Main Rd. &Youngs Ave.) Southold, NY 11971 ® yp Telephone: 631 765-1938 LOCAL WATERFRONT REVITALIZATION PROGRAM TOWN OF SOUTHOLD To: Glenn Goldsmith, President Town of Southold Board of Trustees From: Mark Terry, AICP LWRP Coordinator Date: August 7, 2025 Re: LWRP Coastal Consistency Review for LEE & ROBYN SPIRER SCTM# 1000-30-2-85 Taplow Consulting, Ltd. on behalf of LEE & ROBYN SPIRER requests a Wetland Permit and a Coastal Erosion Permit to remove the existing bluff stairs and associated decking; in the same location, construct a new set of bluff stairs consisting of a 10'x20' top deck to a 4'x9' walkway to 4'x9' stairs down to a 4'x8' platform to 4'x16' stairs down to a 4'x12' platform to 4'x17' stairs down to a 4'x4' platform to 4'x6' stairs down to a 4'x4' platform to 4'x16' stairs down to a 4'x4' bottom platform that leads to a 6'x9' east bottom platform and a 4'x20' set of removable stairs to beach; install geotextile fabric beneath the bluff stairs from the toe of the bluff to the top that is 16' wide and centered beneath the stairs; install core/bio logs horizontally every 10' along the fabric areas and then revegetate using native vegetation; on the upland lawn area install two (2) 4'x6' catch basins connected to 12" diameter piping that will capture storm water runoff and convey it to three (3) drainage rings located on the landward side of the property. SCTM# 1000-30-2-85 The proposed action has been reviewed to Chapter 268, Waterfront Consistency Review of the Town of Southold Town Code and the Local Waterfront Revitalization Program (LWRP) Policy Standards. Based upon the information provided on the LWRP Consistency Assessment Form submitted to this department, as well as the records available to me, it is my recommendation that the action is INCONSISTENT with Policy 6.3 of the LWRP. A common beach access stair exists for the community, maintained by a homeowners association. Pursuant to Chapter 268, the Board of Trustees shall consider this recommendation in preparing its written determination regarding the consistency of the proposed action. All applicants for permits* including Town of Southold agencies, shall complete this CCAF for proposed actions that are subject to the Town of Southold Waterfront Consistency Review Law. This assessment is intended to supplement other information used by a Town of Southold agency in making a determination of consistency. *Except minor exempt actions including Building Permits and other ministerial permits not located within the Coastal Erosion Hazard Area. 2. This platform connects to a seaward projecting 4' x 20' removable staircase and has as a right turning connection to a platform deck measuring 6' x 9'. Install geotextile fabric beneath the stairs from the toe of the bluff to the top that is 16' wide and centered beneath the stairs. Install core/ bio logs horizontally every 10' along the fabric areas and then replant with native vegetation per NYS DEC specifications. On the upland lawn, install two (2) 4' x 6' catch basins connected to 12" diameter piping that will capture storm water run- off and convey it along the west side of the property to the front lawn where three (3) pre-cast drainage rings of 6' diameter will be added to return..the collected storm water to the ground.
