Zoning Update Advisory Committee
Meeting Minutes

April 18, 2026 10-12:30pm
Attending: Patricia Kirkpatrick, George Kewin, Bruce Nelligan, Kevin Stuessi,
Heather Lanza, Erin Argo, Leslie Weisman, Alvin Schein& Megan Hood
A. Development Design Standards ongoing progress.
1. A presentation was given by Bruce to summarize the progress made to
date on the visualization graphics for proposed new bulk schedules,
leading to objective design standards for development.
2. Discussion about definitions and idea to move "demolition" and "minor
repairs" to Chapter 144 so that isn't an issue that the ZBA has to hear for
variances.
3. Discussion on whether the residential bulk schedule is recommended to
be adopted as soon as possible, and the idea that the non-residential
changes are also important because of the benefits to businesses.
4. Base plane remains confusing to lay-people. Is there a way to make it more
understandable?
5. We clarified that objective design standards do not get into architectural
standards for residential. Just setbacks, maximum size, and skyplane- all
in the code now. The proposal is to make them more effective at the intent
of preventing overly large houses.
6. It was pointed out that lots less than 6,600 sq. ft. need to be addressed
because there are a number of very small buildable lots in Town.
B. Zoning Update Restructure
1. Discussion about priority areas of the code, and a recommendation to the
Town Board.
2. Several priorities were identified at this meeting including the following:
o Definitions for entire Town Code in their own chapter
o Bulk Schedules (the work with the visualizations being done now)

• Revising zoning to remove barriers to community housing
• Rewriting and Landing the Community Housing Overlay District
o Discussed at the last ZUAC mtg

• Conservation subdivisions contributing to community housing
(noting this is not in the zoning chapter, and not in the purview of
this committee. With a reminder that this committee is not an
advocacy group for general Town issues, but rather an advisory
committee to the Town Board on the update to Chapter 280 Zoning)
o Agriculture
• Definitions
• Bulk schedule
• Uses
3. Next steps for recommendations to Town Board on priorities
o Committee meet to discuss the priorities listed above and any others
identified
o Schedule to appear at Town Board work session to make
recommendations on priorities for the zoning update project.
