Main Rd. &Youngs Ave.) Southold, NY 11971 ® Telephone: 631 765-1938 c®UPJTI,��� LOCAL WATERFRONT REVITALIZATION PROGRAM TOWN OF SOUTHOLD To: Glenn Goldsmith, President Town of Southold Board of Trustees Cc: Honorable Lori Hulse, Attorney From: Heather Lanza, AICP, Planning Director LWRP Coordinator Date: December 16, 2025 Re: LWRP Coastal Consistency Review 622 CHURCH LANE, LLC, SCTM# 1000-99.4-18 This application is for a Wetland Permit for alterations to the existing 1 Y2 story 518 sq. ft. dwelling and to construct an addition consisting of a proposed 1,741 sq. ft. split-level ground floor opening to a 1,733 sq. ft. patio/raised terrace that includes a 20,x3O' pool; construct internal and external stairs that lead to the 3,762sq.ft. second floor/main floor that includes a 700 sq. ft. garage, a balcony, a deck, front entry with planters, and is built around a 721 sq. ft. open-air courtyard; install various on-grade stone paver walkways and patios; install an I/A sanitary system in the front yard; install a new driveway; install a stormwater drainage system; and the existing dwelling on northwest area of parcel to be storage use. The proposed action has been reviewed to Chapter §268, Waterfront Consistency Review of the Town of Southold Town Code and the Local Waterfront Revitalization Program (LWRP) Policy Standards. Based upon the information provided on the LWRP Consistency Assessment Form submitted to this department, as well as the records available to me, it is my recommendation that the proposed action is INCONSISTENT with the policies of the LWRP as follows: Policy 6. Protect and restore the quality and function of the Town of Southold's ecosystem. 6.3. Protect and restore tidal and freshwater wetlands. A. Comply with statutory and regulatory requirements of the Southold Town Board of Trustees laws and regulations for all Andros Patent and other lands under their jurisdiction. D. Provide adequate buffers between wetlands and adjacent or nearby uses and activities in order to ensure protection of the wetland's character, quality, values, and functions. And Town code policy §275-3 "Findings; purpose; jurisdiction; setbacks" D. Setbacks. (1) The following minimum setbacks apply to any and all operations proposed on residential property within the jurisdiction of the Board of Trustees: (a) Wetland boundary [1]Residence: 100 feet. (b) Top of bluff. [1]Residence: 100 feet. The plan does not meet the minimum setback of 100 feet from the top of bluff or wetland boundary for new residential construction. In addition to this, the wetland boundary was delineated 10 years ago and since it is part of a tidal wetland system, should be updated to reflect changes in sea level rise. The proposed action has been reviewed to Chapter §268, Waterfront Consistency Review of the Town of Southold Town Code and the Local Waterfront Revitalization Program (LWRP) Policy Standards. 2 Town of Southold � LWRP CONSISTENCY ASSESSMENT FORM Q�L I]V' LSD DEC 0 2 2025 A. INSTRUCTIONS PSOUTHOLD LANNING BOARD 1. All applicants for permits* including Town of Southold agencies, shall complete this CCAF for proposed actions that are subject to the Town of Southold Waterfront Consistency Review Law. This assessment is intended to supplement other information used by a Town of Southold agency in making a determination of consistency. *Except minor exempt actions including Building Permits and other ministerial permits not located within the Coastal Erosion Hazard Area. 2. Before answering the questions in Section C, the preparer of this form should review the exempt minor action list, policies and explanations of each policy contained in the Town of Southold Local Waterfront Revitalization Program. A proposed action will be evaluated as to its significant beneficial and adverse effects upon the coastal area(which includes all of Southold Town). 3. If any question in Section C on this form is answered "yes" or "no", then the proposed action will affect the achievement of the LWRP policy standards and conditions contained in the consistency review law. Thus, each answer must be explained in detail, listing both supporting and non supporting facts. If an action cannot be certified as consistent with the LWRP policy standards and conditions,it shall not be undertaken. A copy of the LWRP is available in the following places: online at the Town of Southold's website (southoldtown.northfork.net), the Board of Trustees Office, the Planning Department, all local libraries and the Town Clerk's office. An addition to the pre-existing 1 1h story dwelling (518 SF footprint) is proposed thru a split-level Ground floor (1,741 square feet) containing a Recreation Room and two guest bedrooms and a bathroom. These spaces open to a Patio / raised Terrace and Pool (1,733 square feet) at elevation +28'-0". Following the natural slope of the hill, internal and exterior stairs lead to the "2nd floor-main floor"with a Garage ( 700 square feet) at elevation +36'- 0, and the main portion of the house (living area) at elevation +38'-0. This has an irregular footprint of 3,762 square feet- (approximately 68'-5"x 75'-8") - and is built around an open-air courtyard of 721 sf. This level (2"d floor-main floor) contains the Principal Living spaces (kitchen, dining room and living room) and includes 3 Bedrooms and 3.5 Bathrooms. IA sanitary system in the front yard, driveway and drywells as required by Town Code 236. No change to Preexisting seasonal cottage (prior Trustees permit) and conversion of preexisting dwelling on northwest area of parcel to be storage use.
