This includes full construction plans/elevations along with the site plan, and new public noticing. Also, as mentioned in past emails the property is situated at the top of a bluff, not a slope. Please revise said survey/site plan/any plan relevant to depict the correct verbiage. Please apply for the demolition of existing, construction of new. Please note there are dimensions incorrect on either the written description or the site plan in what you attached, and the site plan does not have all details(i.e. size of deck, what is the proposed structure/size seaward of existing dwelling). That will have to be corrected with the new submission. This site is 32,890 SF (0.75 acres) and is zoned Residential R-40. The proposed work is consistent with current zoning requirements and compatible with the existing character of the neighborhood. The proposed dwelling improvements scope includes a 19'-9" x 12'-7" covered porch; an 11'-6" x 17'-9" two- story addition; a 34'-9"x 22'-4" second-floor addition over the existing garage and first floor with a 11'-8"x 6'- 0" inset balcony; a 20'-8"x 10'-6" terrace; a 2l'-7"x 1'-6" and 10'-6"x 1'-6" L-shaped retaining wall; and the installation of a HydroAction AN600 I/A OWTS with an 8' x 16' effective depth leaching pool to replace the existing conventional sanitary system. Interior renovations include increasing the number of bathrooms from 2 to 4; increasing the number of bedrooms from 4 to 6; renovating the kitchen and breakfast area; reconfiguring bedroom and bathroom layouts; excavating a portion of the basement crawlspace to create a new family room; extending and reconfiguring the HVAC system; and adding new lighting and electrical work in renovated areas. Two new basement windows will be installed on the north side of the house and will include corrugated window wells. The Board and their Legal Counsel all agreed that this application cannot move forward as submitted. Because the current scope of the work is so significantly different from the original application a whole new as-built Wetland Permit application including as-built fees must be submitted to this office for a new review. Be advised that because both the dwelling and proposed pool all fall within 100 ft.from the top of the bluff you will need to apply to the Zoning Board of Appeals through the Building Department for both an as-built demolition of existing dwelling and for a proposed pool, possible raised pool patio prior to this office opening any future public hearings. Also, if you would like to continue with proposed modifications to the existing structures located from top of bluff down (starting with the gazebo with brick patio) on the new Wetland Permit application, please be sure to add dimensions for each of the structures on your project plans. Please note, the only reason the pool was added was because the Trustees asked for a rear yard plan, and that was part of the owner's long-term plan for the rear yard, so we figured let's add it now. Please clarify what you mean by separate application. Did the Trustees only want to see the rear yard plan that showed removals and nothing proposed?That is not the impression that I got at the meeting, and I then wonder why these removals weren't required when the prior owner came in for the bluff stairs and retaining wall permit. Further, if a new application is required for any structures proposed seaward of the dwelling, I would like to proceed with the plan submitted last month that just showed the dwelling addition and sanitary system (i.e. the original plan), 1 and then submit a new application in the future for the rear yard that includes removal of the existing patios and construction of the new pool/patio/etc. as depicted on the plan submitted this week. Can't we just modify this application to be for the entirety of the work proposed for the property? Unfortunately these revised plans cannot move forward as submitted. You cannot now propose a swimming pool or any work seaward of the dwelling other than removal of a structure, including bringing in fill and/or regrading to accommodate a pool. This will all require a new separate Wetland Permit application. You can either submit a site plan without the seaward deck/patio/walkways/pool/retaining walls/items from top of bluff down/etc. and try to continue the current application for only the dwelling with front patio/walk and removal of all seaward patios/deck/retaining walls/walks, etc. Depending on how integrated the new deck is to the pool patio,you may just want to add that into the pool application. As the patio and walk to bluff stairs will be associated with the pool,this must be part of the pool application. Please be advised that this property is not a dune or dune area, it is a bluff. Please update all of your site plans to depict bluff, toe of bluff, top of bluff, etc. Regarding the proposed I/A OWTS sanitary system, it needs to be part of the dwelling's application and mapped out on either this plan or an engineer's plan with the type and exact location as a new I/A is required for a demolition/construct new dwelling. 