Main Rd. &Youngs Ave.) Telephone: 631 765-1938 Southold, NY 11971 ® Q LOCAL WATERFRONT REVITALIZATION PROGRAM TOWN OF SOUTHOLD To: Glenn Goldsmith, President Town of Southold Board of Trustees Cc: Honorable Lori Hulse, Attorney From: Heather Lanza, AICP, Planning Director LWRP Coordinator Date: December 16, 2025 Re: LWRP Coastal Consistency Review ANTHONY & JOANNE COLLETTA, SCTM# 1000-116.-4-15 This application is to conduct construction activity within 100' from the landward edge of the wetlands consisting of a 204 sq. ft., a 274 sq. ft. and a 42 sq. ft. addition onto existing 2,934 sq. ft. dwelling; remove a portion of existing screened porch and expand it to be 268 sq. ft.; a southerly 4.8'x12' wood landing with 93 sq. ft. steps; a seaward 6.8'x12.5' wood deck with a 6.4'x7.4' hot tub; remove existing sanitary system and install an I/A OWTS sanitary system; and remove arbor and a portion of deck for an 893 sq. ft. seaward deck. The proposed action has been reviewed to Chapter §268, Waterfront Consistency Review of the Town of Southold Town Code and the Local Waterfront Revitalization Program (LWRP) Policy Standards. Based upon the information provided on the LWRP Consistency Assessment Form submitted to this department, as well as the records available to me, it is my recommendation that the proposed action is CONSISTENT with the policies of the LWRP as follows: Policy 5 Protect and improve water quality and supply in the Town of Southold. 5.1 Prohibit direct or indirect discharge that would cause or contribute to contravention of water quality standards. C. Ensure effective treatment of sanitary sewage and industrial discharges by: 3. Modifying existing sewage treatment facilities to provide improved nitrogen removal capacity. Policy 6. Protect and restore the quality and function of the Town of Southold's ecosystem. 6.3. Protect and restore tidal and freshwater wetlands. A. Comply with statutory and regulatory requirements of the Southold Town Board of Trustees laws and regulations for all Andros Patent and other lands under their jurisdiction. D. Provide adequate buffers between wetlands and adjacent or nearby uses and activities in order to ensure protection of the wetland's character, quality, values, and functions. The plan includes property improvements that are consistent with the requirements of Chapter §268 Waterfront Consistency Review of the Town of Southold Town Code. These actions include renovation and expansion of an existing porch and additions to an existing residence greater than 100' from wetlands. The installation of an I/A septic system is beneficial as it should help to protect surface and groundwater quality. The proposed action has been reviewed to Chapter §268, Waterfront Consistency Review of the Town of Southold Town Code and the Local Waterfront Revitalization Program (LWRP) Policy Standards. 2 Town of Southold f C [90 MQ LWRP CONSISTENCY ASSESSMENT FORM DEC 0 2 7025 A. INSTRUCTIONS pOUD410 TOWN 1. All applicants for permits* including Town of Southold agencies, shall complete this CCAF for proposed actions that are subject to the Town of Southold Waterfront Consistency Review Law.This assessment is intended to supplement other information used by a Town of Southold agency in making a determination of consistency. *Except minor exempt actions including Building Permits and other ministerial permits not located within the Coastal Erosion Hazard Area. 2. Before answering the questions in Section C, the preparer of this form should review the exempt minor action list,policies and explanations of each policy contained in the Town of Southold Local Waterfront Revitalization Program. A proposed- action will be evaluated as to its significant beneficial and adverse effects upon the coastal area(which includes all of Southold Town). 3. If any question in Section C on this form is answered"yes",then the proposed action may affect the achievement of the LWRP policy standards and conditions contained in the consistency review law. Thus, the action should be analyzed in more detail and, if necessary, modified prior to making a determination that it is consistent to the maximum extent practicable with the LWRP policy standards and conditions. If an action cannot be certified as consistent with the LWRP policy standards and conditions,it shall not be undertaken.
