N 0 SO HOLD S •'r 2 N , 1670 a •� eta RFSanVA710N Regular Meeting Minutes TOWN HALLANNEX CONFERENCE ROOM Thursday, February 26, 2026 at 3:00 PM Attendees: Commissioner Surchin, Commissioner Wexler, Commissioner Woodhouse, Commissioner de Conciliis, Commissioner Ketcham, and Commissioner Sardar-Afkhami. Also Present: Kim Fuentes, Coordinator; Julie McGivney,Assistant Town Attorney 3:12 P.M. A Motion was offered to open the meeting. Vote of the Commission: A Commissioners Surchin, Wexler, Woodhouse, de Conciliis, Ketcham, and Sardar-Afkhami. (This Resolution was duly adopted 6-0). WORK SESSION: 3:12 P.M. Review Applications: a) 2440 VILLAGE LANE,LLC -P.J. DESCHENES—AMEND the Certificate of Appropriateness under Section 170-7(b) of the Southold Town Code at a registered landmark property concerning the partial demolition, alterations and additions to a single family dwelling; located at 2440 Village Lane, Orient. SCTM No. 1000-26-1-17.1. • Applicant's Representatives, Anthony Portillo, Architect, and Wade Bennett of Even Keel Home Services; and P.J. Deschenes, Owner, discussed the proposed garage rebuild and explained the reasons why that portion of the dwelling was demolished. • The Commission will make a deciding vote during the Regular Meeting. b) SHAW DL & SL TRUST—LUCY STILLE, OWNER—for a Certificate of Appropriateness under Section 170-7(b) of the Southold Town Code at a registered landmark property concerning the replacement of two windows to a single family dwelling; located at 220 Skipper Lane, Orient, NY. SCTM No. 1000-25-1-21. (AW) • Lucy Stille, Owner described the replacement windows as Anderson 400 Series. • The Commission Members requested that the gable window look like a double hung window with casement operation. • The Commission will make a deciding vote during the Regular Meeting. KERN (Representative Luis Benitez) for a Certificate of Appropriateness under Section 170-7(b) of the Southold Town Code at a registered landmark property concerning the replacement of asphalt roof shingles on a single family dwelling; located at 9000 Main Road, East Marion,NY. SCTM No. 1000-31-8-2. (AS) • The applicant's representative, Louis Benitez, described the asphalt roof singles as Timberland HD in Williamsburg Slate color. • The Commission will make a deciding vote during the Regular Meeting. d) KAREN LUNDMORGE TORRENTO - for a Certificate of Appropriateness under Section 170- 7(b) of the Southold Town Code at a registered landmark property concerning the (legalize) replacement of asphalt roof shingles and windows on a single family dwelling; located at 57020 Main Road, Southold,NY. SCTM No. 1000-63-4-2. (AS) • The applicant's representative, Arthur Rast and Jorge Torrento, Owner, described replacement asphalt roof shingles as Timberland HD in Charcoal color, and the replacement Anderson 400 Series Windows to have "fully divided lites". • The proposed window replacement plan will be amended to indicate revisions requested by the Commission. • The Commission will make a deciding vote during the Regular Meeting. REGULAR MEETING: Called to Order: 3:37 PM Commissioner Mammina, seconded by Commissioner Ahmad made a motion to Close the Work Session and Open the Regular Meeting. Vote of the Commission: Ayes: Commissioners Surchin, Wexler, Woodhouse, Ketcham, de Conciliis, and Sardar-Afkhami. (This Resolution was duly ad9pted 6-0)• Pledge of Allegiance APPROVAL OF MINUTES: A Motion was made to approve the prior meeting minutes of January 15, 2026 by Commissioner de Conciliis, seconded by Commissioner Woodhouse. Vote of the Commission: Ayes: Commissioners Surchin, Wexler, Woodhouse, Ketcham, de Conciliis, and Sardar- 'Aflchami. (This Resolution was duly adopted 6-0). RESOLUTIONS: Resolution 402.26.2026.1 —Shaw DL & LS Trust-Lucy Stille,220 Skippers Lane, Orient ✓ The Commission has determined that pursuant to Chapter 170-4(E)(2) of the Southold Town Code, the Commission has the authority to determine that some proposals do not rise to the level of requiring a public hearing, as the proposal is de minimis in nature; and Edited 03/11/2026 Page 2 Page 3, Minutes of Meeting of the Historic Preservation Commission February 26, 2026 ✓ The