Main Rd. &Youngs Ave.) Southold, NY 11971 ® Telephone: 631 765-1938 CDUNTI, LOCAL WATERFRONT REVITALIZATION PROGRAM TOWN OF SOUTHOLD To: Glenn Goldsmith, President Town of Southold Board of Trustees Cc: Honorable Lori Hulse, Attorney From: Heather Lanza, AICP, Planning Director LWRP Coordinator Date: December 16, 2025 Re: LWRP Coastal Consistency Review ROBERT J. HARRISON & PATRICIA A. KOVATCH, SCTM# 1000-31.-16-5 This application is to regrade existing ±70'xl 5' driveway and ±32'x36' apron; replace gravel driveway with crushed rock on RDX base with steel edging in slightly smaller footprint, apron to use concrete pavers; replace existing ±6'x25' slate paver path from driveway to dwelling with concrete pavers on concrete base with steel edging; extend existing 15'x3l' patio at rear of dwelling to 15'x4l' using concrete pavers. _ The proposed action has been reviewed to Chapter §268, Waterfront Consistency Review of the Town of Southold Town Code and the Local Waterfront Revitalization Program (LWRP) Policy Standards. Based upon the information provided on the LWRP Consistency Assessment Form submitted to this department, as well as the records available to me, it is my recommendation that the proposed action is CONSISTENT with the policies of the LWRP as follows: While the plan includes some actions which are consistent with the "Administrative Permit" requirements of Chapter §275-2 A of the Wetlands Law of the Town of Southold, including the proposed changes to the existing driveway under§275-3.(f) Construction or improvement of pervious residential driveways or walkways, provided that such activity will not have an undue adverse impact on the wetlands and tidal waters of the Town, the proposed expansion of the impervious patio on the wetland side of the structure does not satisfy the requirements of an Administrative Permit and should be considered under the regular permitting requirements. Due to the increase in previous surface on the waterside of the house, this application may justify the establishment of a non-turf buffer. The proposed action has been reviewed to Chapter §268, Waterfront Consistency Review of the Town of Southold Town Code and the Local Waterfront Revitalization Program (LWRP) Policy Standards. 2 .