2 All structures associated with the bluff stairs, deck, bulkhead, retaining wall areas either need to be fully applied for again under the current owner or the current owner needs to request a Transfer of the Wetland Permit and an Amendment for the proposed changes to the structures from top of bluff down to bulkhead. The site plan requires dimensions for each structure, i.e. dwelling, walks, patios, decks, etc. Please update your site plan to depict all dimensions. I have enclosed a Site Plan (Sheet G101) revised to show such modifications, but before I go into detail about the revised site layout, I will first present a recent history of this site as provided to me by the owner, as well as a brief summary of existing buffer conditions. The current owner purchased the property after the bluff stairs and associated work was completed by the prior owner, and was advised at closing that a Certificate of Compliance would be needed to legalize that work that was performed by the prior owner. The Trustees inspected the site and issued their Authorization on 6/11/2025 (Permit 10795);and a C of C was issued on 7/24/2025 legalizing the bluff stairs and associated structures, as well as the retaining wall along the toe of the bluff (#2276 Q. The prior Trustees Authorization also included establishing two buffer areas, (1) a non-turf buffer between the bulkhead and retaining wall, and (2) a vegetated non-turf buffer for 15 feet landward of the top of the bluff. Based on site photos and aerials dated as recently as 3/21/2026, this site is naturally vegetated throughout the bluff and upper buffer area, as well as along the eastern portion of the site up to the driveway. The lower buffer is currently unvegetated sand and gravelly sand, with the exception of a single black pine. Refer to the Aerial Overlay figure enclosed. As requested by the Trustees, Site Plans (Sheet G101) have been revised to address the existing rear yard accessory structures and associated coverages. Although no changes were initially proposed to the rear yard, the Trustees asked that this accessory structures layout be modified to bring the site better into compliance given that no permits were issued when these structures were installed over 25 years ago (shown in 2001 and possibly as early as 1984 based on Suffolk County aerials). The existing 34'-9" x 10'-3" deck, 14'-10" x 7' steps, 32'-0" x 19-32' (irregular) terrace, 24'-2" x 24' (irregular) patio, 14% 8"x 7' steps/walk, 55'-1"x 7' brick walk, and existing planters and driveway will remain unchanged with this project. This site is 32,890 SF (0.75 acres) and is zoned Residential R-40. The proposed work is consistent with current zoning requirements and compatible with the existing character of the neighborhood. The proposed scope includes a 19'-9" x 12'-7" covered porch; an 11'-6" x 17'-9" two-story addition; a 34'-9" x 22'-4" second-floor addition over the existing garage and first floor with a 11'-8" x 6'-0" inset balcony; a 20'-8" x 10'-6" terrace; a 2l'-7" x l'-6" and 10'-6" x 1'-6" L-shaped retaining wall; and the installation of a HydroAction AN600 I/A OWTS with an 8' x 16' effective depth leaching pool to replace the existing conventional sanitary system. Interior renovations include increasing the number of bathrooms from 2 to 4; increasing the number of bedrooms from 4 to 6; renovating the kitchen and breakfast area; reconfiguring bedroom and bathroom layouts; excavating a portion of the basement crawlspace to create a new family room; extending and reconfiguring the HVAC system; and adding new lighting and electrical work in renovated areas. Two new basement windows will be installed on the north side of the house and will include corrugated window wells. The window wells will be approximately 54" long x 32" wide x 21" deep below grade, necessitating excavation of±42 cubic feet (1.5 CY) of fill to be reused on site.. The addition of basement windows on the front facade necessitates the construction of the above- mentioned retaining wall in the front yard. A cross-section of this wall is provided on Sheet A504 of the Nastasi Architects plan set(4/2/2026). Additional new windows are proposed in the basement, first floor, and second floor, as indicated on the site plans. Wastewater will be treated by a proposed I/A OWTS located on the west side of the site, landward of the existing residence, and sized in accordance with Suffolk County Department of Health Services (SCDHS) residential standards. This system will reduce nitrogen loading to groundwater and surface waters compared to a conventional sanitary system and represents the preferred environmental alternative for development in sensitive areas. In accordance with NYSDEC and SCDHS standards,the I/A OWTS will be elevated a minimum of 2 feet above groundwater at the treatment unit and 3 feet above groundwater at the leaching galleys.No imported fill will be required for installation of the system, as excavated material will be reused for installation and grading. The proposed additions and renovations are located more than 100 feet from the wetland boundary, equivalent to Mean High Water (MHW); and are a minimum of 83 feet landward of the top of the bluff. The I/A OWTS is proposed 98 feet from the top of bluff and over 160 feet landward of MHW. Understanding renderings could be incorrect,the office needs to advise you that any excavation or filling of the existing grade should be depicted on a site plan with the approximate amount and where.
