HomeMy WebLinkAboutLP-03/17/2026 LAND PRESERVATION COMMITTEE MEETING Minutes & Discussion Notes from Meeting held Tuesday, March 17, 2026 at 7:00 p.m. This Regular Meeting was held in the Annex Executive Board Room, located on the 2nd floor at Southold Town Hall Annex, 54375 Route 25 (Main Road), Southold, New York. The public had access to view and listen to the meeting as it was happening via Zoom. If an attendee did not have access to a computer or smartphone, there was an option to listen in via telephone. Comments from the public may not be solicited nor received without an appointment. It is expected that the Committee will enter into Executive Session*at some point after opening the Regular Meeting for the purpose of discussing applications regarding proposed acquisitions of real property where publicity would substantially affect the value thereof. General Preservation • None Inquiries/Applications for Uses or Structures on Preserved Property • Narrow River Properties LLC (Armstrong) SCTM# 1000-19.-1-1.5—Request to Construct Storage Barn & Livestock Barn (continued from 2/3) Lilly reviewed with the landowner and Committee the current and proposed uses of the property. The landowner stated that there are currently 2 horses, 13 to 15 sheep and approximately 25 goats currently on the property. The goats and sheep are turned out on the entire easement area, but they are contained to the 5-acre reserve area during the field crop growing season. The property currently has electric service and a well, so the landowner does not intend to install additional utilities. The landowner confirmed his understanding that using the farm road labeled as a "Proposed Driveway" on the site plan for residential access or any access unrelated to agricultural production would be inconsistent with the easement. He also confirmed his understanding that his initially proposed screening would not be consistent with the easement terms. The Committee then reviewed the landowner's proposed uses of the livestock and storage barns, which would be accessory to a proposed horse breeding and training operation, as well as silvopasturing sheep and goats to be bred for milk and cheese. The landowner confirmed the Latham's ongoing fruit, vegetable, and flower operation would not change. The Committee members addressed concerns regarding contradictions between the landowner's statements during the 2/3 Committee meeting describing these animals as personal and any commercial return incidental to his personal enjoyment of the animals, and letters the Committee subsequently received. The Committee reiterated that the easement only allows use of the land for commercial agricultural production, not for a personal estate. The landowner stated that he intends to comply with the Town Code and easement, and that he is learning as he goes. The Committee discuss the landowner's proposed milk and cheese operation. The landowner stated he does not intend to retail the raw milk or cheese products. Instead, he intends to wholesale raw milk and cheese, processed in his house on the reserve area, to restaurants in New York City. The landowner had not decided how livestock populations would be managed, but he would not necessarily be slaughtering the animals. The Committee discussed the pasture size (1.74± acres) relative to the number of animals it would support. The landowner confirmed that the animals will pasture feed and will also have supplemental hay. He also stated that he consulted horse breeding professionals on the barn and pasture design. The landowner confirmed that he intends to rotate animals among the 1/3- acre fenced pastures (6 total). The landowner was not sure how the sheep and goats would be contained during the field crop growing season. He stated there is fencing to keep them out of the wetlands, but they may be contained elsewhere on the easement or reserve areas. Committee members raised concerns about soil and manure management, as the proposed number of animals will result in intense grazing and soil compacts, which could degrade soils, impact drainage, and impact the property's wetlands. The Committee also discussed design specifications for the proposed agricultural storage barn. The plans submitted to the Committee after the 2/3 meeting showed a masonry patio, and the plans received to date did not make clear whether the proposed elevation change requires retaining walls or how the barn will be accessed. The landowner noted that the storage barn design was not final but merely representative of the proposed barn, which was initially proposed for the reserve area as an accessory to the proposed home. The plans were unclear on the view of a ramp/patio and how the animals would access the barn. In light of the new proposed uses and information discussed during the meeting, as well as the conceptual nature of the site and building plans, the Committee stated it would provide more specific feedback and recommendations to the landowner about consistency with the easement at a subsequent meeting.
