Located on 20795 Soundview Ave, Southold. SCTM# 1000-51-4-13 Responses to request for information on Field Inspection Reports Dated May 6,2025 and April 16,2025 In response to the request for information and modifications outlined in the referenced Inspection Reports we submit the following: 1. Pull spa back 50 feet from the top of the bluff. A 50-foot set back will interfere with a tree that is in the area. We recommend that you consider a 47-foot set back which will resolve the tree interference. 2. What is the excavated area on the west side of the property. This area will be a garden seating area surrounded by flowers and shrubs This area is near the tree and bushes and provides a shaded area for seating in the afternoon. We are not erecting any structures. 3. On grade patio and stairs should be on survey. A revised (hand drawn) survey shows the patio and the stairs as well as the seating area on the west side of the property and the hot tub (spa). 4. Severe erosion at the top of the bluff. We regularly walk the top of the bluff and have not seen changes for years. Minor erosion is expected to occur, especially in the winter, when storm waves hit the bulkhead and the water splashes on the bluff surfaces and at the underside of the top of the bluff. I have regularly walked on this property for approximately 50 years and have not noticed much change at the top of f the bluff, even after large storms, such as the Nor'easter from a few years ago that washed away some of the bluff fill in the middle. This is evidenced by the attached photos from 2019 and 2024. Although they were taken for recreational purposes and have slightly different angles, the top of the bluff line is roughly the same. There is no evidence of loss of land due to erosion. In fact, because we later refilled the bluff with sand and re-planted it with erosion-mitigation vegetation after the recent Nor'easter storm, the bluff appears to be in a better state. In addition to vegetation on the cliff, which has prevented erosion for 50 years, the backyard, which extends to the top of the bluff, is covered with Zosia Grass that has deep and dense web-type route system. It is very strong and difficult to remove. In the 6 years since its installation, it has effectively protected the top areas of the bluff. Lastly, installation of 15 feet of vegetation would be very costly and prevent usage and enjoyment of a substantial portion of the backyard. Therefore, the proposed installation of 15' vegetated non-turf buffer is both unnecessary and a hardship because (1) there is no evidence of erosion or loss of land, (2) we have already taken extensive measures to prevent erosion, and (3) without any counterbalancing benefit, the installation of the vegetation would be costly and interfere with enjoyment of the property. We'll remove the garden hoses (referred to irrigation hoses in the Field Report) from the bluff. In conclusion, my wife and I are responsible for the maintenance of the bluff and if we determine that there is a need for repairs will initiate a project to prepare appropriate repair plans for your approval.
