Also Present: Kim Fuentes, Coordinator 3:09 P.M. A Motion was offered to open the meeting. Vote of the Commission: Ayes: Commissioners Mammina, Wexler, de Conciliis, Ketcham, and Sardar-Afkhami. (This Resolution was duly adopted 5-0). WORK SESSION: 3:09 P.M. Requests for Changes to Approved Applications (Issued Certificates of Appropriateness) FREDERICK SCOFIELD—2355 Village Lane, Orient, SCTM No. 26-1-13, Certificate of Appropriateness (C of A's)#06.26.2025.1 and 01.04.2021.2 • The Commission was asked to consider amending the C of A to allow the wood cedar fence to remain natural cedar(instead of painted white). An amendment to the C of A will be approved during the regular meeting. • The Commission reviewed photographs that were submitted by the applicant depicting the completion of the alterations and additions to the existing single-family dwelling, and gave their approval. The Commission Coordinator will notify the Building Department of the Commission's satisfaction. SHAW DL & SL TRUST—LUCY STILLE, OWNER—2200 Skipper Lane, Orient, SCTM No. 25-1-21. Certificate of Appropriateness # 02.26.2026.1 • The Commission was asked to consider alternatives to the approved windows. It was determined that the windows already approved and depicted in the C of A would remain. REVIEW APPLICATIONS: 3:26 P.M. SIMON EISINGER—2660 VILLAGE LANE—for a Certificate of Appropriateness under Section 170-7(b) of the Southold Town Code at a registered landmark property concerning Page 2, Minutes of Meeting of the Historic Preservation Commission March 26, 2026 alterations and additions to a single family dwelling; located at 2660 Village Lane, Orient,NY. SCTM No. 1000-26-1-18. (ASA) Since the applicant was not present, and the Building Department had not yet issued a Notice of Disapproval, the Commission conducted a preliminary review of the architectural plans and made the following comments: The applicant shall: • Submit a copy of the Notice of Disapproval—Determine whether the project may be considered a demolition • Complete the plans with a schedule and specs on Windows and Doors, (i.e., manufacturer, model nos. sizes, etc.) • Submit two sets of full signed and sealed architectural plans dated December 23, 2025. • Email a PDF of the architectural plans dated December 23, 2025 The Commission Coordinator will communicate with Mr. Eisinger in order to schedule a work session for April 23, 2026; the Commission's next meeting date. REGULAR MEETING: Called to Order: 3:37 PM Commissioner de Conciliis, seconded by Commissioner Wexler made a motion to Close the Work Session and Open the Regular Meeting. Vote of the Commission: Ayes: Commissioners Mammina, Wexler, Ketcham, de Conciliis, and Sardar-Afkhami. (This Resolution was duly adopted 5-0). Pledge of Allegiance APPROVAL OF MINUTES: A Motion was made to approve the prior meeting minutes of February 26, 2026 by Sardar-Afkhami, seconded by Commissioner de Conciliis. Vote of the Commission: Ayes: Commissioners Mammina, Wexler, Ketcham, de Conciliis, and Sardar-Afkhami. (This Resolution was duly adopted 5-0). RESOLUTIONS: FREDERICK SCOFIELD—2355 Village Lane, Orient, SCTM No. 26-1-13, Certificate of Appropriateness#06.26.2025.1 During the Meeting of March 26,2026, the Commission received photographs of the fence installation and reviewed the request from the applicant to AMEND the finish of the approved fence to remain natural cedar wood. "BE IT FURTHER RESOLVED,that the Commission approves the request for a Certificate of Appropriateness for the recommended new three feet high white wood picket fence, subject to the submission of a dated, signed and sealed Site Plan showing the fence as installed and prepared by a licensed design professional, and approvals by all involved agencies; and" Edited 04/01/2026 Page 2 Page 3, Minutes of Meeting of the Historic Preservation Commission March 26, 2026 Vote of the Commission: Ayes: Commissioners Mammina, Wexler, Ketcham, and Sardar-Afkhami. (This Resolution was duly adopted 4-0). (Commissioner de Conciliis recused) OLD BUSINESS: a) Review HPC Handbook- Part 1, Application Process. (AS, DM, MD). No movement at this time. NEW BUSINESS: None Meeting Adiourned: 3:45 P.M. Motion to adjourn the meeting was made by Commissioner Ketcham, seconded by Commissioner Wexler. Vote of the Commission: Ayes: Commissioners Mammina, Wexler, de Conciliis, Ketcham, and Sardar-Afkhami. (This Resolution was duly adopted 5-0). Next HPC work session and regular meeting, with Zoom access, scheduled for April 23,2026 in the Annex Building, Second Floor Conference Room at 3:00 PM.