Commission has determined that the subject application for the Certificate of Appropriateness is de minimis in nature and therefore does not require a Public Hearing. ✓ The Commission approves the request for a Certificate of Appropriateness, subject to approvals by all involved agencies. Vote of the Commission: Ayes: Commissioners Surchin, Wexler, Woodhouse, deConciliis, Ketcham and Sardar-Afkhami. (This Resolution was duly adopted 6-01. Resolution #02.26.2026.2—Emily Kern, 9000 NYS Route 25,East Marion ✓ The Commission has determined that pursuant to Chapter 170-4(E)(2) of the Southold Town Code, the Commission has the authority to determine that some proposals do not rise to the level of requiring a public hearing, as the proposal is de minimis in nature; and ✓ The Commission has determined that the subject application for the Certificate of Appropriateness is de minimis in nature and therefore does not require a Public Hearing. ✓ The Commission approves the request for a Certificate of Appropriateness, subject to approvals by all involved agencies. No. 09.26.2024.1, 2440 Village Lane, Orient—P.J. Deschenes ✓ The Commission has determined that pursuant to Chapter 170-4(E)(2) of the Southold Town Code, the Commission has the authority to determine that some proposals do not rise to the level of requiring a public hearing, as the proposal to is de minimis in nature; and ✓ The Commission has determined that the subject application for the AMENDED Certificate of Appropriateness/Resolution No. 09.26.2024.1 is de minimis in nature and therefore does not require a Public Hearing. ✓ The Commission approves the request for an Amended Certificate of Appropriateness, subject to approvals by all involved agencies. Vote of the Commission: Ayes: Commissioners Surchin, Wexler, Woodhouse, deConciliis, Ketcham, and Sardar-Afkhami. (This Resolution was duly adopted 6-0). Resolution #02.26.2026.5—Jorge Torrento (Lund), 57020 Main Road, Southold ✓ The Commission has determined that pursuant to Chapter 170-4(E)(2) of the Southold Town Code, the Commission has the authority to determine that some proposals do not rise to the level of requiring a public hearing, as the proposal is de minimis in nature; and ✓ The Commission has determined that the subject application for the Certificate of Appropriateness is de minimis in nature and therefore does not require a Public Hearing. ✓ The Commission approves the request for a Certificate of Appropriateness, subject to approvals by all involved agencies. DESCHENES—for a Certificate of Appropriateness under Section 170-7(b) of the Southold Town Code at a registered landmark property concerning the installation of roof mounted solar panels upon a single family dwelling; located at 2440 Village Lane, Orient. SCTM No. 1000-26-1-17.1. (ASA) • The applicant's representative, Tyler Cirincione of Harvest Power,presented architectural plans for roof mounted solar panels and described the proposed project to mount solar panels on an existing single family dwelling. • Commission determined that the proposal for roof mounted solar panels as depicted in the Architectural Plans (PV-0, PV-1, PV-1A, PV-2 thru PV-11)prepared Michael K. Dunn, Architect, last revised December 19, 2025, meets the criteria for approval under Section 170-8 (A) of the Southold Town Code. Resolution#02.26.2026.4: ✓ A Motion was made by Commissioner Sardar-Aflikami and seconded by Commissioner Surchin to Close the Public Hearing. ✓ A Motion was made by Commissioner Sardar-Afhkami, seconded by Commissioner Wexler to APPROVE the request of a Certificate of Appropriateness for the improvements for aforementioned improvements, conditioned upon approvals by all involved agencies. Vote of the Commission: Ayes: Commissioners Surchin,Wexler,Woodhouse, deConciliis, Ketcham, and Sardar-Afkhami. (This Resolution was duly adopted 6-0). OLD BUSINESS: a) Review HPC Handbook- Part 1, Application Process. (AS, DM, MD). To be continued. Meeting Adjourned: 4:27 P.M. Motion to adjourn the meeting was made by Commissioner Mammina, seconded by Surchin. Vote of the Commission: Ayes: Commissioners Surchin, Wexler, Woodhouse, de Conciliis, Ketcham, and Sardar-Afkhami.
