RESOLUTION:
WHEREAS, 57020 Main Road, Southold,NY, is on the Town of Southold Registry of Historic
Landmarks; and
WHEREAS, as set forth in Section 170-6 of the Town Law(Landmarks Preservation Code)of the Town
of Southold, all proposals for material change/alteration must be reviewed and granted a
Certificate of Appropriateness by the Southold Town Historic Preservation Commission
prior to the issuance of a Building Permit; and
WHEREAS, the applicant submitted a proposal on February 18, 2026, for an approval to replace and
install windows and replace asphalt roofing on a single family dwelling; and
WHEREAS, the owner, Jorge Torrento, and the applicant's representative, Arthur Rast, Architect,
appeared before the Commission at a Work Session on February 26, 2026 to describe the
proposed replacement of windows with the installation of Anderson 400 Series Windows
and replacement of roof shingles with Timberline HDZ Architectural Asphalt Roof
Shingles in Charcoal color; and
WHEREAS,the proposed improvements are depicted and described in the Architectural Plans; Sheet A-
101, last revised February 17, 2026; and Sheet A-102, last revised February 27, 2026;
prepared by Arthur Richard Rast, Registered Architect; and
WHEREAS, the Commission has determined that pursuant to Chapter 170-4(E)(2) of the Southold
Town Code, the Commission has the authority to determine that some proposals do not
rise to the level of requiring a public hearing, as the proposal is de minimis in nature; and
WHEREAS, the Commission has determined that the subject application for the Certificate of
Appropriateness is de minimis in nature and therefore does not require a Public Hearing;
and

WHEREAS, the applicant shall submit to the Commissioners photographs of the finished
improvements upon completion; and
WHEREAS, the Commissioners may conduct a site inspection of subject premises once improvements
are completed.
NOW THEREFORE BE IT RESOLVED, that the Southold Town Historic Preservation Commission
determines that the proposed improvements that include replacing windows with the
installation of Anderson 400 Series Windows and replacing asphalt roof shingles with
Architectural Timberline HDZ Asphalt Roof Shingles in Charcoal color, depicted and
described in the Architectural Plans; Sheet A-101,last revised February 17,2026; and Sheet
A-102, last revised February 27, 2026, prepared by Arthur Richard Rast, Registered
Architect, meet the criteria for approval under Section 170-8 (A) of the Southold Town
Code; and
BE IT FURTHER RESOLVED,that the Commission approves the request for a Certificate of
Appropriateness, subject to approvals by all.involved agencies; and
BE IT FURTHER RESOLVED,that any deviation from the approved plans referenced above may
require further review from the Commission.

The Building Department records shows the additions depicted on the site plan exist
and has already received a Certificate of Occupancy in 2009. See attached. The
applicant will supply us with specs for shingles and he has informed me that the
replacement would be the same; color Black.

Hi Kim,
This building department file site plan is all I needed to understand the orientation-very helpful.
The plans say shingle color and style TBD- I think we want to know the specifications of the proposed
roofing.
From the plans, it looks like they are also proposing to build a second floor addition above the side wing
of the house.
The addition isn't mentioned in this HPC application and we are currently only being asked to approve
new shingles and windows.
Will they schedule a work session with the HPC to review the addition which will be very visible from the
road?

I contacted the Professional Architect to inform him that the survey wasn't
current. He will get it updated. In the meantime, I've attached a current site plan
from the Building Dept. file.
FYI, the Commission has the option to condition the issuance of a C or A upon
receipt of an updated survey, but I'm told that the Building Dept. will not require
the updated survey before issuing the Building Permit for replacement
of windows.
In speaking with the Architect earlier today, he informed me that the owner may
apply, at a later date, for a dormer to be built on the rear of the house, and that he is
working on those plans. I will make sure that that application includes an accurate
survey before presenting it to you.
