Cutchogue-New Suffolk Library Summer Kick-off
RESOLVED that the Town Board of the Town of Southold hereby grants permission to the
Cutchogue-New Suffolk Free Library to hold its Summer Kick-off, on the Cutchogue
Village Green, Cutchogue, New York, on Wednesday, July 1st, 2026 from 5:OOPM to 7:00
PM,provided they comply with all the conditions of the Town's Policy for Special Events
on Town Properties. All fees, with the exception of the clean-up deposit, shall be waived.
The applicant should reach out to Police Chief Grattan as soon as possible. This approval is
for this event only as the Town Board is reviewing special events.

CAST Mightly North Fork Triathlon
RESOLVED that the Town Board of the Town of Southold hereby grants permission for
CAST to hold the "26th Annual Mighty North Fork Triathlon", at Cedar Beach Park,
Southold,New York, on Sunday, May 31, 2026 at 6:OOAM and will be finished by
10:00AM using the following roads: Cedar Beach Road, Paradise Point Road, Bayview
Road North, Anchor Lane, Pine Neck Road, Jacobs Lane and Main Bayview Road. Chief
Grattan to be met with as soon as possible. This approval is for this event only and is
provided that they comply with the Town of Southold' s Policy for Special events on Town
Properties. An insurance certificate was supplied to the Clerks office.

4th of July Parade 2026
RESOLVED that the Town Board of the Town of Southold hereby grants permission to
Southold Village Merchants and the Southold American Legion for their Annual 4th of July
Parade in Southold, on Saturday, July 4, 2026,beginning at 12:00 noon from Boisseau
Avenue along Route 25 to Tuckers Lane, ending at Rail Road tracks. Approval is provided
they closely adhere to the Town's policy regarding Special Events. All fees associated with
this event have been waived with the exception of the clean-up deposit. The organizer is in
contact with Chief Grattan at this time.

Southold CSE Home Maintenance/Repair Program
RESOLVED, that the Town Board of the Town of Southold hereby authorizes and directs
Supervisor Albert J. Krupski, Jr. to execute the Home Maintenance/Repair Program
Agreement between the County of Suffolk Office for the Aging and the Town of Southold,
for the period January 1, 2026 through December 31, 2026, with an option, to be exercised
at the County's discretion, to June 30, 2027, on the same terms and conditions herein; to
provide the elderly in need with the required labor for minor repairs and renovation
assistance to remediate or upgrade substandard, unsuitable or unsafe housing, including,but
not limited to handicapped accessible and crime prevention modifications, as identified in
Contract IFMS No. 00000016468; 001-6777/JKD1-4980-95285, with service levels as
indicated, with a maximum reimbursement to the Contractor from the County not to exceed
$45,000.00, at no cost to the Town, subject to the approval of the Town Attorney.

Resolution Number 2025-024 of the Fishers Island Ferry District, adopted March 2, 2026,
which reads as follows:
WHEREAS Employee Nicholas Langan, has resigned from his position as Full-Time
Deckhand(FIFD) effective February 19, 2026, and wishes to remain with FIFD as Part-
Time Deckhand. His pay rate remains the same.
THEREFORE, BE IT RESOLVED that the Board of Commissioners accepts the change of
status for employee Nicholas Langan with effect February 19, 2026, from full-time to part-
time.

RESOLVED that the Town Board of the Town of Southold will hold a public hearing on
the aforesaid Local Law at the Peconic Community Center Auditorium, 1170 Peconic Lane,
Peconic, New York on the 21sr day of April, 2026 at 6 p.m. at which time all interested
persons will be given an opportunity to be heard.

BE IT ENACTED by the Town Board of the Town of Southold as follows:
I. Purpose
The Purpose of the amendment is to update the Southold Town Code with regard to
Accessory Apartments.
H. Amendment
The Southold Town Code is hereby amended by removing the struck through words and
adding the underlined words as follows:

B. Definitions and usages. Unless otherwise expressly stated, the following terms shall, for
the purpose of this chapter, have the meanings as herein defined. Any word or term not
noted below shall be used with a meaning as defined in Webster's Third New International
Dictionary of the English Language, unabridged (or latest edition).
ACCESSORY APARTMENT
An apartment created in a prvs fitlyexisting-one-family dwelling unit or
detached accessory structure pursuant to § 280-13A(6) or § 280-13B(13).

This Local Law shall take effect immediately upon filing with the Secretary of State as
provided by law.

