Based upon the information provided on the LWRP Consistency Assessment Form submitted to this department, as well as the records available to me, it is my recommendation that the action is INCONSISTENT with Policies 4 and 6 of the LWRP. 1. Seventy-five percent of exterior walls and 100% of roof will be demolished. See Phase 1 site plan and plan page 4 of 9 for details. Reconstruct most of the house. No change in square footage, footprint, number of stories, number of bedrooms, number of baths, or distance to Jockey Creek. Exterior stoops are being reduced from four to three. Total stoop square footage unchanged. Per FEMA guidelines and guidance from the building department, the house will be lifted about 16 inches, so the finished floor elevation is at least 8 feet. The existing stem wall foundation will remain and will be added to. Per FEMA guidance, the house will sit on an elevated slab and the area below the slab will be filled. There will no longer be any crawl space. See plans for details (page 6 of 9 and 8 of 9). Clear River Environmental will remove and replace existing, old concrete block septic system in the front yard with new state of the art I/A OWTS sanitary system designed by Island Wide Engineering. Suffolk County Health Department variance required for IA system due to unique parcel dimensions. IA plans and a variance application have been submitted to the Suffolk County Health Department. The new IA installation will involve 42.29 cubic yards of fill. Installing stormwater drainage system. Replace utility pole on neighbor's property and overhead wires with buried electric.All patios and walkways will be removed and replaced with new concrete pavers and permeable stones allowing improved and adequate seepage. The location of all patio and'walkways and the area consumed by such patios and walkways will be unchanged. No additional patio or walkways will be added below the new pergola. No additional fill needed for patio or walk-ways, or the retaining wall that is being moved. The entire property except for a small 380 square foot area in the front yard will be non-turfed. PHASE 2 Adding unfinished 237'x117' second story with '/z bath to the existing garage for storage purposes. No change to garage size or footprint. Exterior garage stairs and landing (132" x 3'6") to access the second story will help maximize storage area. 1 0x1 0 pergola will be added between the house and garage. Outdoor shower (6'x4') and a small jacuzzi (68"x 7'9") will be added to the southeastern area of the property on an elevated berm that sits 33 inches above grade and outside the 100-year flood area. The retaining wall associated with that berm will be moved slightly. The new retaining wall will be 26' long, 33 inches high and 10 inches wide, compared to the existing wall that is 24'9" long, 27" high and 9 inches wide. ENVIRONMENTAL IMPROVEMENTS: We are doing everything we can to limit the environmental impact of our project. We also want to highlight the significant environmental improvements we are making as part of the project.There is clearly a substantial"net benefit"to the environment and the neighborhood from our project. The environmental improvements include: -Removal of 50+yr. old concrete block cesspool system located just 20 feet from the creek. -Installation of state-of-the-art I/A OWTS sanitary system: (detailed plans already submitted to health department are included in Trustee application) -Installing storm drainage system -Lifting house per FEMA AE6 guidelines -Non-turf on 90+%of property -Moving overhead electrical service from Oaklawn Avenue underground BACKGROUND Prior trustee approval was granted on 8/14/24 to do a very significant renovation at 3121 Oaklawn Avenue on Jockey Creek.A building permit was also granted and work commenced in December of 2024. The renovation was intended to be less than"50%"according to the town guidelines. When the demolition process began, it was very clear that the scope of demolition and rebuilding would have to extend beyond the original plans. The entire roof was found to be structurally unsound and the same was true of most of the exterior walls. The main house project is identical to the first Trustee submission in 2024 except for the fact that additional demo and rebuilding is required. A new I/A system is now being added.The amount of demo and rebuild is now closer to 80%.There is still no change to square footage, no change to footprint, no change in setbacks, no change to#of stories or height, and no change to number of bedrooms (2) or baths(2). Phase 2 enhancements are being seen by the Bd of Trustees for the first time. Our plan all along was for the house and property to be consistent with the character of the neighborhood. We did not want to overbuild.We are essentially rebuilding what was there previously and enhancing the property ever so slightly per our Phase 2 plans.
