6 through 7 for evaluation criteria ® Yes 0 No 0 Not Applicable The proposed action will minimize discordant design components and will remove the degraded existing structural elements and replace them. Alterations to the home and siting of the addition away from the water will continue to be compatible with the area, in support of the goal of improving the visual quality associated with the hamlet areas and the Town of Southold. Full-cutoff lighting will be provided. Existing vegetation will not be impacted. Minimal plantings can be provided at the front to enhance visual quality at the street. Attach additional sheets if necessary NATURAL COAST POLICIES Policy 4. Minimize loss of life, structures, and natural resources from flooding and erosion. See LWRP Section III—Policies Pages 8 through 16 for evaluation criteria © Yes 0 No 0 Not Applicable The project site of the proposed action is within the 100-year flood plain (not within a FEMA Zone AE) and work will comply with town Code Chapter 1448 and NY State Building Code Appendix G for flood resistant construction. The siting of the new components ensures that construction does not impact existing natural vegetation, and does not impact existing drainage contours. The proposed drywell will reduce surface runoff and presumably reduce future erosion on site. The resultant reduction of runoff to surrounding upland sites- however small-enhances the capacity of surrounding natural protective features to accept surface runoff from other unrelated sources, benefiting the public. See LWRP Section III —Policies Pages 16 through 21 for evaluation criteria ® Yes 0 No []Not Applicable The proposed action does not increase bed count, yet includes an I/A septic system to reduce nitrogen discharge to the water supply and Corey Creek. As detailed above surface runoff will be reduced by the addition of a drywell to accept rain water from the additional roof/impervious surface. Overall the approach reduces the current impact on water quality and coastal waters from the minimal runoff from the existing roof. Additionally the owner will encourage the use of dust collection during construction -especially when cutting PVC products (e.g. Azek) to minimize the runoff of microplastics. Attach additional sheets if necessary Policy 6. Protect and restore the quality and function of the Town of Southold ecosystems including Significant Coastal Fish and Wildlife Habitats and wetlands.