SEQRA Findings for the Southold Venture Property SCTM: 1000-44:3-4.3
WHEREAS, the Town Board of the Town of Southold held a public hearing on the loth
day of March 2026, on the question of the purchase of fee title to property owned by
Southold Ventures, Inc., for open space preservation pursuant to the provisions of Chapter
17 (Community Preservation Fund) and Chapter 185 (Open Space Preservation) of the
Town Code of the Town of Southold, at which time all interested parties were given the
opportunity to be heard; and
WHEREAS, said property is identified as SCTM#1000-44.-3-4.3. The address of the
property is 2955 Albertson Lane in Greenport. The property is located on the westerly side
of Albertson Lane and extends to the southerly side of County Road 48, the northerly side
of Colony Road, and the easterly side of Bayview Avenue. The property is located within
the R-80 Zoning District; and
WHEREAS, the proposed acquisition is for the Town of Southold, in a joint 50%/50%
partnership with the County of Suffolk, to acquire fee title to the entire 54.13± acre
property for open space preservation. The exact area of the purchase is subject to survey;
and
WHEREAS, the purchase price for the 54.13± acre parcel is $120,000 (one hundred twenty
thousand dollars)per acre, estimated at$6,495,600 (six million four hundred ninety-five
thousand six hundred dollars). The purchase price will be adjusted at time of closing based
on the final surveyed acreage. The purchase will be funded by the Town's Community
Preservation Fund and the County of Suffolk in a 50%/50%partnership which will include
the purchase price and any related acquisition costs associated with the purchase of this
property; and
WHEREAS,property is listed on the Town's Community Preservation Project Plan as
property that should be acquired for the establishment of parks, nature preserves, or
recreation areas;preservation of open space;preservation of fresh and saltwater marshes or
other wetlands; and establishment of wildlife refuges for the purposes of maintaining native
animal species diversity, including the protection of habitat essential to the recovery of rare,
threatened or endangered species. The purpose of this acquisition is for open space, passive
recreational purposes, wetland protection, and natural habitat protection. Proposed uses of
the property may include the establishment of a nature preserve and/or passive recreational
area with trails and limited parking for access purposes, all subject to a management plan
that will be developed for the property; and
WHEREAS, the purchase of this property is in conformance with the provisions of Chapter
17 (Community Preservation Fund) and Chapter 185 (Open Space Preservation) of the
Town Code of the Town of Southold; and
WHEREAS, the proposed action has been reviewed pursuant to Chapter 268 (Waterfront
Consistency Review) of the Town Code and the Local Waterfront Revitalization Program
(LWRP) and the LWRP Coordinator has determined that this action is consistent with the
LWRP; and
WHEREAS, as per Chapter 117 (Transfer of Development Rights) of the Code of the Town
of Southold, the Land Preservation Coordinator and the Town Board have reviewed the
acquisition and have determined that Sanitary Flow Credits may be available upon the
acquisition of the property. The County of Suffolk will determine if Sanitary Flow Credits
(a/k/a County Workforce Housing Development Rights) are available, and if so, the number
of Sanitary Flow Credits available from the property. Any available Sanitary Flow Credits
will be divided between the County and the Town in accordance with the 50%/50%joint
partnership percentage. The transfer of the Sanitary Flow Credits allotted to the Town will
not be finalized, and shall not occur, until the County/Town acquires title to the property,
and the Town Board passes a resolution allowing the transfer into the Town Sanitary Flow
Credit Bank; and
WHEREAS, the Land Preservation Committee has reviewed the application for the
acquisition and recommends that the Town Board acquires the property; and
WHEREAS, the Town Board deems it in the best public interest that the Town of Southold
purchase fee title to the subject property for the purposes of the preservation of open space,
passive recreation, and wetland protection, and natural habitat protection; and
WHEREAS, the Town Board of the Town of Southold classifies this action as an Unlisted
Action pursuant to the SEQRA Rules and Regulations, 6NYCRR 617.1 et. Seq.; and,
WHEREAS, the Town of Southold is the only involved agency pursuant to SEQRA Rules
and Regulations; and,
WHEREAS, the Town Board of the Town of Southold accepted the Short Environmental
Form for this project that is attached hereto; now, therefore, be it
RESOLVED that the Town Board of the Town of Southold hereby finds no significant
impact on the environment and declares a negative declaration pursuant to SEQRA Rules
and Regulations for this action; and, be it further
RESOLVED that the Town Board of the Town of Southold hereby enter into a joint
50%/50% partnership with the County of Suffolk to purchase fee title to the property
owned by Southold Ventures, Inc., identified as 2955 Albertson Lane, Greenport,
